In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. Research on the marketization of the nonprofit sector and how it has come to operate in more business-like ways has been well documented in recent years. This research has largely focused on how marketization has pervaded the nonprofit sector, yet little research has been done on how business-like values and modes of acting are manifesting in nonprofits. Even less understood are the impacts marketization may have on foundational civic values in the nonprofit sector. Non-profit organizations and community programs work with at-risk youth to teach social-emotional skills like empathy, self-confidence, and self-efficacy. This research aimed to examine best practices for community programs that use human-animal interaction as an intervention for at-risk youth. Specifically, the phenomenological study aimed to review the successful strategies that community programs when working with the at-risk youth population. Vietnam’s steady economic growth over the past two decades interacted with existing patterns of inequity, social exclusion, and geographic disparities to widen the gap between those who can and cannot obtain quality education, a stable income, and access to quality basic services. Meanwhile, after the World Bank classified Vietnam as a lower middle-income country in 2010, several international and bilateral donors announced plans to gradually decrease their development assistance.

Russia’s “back country” — remote, nonindustrial areas that are home to almost 40 percent of the population — was largely excluded from the changes brought about by perestroika. People who live in these areas, where NGOs are almost never present, are often unaware of the resources available to address local issues. These regions require new development models that focus on fostering community engagement, and the community foundation model has proven to be the most useful and adaptable.

There is a strong connection between deliberation and dialogue and commons theory Deliberative activity generally takes place within group settings that approximate the defining conditions of a commons. In addition, social capital, in the form of trust and a sense of mutuality, and construction of a new or reconstituted normative outlook typically result from successful deliberation and dialogue efforts. This poses several lessons for the practice of the practice of such discussions.

The Nebraska Community Development Block Grant Administration Certification Program, in its fourth year of operation, certifies individuals who administer local grants received from the Nebraska Department of Economic Development (DED). Funds are provided by the U.S. Department of Housing and Urban Development. Included in the certification program, managed by the University of Nebraska at Omaha (UNO), are annual certification workshops, recertification workshops, and advanced training modules that are part of the recertification process.

Each S.T.A.R.T. Economic Development community administers a community attitude survey to local residents. Generally the survey serves at least two purposes. One is to collect information about the attitudes and behavior of local. residents. For example, respondents are asked to rate a variety· of community services, programs and organizations. The questionnaire also collects information about shopping behavior and local preferences about economic development.

This report is concerned with housing and community development in the six county Riverfront Development Project (RDP) area. The six counties are: Douglas, Sarpy, and Washington Counties in Nebraska and Harrison, Mills, and Pottawattamie Counties in Iowa.
