Recognizing the ongoing need to diversify the Southern Nevada economy, in 2023 GOED commissioned Brookings Mountain West, the UNLV Center for Business and Economic Research, and the UNLV Transportation Research Center to evaluate how Southern Nevada can leverage its geography and connectivity to neighboring states and metros at the megapolitan level to pursue industrial opportunities in the face of shifting global supply chains, diminishing developable land, the need for efficient management of the regional water supply, and the availability of unprecedented federal resources to support clean energy development, manufacturing, electrification of transportation systems, and supply-chain resiliency.

Employment, Income, And Poverty In Kalamazoo City Core Neighborhoods, Val Klomparens

This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way. Middle Neighborhoods (MNs) are generally recognized for their safety, stability and affordability for residents. They also provide an important opportunity to give lower-income populations access to affordable housing and an overall higher quality of life, but the number of MNs is declining throughout the U.S. Recognizing these opportunities and challenges regarding MNs, the research team set out to fill in the existing knowledge gaps about which public policies and programmatic activities are effective at 1) stabilizing MNs and 2) providing equitable access for lower-income and marginalized populations to join and stay in MNs.

Knoxville competes with other mid-sized metropolitan areas for economic development and business attraction at the national level. Cities such as Greenville, SC, Huntsville, AL, and Ann Arbor, MI have similar resources and attributes to Knoxville, yet they are consistently surpassing Knoxville in business attraction and expansion. It is necessary for policy makers to understand what factors are contributing to underperformance in order to better support Knoxville’s efforts to create an innovation fund. FRONT International Cleveland Triennial for Contemporary Art 2022 public art exhibit ran from July 16 through October 2, 2022. The FRONT exhibit takes place every three years and this iteration, Oh, Gods of Dust and Rainbows, was displayed in Cleveland and Akron, OH at a variety of locations through partnerships with museums and other institutions in the region. This study uses a multi-regional input-output (I-O) model to estimate the effect of the exhibit on the economies of the Cleveland-Elyria-Mentor and Akron Metropolitan Statistical Areas. People in economically advantaged nations tend to evaluate their life as more positive overall and report greater well-being than people in less advantaged nations. But how does positivity manifest in the daily life experiences of individuals around the world? The present study asked 15,244 college students from 62 nations, in 42 languages, to describe a situation they experienced the previous day using the Riverside Situational Q-sort (RSQ). Using expert ratings, the overall positivity of each situation was calculated for both nations and individuals. The electricity produced at the power station faces two types of losses from the generation point to the end user. These losses are technical losses (TL) and non-technical losses (NTL). The impact of capital accumulation on job creation is an important and interesting issue in economic development. This model provides a general-equilibrium framework for studying technology choice with unemployment in a developing economy based on micro-foundations. Unemployment in the urban sector results from the existence of efficiency wages. Manufacturing firms engage in oligopolistic competition and choose technologies to maximise profits. A more advanced technology uses more capital and less labour. In the steady state, an increase in the amount of capital induces firms to choose more advanced technologies and the wage rate increases. A growing literature posits that colonial Christian missions brought schooling to the colonies, improving human capital in ways that persist to this day. But in some places they did much more. This paper argues that colonial Catholic missions in the Philippines functioned as state-builders, establishing law and order and building fiscal and infrastructural capacities in territories they controlled. The mission-as-state was the result of a bargain between the Catholic missions and the Spanish colonial government: missionaries converted the population and engaged in state-building, whereas the colonial government reaped the benefits of state expansion while staying in the capital. This research informs the state of Ohio innovation initiatives on the landscape of science and innovation federal and statewide policies in other states, highlights similarities and differences of the policies, and develops a typology of the policies. Youngstown faces a transforming economy, contributing to a growing workforce gap in the region as legacy industries invest in advanced technologies requiring new and increasingly specialized skills. This report identifies Youngstown industries that provide opportunities for workforce development through analysis of regional wage and productivity trends between 2019 and 2020, as well as an examination of regional competitive advantage using shift share analysis. This study examines the changes in four of Ohio’s economic sectors from 2019 to 2020 in order to analyze the effect of COVID-19 Ohio supply chains. Through this analysis, our goal is to identify changes during the pandemic and determine future growth opportunities in Ohio’s supply chain. The four sectors chosen to be studied are High Tech and Innovation, Agriculture, Manufacturing, and Health Care. Each of these four sectors includes several industries; High Tech and Innovation includes 6, Agriculture includes 19, Manufacturing includes 328, and Health Care includes 10.

This publication details the state of Toledo’s Entrepreneurial Ecosystem (EE) through the lenses of service providers and clients. The Center conducted a total of 12 interviews with service providers across the Toledo EE to uncover the strengths, weaknesses, and gaps in the services the Business Growth Collaborative (BGC) provided. We combined this with survey responses from entrepreneurs in the region to identify how their perceptions of the EE were consistent with and differentiated from those of the service providers. This report closes by providing actionable items for the BGC to pursue that directly address the gaps in support.

Delaware’s (DE) Climate Action Plan lays out a pathway to reduce greenhouse gas (GHG) emissions by at least 26% by 2025 but does not consider soil-based GHG emissions from land conversions. Consequently, DE’s climate action plan fails to account for the contribution of emissions from ongoing land development economic activity to climate change. Source attribution (SA) is a special field within the science of climate change attribution, which can generate “documentary evidence” (e.g., GHG emissions inventory, etc.). The combination of remote sensing and soil information data analysis can identify the source attribution of GHG emissions from land conversions for DE. …

This study focuses on Ohio companies with an Employee Stock Ownership Plans (ESOPs) - the most common form of employee ownership in the U.S. Literature on the positive impacts of employee ownership at the individual and company level has grown in recent decades finding that individual employee-owners have longer tenure, more household wealth, higher wages, larger retirement accounts, and opportunities to participate in company decisions. At the company level research finds that employee-owned companies perform better than conventional companies on several performance metrics including overall survival rates, productivity, employment growth, and sales. This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

Dr. Iryna Demko, Research Associate at the Center for Economic Development, testified at the hearing of the U.S. House Committee on Small Business on the Paycheck Protection Program. The Paycheck Protection Program (PPP) has been one of the largest economic stimulus programs in U.S. history. In 2020 and 2021, the SBA disbursed over $800 billion in Paycheck Protection Program (PPP) loans to help small businesses keep their employees on payroll during the Covid-19 pandemic.

United Nations data shows that the size of global diaspora had reached 281 million in 2020, and it continues to grow. Diasporas have contributed significantly to the development of their native lands through remittance, technology and knowledge transfer, philanthropy, and diplomacy. Many countries have designed policies to engage the diaspora more deeply by providing concessional citizenship and visa regimes, and attractive investment opportunities. Yet, there is room for improvement in policies and programs to enhance these prospects.
