Insights Into Changes In Employment And Day Services Data From Idd Agencies During Covid-19, Agnes Zalewska, Jean Winsor

The COVID-19 public health emergency (PHE) had a major impact on people with disabilities and the services they receive. This brief explores the impact of PHE on employment and day services of people with IDD. The focus of this product is the National Survey of State Intellectual and Developmental Disabilities Agencies’ Employment and Day Services (IDD survey) and its data collection in FY2020 and FY2021. We explore the feedback from state IDD agencies on the data shifts resulting from PHE and we summarize the themes observed.

The American Community Survey (ACS) offers a broad population view of employment outcomes for working-age people with disabilities. This Data Note summarizes findings from an analysis of 2021 ACS data on employment rates, weeks worked, and poverty rates of people with and without disabilities across the US. These data are compared for people with no disability, people with any disability, and people with a cognitive disability, which indicate that people with disabilities continue to have less success in the labor market, and a greater likelihood of being underemployed, compared to individuals without a disability.

Investigating The Viability Of Virtual Job Interview Training Through Pre-Ets, Elyse Hayes

This study used a between-subjects repeated measures design to determine the efficacy of virtual reality job interview training (VR-JIT) as an instrument for providing workplace readiness training under pre-ETS when compared to current real-world methods. Of the total participants (N=19), 57.89% were male and 42.11% were female, and autism (36.84%) and cognitive impairment (47.37%) were the most frequently reported diagnoses. The results of a paired samples T-test were non-significant with t (8) = 0.13, p = 0.9029 with the use of mock interviews and t (9) = 0.68, p = .5156 with the use of virtual reality. The post-school transition phenomenon has been examined using educational and vocational viewpoints. However, despite evidence-based practices and policies, individuals with intellectual disabilities (ID) often experience unfavorable outcomes. This population needs a voice in existing literature because it tends to be aggregated with other participant groups. This qualitative study involved understanding how young adults with mild to moderate ID described their lived experiences regarding the post-school transition to adulthood, specifically in terms of their personal expectations of employment and functional independence. Ensuring that job seekers with disabilities receive high-quality supported and customized employment services is key for increasing their chances of achieving their career goals. This paper describes the findings from piloting ES-Coach with nine employment programs in Minnesota and Massachusetts. ES-Coach is a tool designed to help teams of employment consultants visualize their employment support practices and leverage that information to reflect, set goals, and take action for continuous quality improvement.

Transition-age youth, ages 14-24 years old, with intellectual and developmental disabilities (IDD) face unique barriers to entering the labor force when exiting high school. These barriers can be even more severe if the youth is from a low-income background. Supported employment (SE) services may help this population overcome these barriers and be employed in competitive integrated employment (CIE) settings. AbstractMultiple barriers impede individuals with intellectual and developmental disabilities (IDDs) from gaining access to jobs that are competitive and integrated and that offer them a living wage. In the US, 16% of people with cognitive disabilities self-report to be of Hispanic ethnicity (US Census Bureau, FY 2020). However, among people with intellectual disabilities who received vocational rehabilitation services, only 11% (-5%) are Hispanic (N = 32,823, RSA911, FY2020).

This study describes the implementation and findings of a pilot community conversations event in the state of Oregon to identify innovative solutions to under- and unemployment experienced by individuals with intellectual and developmental disabilities (IDD). The event was facilitated in partnership with the University of Oregon UCEDD, local Arc chapter, and other relevant community stakeholders. A total of 36 diverse individuals (e.g., school personnel, business owners, individuals with IDD, and caregivers of individuals with IDD) participated in a two-hour community conversations event about how to improve employment opportunities for those experiencing IDD. Women with multiple sclerosis (MS) face a number of challenges negotiating and maintaining work, and are at risk for involuntary retirement and associated consequences. Few studies have positioned involuntary retirement and such consequences in socio-political contexts or examined their implications in women’s lives. This study critically examines the socio-political production and lived consequences of involuntary retirement for women with MS within the contemporary context of Southwestern Ontario. This data note addresses participation in Pre-ETS for students with intellectual disabilities (ID) who applied for VR services. Of the 45,110 people with ID who exited the VR program in 2018, a total of 8,809 (18%) were students who applied for Pre-ETS. Of these, 1,712 (21%) received Pre-ETS and of those who received Pre-ETS, 744 (43%) gained employment.

An online survey instrument was developed to assess employers’ perspectives on hiring job candidates with Autism Spectrum Disorder (ASD). The investigators used K-means clustering to categorize companies in clusters based on their hiring practices related to individuals with ASD. This methodology allowed the investigators to assess and compare the various factors of businesses that successfully hire employees with ASD versus those that do not. The cluster analysis indicated that company structures, policies and practices, and perceptions, as well as the needs of employers and employees, were important in determining who would successfully hire individuals with ASD. Postsecondary education provides an opportunity to increase the economic potential of individuals. Earnings for individuals with cognitive disabilities are a major concern, as occupational outcomes are often dire. The prevalence of individuals with cognitive disabilities in postsecondary education settings is increasing, but little is known about how postsecondary attendance may relate to post-graduation earnings for this population. BACKGROUND:The success of job seekers with disabilities in achieving their employment goals depends in large part on the quality of employment supports that they receive from employment consultants. OBJECTIVE:To test the effectiveness of data-enabled performance feedback to assist employment consultants in implementing standards of effective employment supports. METHODS:A total of 187 employment consultants in 30 states were randomly assigned to intervention or control groups. The intervention group received data-enabled performance feedback and guidance for 12 months, whereas the control group continued with business as usual. Competitive integrated employment is defined within the Workforce Innovation and Opportunity Act (WIOA, 2014) as full-time or part-time work at minimum wage or higher, with wages and benefits similar to those without disabilities performing the same work, and fully integrated with coworkers without disabilities. The Act requires that states ensure employment is offered as a priority outcome for people with intellectual and developmental disabilities (IDD). As a result, providers who offer employment support to people with IDD have been working to phase out sheltered workshops and transform to offer competitive integrated employment.
