Vocational Rehabilitation (VR) programs are funded by the Rehabilitation Services Administration (RSA) to assist individuals with disabilities to obtain, advance, or retain employment. Employment is a valuable outcome because it can increase economic independence and community participation. To achieve employment, VR programs offer a range of services such as assessment, counseling, training, and job placement. We conducted two studies using RSA-911 case-services data to better understand

Vietnam is ageing rapidly and is predicted to enter an aged society within the next fifteen years, posing a major challenge for a lower middle-income nation with an incomplete social security system. Supporting older persons to continue working can be a reasonable strategy to ensure their life quality and reduce the burden on the national social security system. Employment, Income, And Poverty In Kalamazoo City Core Neighborhoods, Val Klomparens

This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way. Underemployment is a prevalent labor market issue around the globe. It reflects how an individual can be employed but is unable to work to their desired number of hours, receive sufficient wages, or fully utilize their skills, leaving them in precarious working conditions. Studies on underemployment and its gendered impact in the Philippines remains limited with most labor studies primarily addressing wage and unemployment. Nearly four decades ago, Congress passed the Social Security Amendments of 1983. The changes were significant, and they pressured people to delay retirement. In this thesis, I use individual-level data from the Annual and Social Economic Supplement of the Current Population Survey and the Health Retirement Study to analyze the effects of the amendments. The amendments affect individuals at the same age, but across different years. Year of birth determines treatment by the amendments. I control for year of birth and age effects in a difference-in-difference model and interact treatment with age to identify the effects of the amendments on …

In the past several decades, there has been a cultural movement towards women being employed in the labor force rather than working in the home. With the Covid-19 pandemic, as many workers began to work from home, boundaries between home and work became less clear. Using pooled cross-sectional data from the 2019-2020 American Time Use Survey I examine how the work hours of different groups were impacted during the pandemic, with respect to sex, marital status, and parental status. I find that work hours decreased most significantly for partnered mothers who did not work from home. Partnered mothers likely reduced …

This dissertation consists of three chapters which explore the usefulness of partial identification methods for estimating treatment effects in applied health economics research. Each one applies the methodology to different settings in which establishing causality has traditionally been difficult, and seeks to demonstrate when a bounding approach can—and cannot—aid researchers in learning about causal relationships.The first chapter studies the Housing Choice Voucher program in the United States and estimates bounds on the effect that receiving this form of housing assistance has on self-reported health status and the likelihood of hospitalization within the eligible population of renters. Unemployment insurance (UI) exists to provide temporary partial wage replacement during periods of involuntary unemployment while beneficiaries are actively seeking reemployment. The reemployment effort required of UI beneficiaries, which balances the work disincentive of income replacement, ensures that UI is social insurance rather than social welfare.

In 2017, Congress appropriated funding to provide reemployment services and eligibility assessments (RESEA) to UI beneficiaries. The legislation also required that states receiving RESEA conduct annual evaluations to produce causal evidence that reemployment services and eligibility assessments are effective.

In the US, 16% of people with cognitive disabilities self-report to be of Hispanic ethnicity (US Census Bureau, FY 2020). However, among people with intellectual disabilities who received vocational rehabilitation services, only 11% (-5%) are Hispanic (N = 32,823, RSA911, FY2020).

Rethinking The Role Of Employment Barriers In Active Labor Market Policy: Evidence From A Fixed Effects Analysis, Jian Qi Tan, Irene Y. H. Ng, Kong Weng Ho

Research Collection School Of Economics

Using a panel dataset from a five-wave survey of participants in Singapore’s Work Support Programme (WSP) from 2010 to 2016, we quantify the cumulative negative impact of facing multiple employment barriers and demonstrate the association between the individual stressors and labor market indicators. Using a fixed effects model to reduce the confounding effects of unobservables, we find that a one standard deviation increase in the number of employment barriers brings about a 2.7 to 3.5 percentage point increase in the probability of being unemployed and a 58 SGD to 78 SGD decrease in individual earnings.
