During the late 1960s and early 1970s, a paradigm of activist planning or critical city planning became a new “tributary” feeding the stream of the planning profession. STREET Magazine, published from 1971 to 1975 by the Pratt Institute Center for Community and Environmental Development in Brooklyn, NY, offers a lens through which to examine the expansion of the profession to encompass a range of ideas associated with this paradigm. Measuring The Impact Of A Community Revitalization Program: The Case Of Beyond Housing In Pagedale, Missouri, William Winter, William Elliott Iii

The paper examines the impact of a comprehensive housing development program initiated by a nonprofit organization working in a small municipality in St. Louis County, Missouri. The development program includes rental housing, for sale housing and repair grants to existing residents. The analysis serves both as opportunity to test hedonic price modeling on the housing work and as an examination of the applicability of such techniques in evaluation of local community development efforts. The analysis finds evidence of price differential comparing municipal sales to sales within a comparable, larger geographic area, with a negative differential switching to positive over the …

This is a study of what can be learned from leading U.S. cities about their work on environmental sustainability program efforts and what that information suggests for other cities considering a move into the environmental sustainability arena. The study focuses on green building and buying programs.
