In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. The World Travel and Tourism Council estimates that Travel and Tourism accounted for 10.3% of the world economy in 2019 and ¼ of all net new jobs over the past five years. Savannah, Georgia has experienced huge growth in the last decade due to tourism, with visitor spending on lodging alone increasing from $466 million in 2009 to $1 billion in 2019. The current study examined differences in perceived impact of tourism on quality of life using established predictors of tourism sentiments. Central Appalachia specifically and rural extractive areas more generally face some of the most challenging socio-economic realities in North America. Community-based organizations (CBOs) are an important tool for addressing these challenges. As governments intensify efforts to mitigate climate change, and as fossil-fuel industries contract, extracted communities are experiencing economic, cultural, and environmental upheaval. Many leaders call for a “just transition” away from fossil-fuels, which would make local extraction communities whole. Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work. This study investigated the effects of CDC housing revitalization programs in Hartford and New Haven, CT on neighborhood stability. Using a combination of quantitative and qualitative data, this study sought to connect the observed impacts in Hartford and New Haven with the literature on revitalization in formerly industrial cities. Data on three key indicators of neighborhood stability (property values, owner occupancy rates, and vacancy rates) were collected for the time period spanning 2000 to 2019. The literature review explores the effects and responses to racialized housing policies, including the development of the community development field and its use of neighborhood organizing. It aims to understand its overall behavior as a financial institution providing low-income communities financial services and ultimately the role it plays within the neoliberal context. The research identifies that CDFIs ultimately hold a mission that promotes economic prosperity from within the neoliberal project by expanding free-market capitalist beliefs and practices when servicing low-income communities. A right to housing is a central iteration of the broader demand for a democratic right to the city. The perpetual housing crisis for lower-income people results from a commodified system in which access to housing is based on the exchange value interests of property owners, rather than a universal right to a decent, affordable home. This thesis also develops an understanding of how inequality effects poverty in Latin America and explores three community development strategies that could be implemented in Latin America consisting of agropolitan development, modernization development, and development by market expansion. In addition to these three development models, this thesis analyzes critical factors that contribute to the sustainability of a community, and how each of the three models incorporate or do not incorporate those factors.

E4TheFuture is orchestrating two pilot Community Clean Energy Projects (CCEP) in the state of Massachusetts. This paper is a preliminary analysis of the Worcester CCEP and is commissioned by E4TheFuture. The CCEP incorporates multiple types of renewable energies and a cooperative energy approach to provide clean energy access to any community member regardless of income level or homeowner status. The paper examines the CCEP’s mission statement and project estimates, using data provided by E4TheFuture and academic literature. The analysis seeks to determine the feasibility of the Worcester CCEP, its potential impact on underserved communities, and the potential for project replication.

This transnational feminist study described and interpreted the experiences of women within the context of community development in rural Ghana. The purpose of this study was to empirically ascertain the barriers faced by women within the community development processes in rural Ghana. With this goal, women from three randomly selected rural communities in Ghana were sampled and interviewed. A concurrent triangulation mixed method research design was adopted. The main instruments used were a questionnaire and an in-depth interview for the collection of the quantitative and qualitative data respectively. A total of two hundred women participated in the study.

Dog parks are the fastest growing type of park in U.S. cities; however, their increasing popularity has been met with increasing criticism of pets in public space. Dogs have shown to be a deep source of neighborhood conflict, and the provision of dog parks, or off-leash areas, is a seemingly intractable controversy for city officials. In 2003, Portland, Oregon established a network of 33 off-leash areas which remains the second largest both in count and per capita in the country. Although post-colonial theory was developed to examine the legacy of colonial powers, this project proposes that post-colonial theory can nonetheless fruitfully be used for a literary analysis of the Fair Housing Act to account for the typically non-colonial legacy of US segregation. Even though Chicago is not a city in the colonial context, the post-colonial discourse of violence, territorialization, and citizenship are useful tools for understanding the language in legislation that shaped American systemic segregation.
