This study examines the role of community-based nonprofit organizations in neighborhood revitalization/community development and their impact on the level of housing services. The neighborhoods in the study represent certain universalities of gentrification in older communities, and therefore selected for the study. By going beyond the profitability of gentrification, this study examines the social costs associated with gentrification through the lens of nonprofit organizations using quantitative data from Baltimore, Maryland and Houston, Texas. In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. Central Appalachia specifically and rural extractive areas more generally face some of the most challenging socio-economic realities in North America. Community-based organizations (CBOs) are an important tool for addressing these challenges. As governments intensify efforts to mitigate climate change, and as fossil-fuel industries contract, extracted communities are experiencing economic, cultural, and environmental upheaval. Many leaders call for a “just transition” away from fossil-fuels, which would make local extraction communities whole. Revitalization projects are used to reinvigorate communities whose economies, infrastructure, and quality of life have deteriorated (Morckel, 2014). Revitalization projects differ significantly from community to community. Extension is uniquely positioned to deliver data-driven solutions to complex community issues with University applied research, particularly through crises like COVID-19. Applying the Policy, Systems and Environmental (PSE) framework to community development is an effective, innovative approach in guiding Extension leaders to create, document, and share long-term transformative change on challenging issues with stakeholders. Beyond the public health sector, applying a PSE approach to community development provides leverage points for population-level benefits across sectors. This article describes current public health approaches, methodologies, and how the PSE framework translates to other programs with four examples of high-impact, systems level Extension projects.

Gentrification can be understood as the process through which geographical areas become increasingly exclusive, which disproportionately harms people living in poverty and people of color, as well as the elderly, families, and youth. As such, this article argues that macro social work practitioners should view gentrification as a key concern. This article addresses the issue of incivility in public policy debates by pointing to citizen collaboratives as an alternative that promotes civil dialogue. Collaboration forums bring together those having diverse and often opposing interests to craft solutions to public policy issues intended to advance all parties’ interests in an atmosphere of mutual trust, mutual learning, and respect. Extension has a role to play through engagement with collaboratives to build community capacity and advance community and ecological sustainability. Populations of rural areas continue to decline, yet some communities are more vibrant than ever. While past research has studied current satisfaction or well-being, few have examined future well-being. Using an ordinal logistic regression and combining primary and secondary data sources, this study investigates the predictors of rural Nebraskan’s sense of future well-being, both at the community and individual levels. The model indicates that resilience may be more important in well-being than social capital. Additionally, certain satisfaction indicators are more important than others. This study investigated the effects of CDC housing revitalization programs in Hartford and New Haven, CT on neighborhood stability. Using a combination of quantitative and qualitative data, this study sought to connect the observed impacts in Hartford and New Haven with the literature on revitalization in formerly industrial cities. Data on three key indicators of neighborhood stability (property values, owner occupancy rates, and vacancy rates) were collected for the time period spanning 2000 to 2019.
