Research on the marketization of the nonprofit sector and how it has come to operate in more business-like ways has been well documented in recent years. This research has largely focused on how marketization has pervaded the nonprofit sector, yet little research has been done on how business-like values and modes of acting are manifesting in nonprofits. Even less understood are the impacts marketization may have on foundational civic values in the nonprofit sector. A right to housing is a central iteration of the broader demand for a democratic right to the city. The perpetual housing crisis for lower-income people results from a commodified system in which access to housing is based on the exchange value interests of property owners, rather than a universal right to a decent, affordable home. This system is a pillar of neoliberal urban governance and justified by a hegemonic ideology that equates speculative homeownership with the American Dream. Dog parks are the fastest growing type of park in U.S. cities; however, their increasing popularity has been met with increasing criticism of pets in public space. Dogs have shown to be a deep source of neighborhood conflict, and the provision of dog parks, or off-leash areas, is a seemingly intractable controversy for city officials. In 2003, Portland, Oregon established a network of 33 off-leash areas which remains the second largest both in count and per capita in the country. The Village Market is a nonprofit Healthy Corner Store that has been open since May of 2011 in the mixed-use, mixed-income New Columbia housing development in Portland, Oregon's Portsmouth neighborhood. The venture began as a "community-led" effort in partnership with Janus Youth Programs and Home Forward. The project was conceived after a private enterprise in the small grocery space designed into the development failed, leaving the neighborhood without easy access to healthy foods. How do deliberators reason together on what is best? Planners, policy analysts and community developers should know how to recognize the validity of participatory deliberations claimed to give groups voice in policy decisions. Policy analyses have lost power in the face of postmodern critiques of objectivity. Practical policy analyses require more than objective validity for they express results of what Jürgen Habermas refers to as normative rationality. This study followed John Forester's recommended research agenda for rigorous empirical analyses of policy process deliberations using Jürgen Habermas' Theory of Communicative Action.
