In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. The World Travel and Tourism Council estimates that Travel and Tourism accounted for 10.3% of the world economy in 2019 and ¼ of all net new jobs over the past five years. Savannah, Georgia has experienced huge growth in the last decade due to tourism, with visitor spending on lodging alone increasing from $466 million in 2009 to $1 billion in 2019. The current study examined differences in perceived impact of tourism on quality of life using established predictors of tourism sentiments. Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work. The purpose of this qualitative case study was to describe the economic, physical, social, and stakeholder engagement strategies used during revitalization projects in Barre and Bennington, Vermont. Revitalization projects are used to reinvigorate communities whose economies, infrastructure, and quality of life have deteriorated (Morckel, 2014). Revitalization projects differ significantly from community to community. Extension is uniquely positioned to deliver data-driven solutions to complex community issues with University applied research, particularly through crises like COVID-19. Applying the Policy, Systems and Environmental (PSE) framework to community development is an effective, innovative approach in guiding Extension leaders to create, document, and share long-term transformative change on challenging issues with stakeholders. Beyond the public health sector, applying a PSE approach to community development provides leverage points for population-level benefits across sectors. This article describes current public health approaches, methodologies, and how the PSE framework translates to other programs with four examples of high-impact, systems level Extension projects.

Gentrification can be understood as the process through which geographical areas become increasingly exclusive, which disproportionately harms people living in poverty and people of color, as well as the elderly, families, and youth. As such, this article argues that macro social work practitioners should view gentrification as a key concern. Thus, to help guide macro interventions, the article begins by first defining gentrification and describing ways to measure it, while emphasizing its difference from revitalization. This article addresses the issue of incivility in public policy debates by pointing to citizen collaboratives as an alternative that promotes civil dialogue. Collaboration forums bring together those having diverse and often opposing interests to craft solutions to public policy issues intended to advance all parties’ interests in an atmosphere of mutual trust, mutual learning, and respect. Extension has a role to play through engagement with collaboratives to build community capacity and advance community and ecological sustainability. Examples of Extension involvement and the potential success that collaboratives can achieve is presented.

Populations of rural areas continue to decline, yet some communities are more vibrant than ever. While past research has studied current satisfaction or well-being, few have examined future well-being. Using an ordinal logistic regression and combining primary and secondary data sources, this study investigates the predictors of rural Nebraskan’s sense of future well-being, both at the community and individual levels. The model indicates that resilience may be more important in well-being than social capital. Additionally, certain satisfaction indicators are more important than others. This study investigated the effects of CDC housing revitalization programs in Hartford and New Haven, CT on neighborhood stability. Using a combination of quantitative and qualitative data, this study sought to connect the observed impacts in Hartford and New Haven with the literature on revitalization in formerly industrial cities. Data on three key indicators of neighborhood stability (property values, owner occupancy rates, and vacancy rates) were collected for the time period spanning 2000 to 2019. Environmental justice organizations aim to secure an equitable distribution of environmental resources through the participation and self-determination of affected people, particularly communities of color. Yet organizing in a market economy is complicated: As communities become greener, gentrification can follow, thereby inadvertently displacing low-income communities of color and reproducing environmental injustices. This thesis explores Community Development Financial Institutions (CDFIs) business models by examining the organizational structures, procedural operations, services, and geography. It aims to understand its overall behavior as a financial institution providing low-income communities financial services and ultimately the role it plays within the neoliberal context. The research identifies that CDFIs ultimately hold a mission that promotes economic prosperity from within the neoliberal project by expanding free-market capitalist beliefs and practices when servicing low-income communities.
