In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. With the current affordable housing crisis, I turn to community- based organizations (CBOs) who provide housing solutions for …

The World Travel and Tourism Council estimates that Travel and Tourism accounted for 10.3% of the world economy in 2019 and ¼ of all net new jobs over the past five years. Savannah, Georgia has experienced huge growth in the last decade due to tourism, with visitor spending on lodging alone increasing from $466 million in 2009 to $1 billion in 2019. The current study examined differences in perceived impact of tourism on quality of life using established predictors of tourism sentiments. Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work. In the banking sector, the Community Reinvestment Act (CRA), enacted in 1977, and its associated policies are monitored by the banking regulatory agencies and implemented by the senior managers responsible for these mandates at regulated financial institutions. The purpose of this qualitative case study was to describe the economic, physical, social, and stakeholder engagement strategies used during revitalization projects in Barre and Bennington, Vermont. Revitalization projects are used to reinvigorate communities whose economies, infrastructure, and quality of life have deteriorated (Morckel, 2014). Revitalization projects differ significantly from community to community. However, the literature asserts that city planners and engaged citizens must address the same critical components if the revitalization project is to have a lasting impact (Morckel, 2014, Rupp et al., 2019). Extension is uniquely positioned to deliver data-driven solutions to complex community issues with University applied research, particularly through crises like COVID-19. Applying the Policy, Systems and Environmental (PSE) framework to community development is an effective, innovative approach in guiding Extension leaders to create, document, and share long-term transformative change on challenging issues with stakeholders. Beyond the public health sector, applying a PSE approach to community development provides leverage points for population-level benefits across sectors. This article describes current public health approaches, methodologies, and how the PSE framework translates to other programs with four examples of high-impact, systems level Extension projects.

The health and economic consequences of the rapid growth of the older adults’ population above 60 have led to new and more flexible forms of care, including home-based care. In Cairo, Egypt, there seems to be a high demand and preference for home-based care services over other care services like nursing homes. From a policy makers’ perspective, older adults’ needs are sometimes approached in a deficit-oriented way. Knowledge and application gaps exist for women farmers in Sub-Saharan Africa who are key agricultural players for economic growth and food security. This study examined capacity development for Sanitary and Phytosanitary (SPS) measures and empowerment of women farmers considering Rappaport (1984) and Zimmerman’s (1995, 2000) lenses of empowerment theory. The central research question was, how does capacity development for sanitary and phytosanitary measures empower women at the individual, organizational, and community levels in Sub-Saharan Africa? This project assembled a group of potential small-group facilitators for the purpose of drafting a small-group discussion guide to be used at the Speedway (Indiana) Church of Christ. The guide was intended to aid the discernment of missional practices which sustain the renewal of the wider community. Gentrification can be understood as the process through which geographical areas become increasingly exclusive, which disproportionately harms people living in poverty and people of color, as well as the elderly, families, and youth. As such, this article argues that macro social work practitioners should view gentrification as a key concern. Thus, to help guide macro interventions, the article begins by first defining gentrification and describing ways to measure it, while emphasizing its difference from revitalization. This article addresses the issue of incivility in public policy debates by pointing to citizen collaboratives as an alternative that promotes civil dialogue. Collaboration forums bring together those having diverse and often opposing interests to craft solutions to public policy issues intended to advance all parties’ interests in an atmosphere of mutual trust, mutual learning, and respect. Extension has a role to play through engagement with collaboratives to build community capacity and advance community and ecological sustainability. Examples of Extension involvement and the potential success that collaboratives can achieve is presented.

Regarding dementia, the public usually does not have a clear understanding of what it is and what it entails. People use it interchangeably with Alzheimer’s, which is not the same; and people fear it as it is part of the aging process, which is understandable but not true. Populations of rural areas continue to decline, yet some communities are more vibrant than ever. While past research has studied current satisfaction or well-being, few have examined future well-being. Using an ordinal logistic regression and combining primary and secondary data sources, this study investigates the predictors of rural Nebraskan’s sense of future well-being, both at the community and individual levels. The model indicates that resilience may be more important in well-being than social capital. Additionally, certain satisfaction indicators are more important than others. This research has largely focused on how marketization has pervaded the nonprofit sector, yet little research has been done on how business-like values and modes of acting are manifesting in nonprofits. This study investigated the effects of CDC housing revitalization programs in Hartford and New Haven, CT on neighborhood stability. Using a combination of quantitative and qualitative data, this study sought to connect the observed impacts in Hartford and New Haven with the literature on revitalization in formerly industrial cities. Data on three key indicators of neighborhood stability (property values, owner occupancy rates, and vacancy rates) were collected for the time period spanning 2000 to 2019. Previous research has indicated that urban agriculture offers a wide variety of health, economic, and social benefits for participants. Urban farms need to consider what factors and mechanisms allow them to engage more of their community to share these benefits. Examining four case studies of urban farms across Philadelphia, this paper strives to illuminate the lessons and themes of community engagement in urban agriculture. I draw upon information from prior research, online sources, in-person site visits, and semi-structured interviews with farm operators. This research aimed to examine best practices for community programs that use human-animal interaction as an intervention for at-risk youth. Scholars within the business and peace literature domain identified a knowledge gap in the understanding of community stakeholders’ views and expectations about the specific strategies that support corporate peacebuilding in conflict-ridden host communities. Environmental justice organizations aim to secure an equitable distribution of environmental resources through the participation and self-determination of affected people, particularly communities of color. Yet organizing in a market economy is complicated: As communities become greener, gentrification can follow, thereby inadvertently displacing low-income communities of color and reproducing environmental injustices. This study informs antiracist community practice methods by examining strategic and ethical dilemmas embedded within an environmental justice organization that is located in a gentrifying Mexican American neighborhood in Chicago. The literature review explores the effects and responses to racialized housing policies, including the development of the community development field and its use of neighborhood organizing. This thesis explores Community Development Financial Institutions (CDFIs) business models by examining the organizational structures, procedural operations, services, and geography. It aims to understand its overall behavior as a financial institution providing low-income communities financial services and ultimately the role it plays within the neoliberal context. The research identifies that CDFIs ultimately hold a mission that promotes economic prosperity from within the neoliberal project by expanding free-market capitalist beliefs and practices when servicing low-income communities. The buildup of fuels resulting from decades of fire suppression in California's Sierra Nevada mountains has made its dense forests vulnerable to high severity stand replacing wildfires. Local governments in many rural forest-dependent communities view biomass energy production as a method to restore forest health via fuel removal and waste disposal. Forest-based biomass energy facilities have the potential to be compatible with protecting water resources, habitat restoration, forest resilience, and achieving climate standards, while also enhancing regional economic stability.
