This dissertation is composed of three essays in applied microeconomics, each studying the behavioral response to incentives and regulations. The first chapter tests whether weakening criminal sanctions based on the use of violence effectively reduces the severity of a criminal act. In 2013, the United States Department of Justice reduced sentence years for drug criminals who do not possess weapons. Regression Discontinuity Design estimates of the probability of weapon possession of drug offenders show an 11-percentage point reduction in Florida's border counties. The second chapter estimates the impact of the refugee influx in Germany on recorded crimes by the immigration …

Being matrilineal and matrilocal, the Bemba people believe that “children belong to the mother”. This cultural belief and practice is so resilient that even in the event of divorce men have lost paternity rights to their children. Colonisation shifted Bemba women’s status as men were forced to migrate to work in the mines on the Copperbelt, leaving women to raise children as single mothers often without support from their absent husbands. The federal child support program was designed in the United States in 1975 to reduce the amount of public assistance that is needed by collecting child support from noncustodial fathers. Due to financial barriers, many noncustodial fathers face challenges in paying their child support consistently. Noncustodial fathers are referred to Fatherhood Programs when they are delinquent in paying their child support. While extensive research was conducted on the impact of child support delinquency on families, very little focus has been placed on the challenges that noncustodial fathers face when attempting to complete Fatherhood Programs. Evidence suggests that fathers have stronger ties to sons than daughters, which may result in differential investments in their children. This paper investigated whether girls’ gender restricts their access to fathers' contributions if they do not live together. The data used were the 1994-2008 March/April Match Current Population Survey Child Support Supplements, a large, nationally representative sample which identifies child support eligible mothers of all marital statuses and collects information on nonresident fathers’ financial and social investments in their children. Results for court-mediated outcomes such as the existence and amounts of child support orders showed that courts do not allocate …

Non-resident fathers’ compliance with child support agreements is low. An estimated 50% of fathers never pay any formal support to their co-parents (Stykes, Manning, & Brown, 2013). Responsible fatherhood programs have been developed as an alternative to incarceration to provide parenting and other skills to fathers in the hopes of increasing their payment compliance. This study adds to the sparse literature on the evaluation of responsible fatherhood programs by quantitatively examining the role of hope, parenting role salience, and parenting skills in predicting changes in child support compliance attitudes. The sample was drawn from participants in community-based responsible fatherhood programs. …

Issues of college access are increasingly met with resolutions within social and economic contexts. Models such as cost of production output, and race and socioeconomic-conscious strategies form the basis of such analyses (Jenkins & Rodriguez, 2013; Henriksen, 1995; Treager Huber, 2010; Schmidt, 2012). We can expect retooling and reinventing of such models with increasing college costs and changes in student demographics.

Child support is a means to financially support children, yet fewer than half of children eligible for child support receive full payment, with many receiving none. Child support nonpayment is a national concern that has led to negative repercussions for non-intact families, the community, and economic system. In some cases, noncustodial parents have an inability to pay. The purpose of this descriptive, phenomenological study was to understand custodial parental perceptions and experiences of noncustodial parent's inability to pay their child support. There is a disproportionate number of African American fathers in the State of Tennessee that experience parenting and child support disparities when compared to single parents of other ethnicities. The purpose of this general qualitative study was to examine the experiences of African American noncustodial fathers and to examine the impact of the codification of Tennessee family laws. The theoretical frameworks for this study were critical race theory, and social construction and policy design. Families experiencing out-of-home placement (OHP) are in crisis. The fact that a child has been removed from the home means the family has become involved with the child welfare or juvenile justice system. Families that experience OHP are disproportionately poor, and the reasons for OHP often stem from poverty. Because OHP is expensive, and society values parental responsibility, federal and state laws require that parents be referred to the child support system to help offset the cost of OHP through child support collections. Child Support As Labor Regulation, Yiyoon Chung

The development of child support policy over the past three decades provides an emblematic case study of the ways in which a new policy that reflects the rise of moral arguments about individual and family responsibility, once established, produces significant consequences for both the economic sphere and political dialogues. I use social control theory to examine a rarely appreciated consequence of child support policies: labor regulation. Particularly, I demonstrate the ways in which the discourse embedded in child support has exalted the importance of work even under the lowest terms, and has deflected public attention away from labor market issues.

Chat-Room Voices Of Divorced Non-Residential Fathers, Pauline Irit Erera, Nehami Baum

This study uses postings by divorced fathers to an unmoderated Internet chat room to sound and analyze their voices. The findings show that the posters expressed an acute sense of powerlessness with respect to their status as non-residential fathers, the imposition of child support, the mothers of their children, the family courts, and lawyers and helping professionals. Although most of their grievances have already been reported in the literature on non-custodial post-divorce parenting, the anonymous postings allow us to hear an intensity of feeling that comes through much more faintly in studies based on interviews or focus groups. Previous evidence suggests that the gender composition of a family's children--specifically, the presence of sons--affects a number of parental behaviors, including marriage formation, marriage disruption, and living arrangements. Using the March Current Population Survey from 1988 to 2006, this paper examines whether girls are at a double disadvantage in terms of living in single mother homes, and in the likelihood of receiving child support from absent fathers. The findings show that girls are indeed more likely to live in single mother homes and boys are overrepresented in married parent homes with a father or stepfather, and in single father families. …

[Excerpt] “Divorced parents in New Hampshire can rest a little easier these days. While there are a myriad of economic reasons why a divorce can become contentious, financing a child’s college education can no longer be included among those reasons. In January 2004, in a rather bold and unconventional move, the New Hampshire legislature overruled years of legal precedent and enacted a new statutory amendment that should alleviate some of the financial pressures divorced parents inevitably face. This project employed a descriptive case study methodology guided by rational choice theory to examine the financial feasibility of marriage for low income women. By modeling the income and expenses of eight different low income family types in six states (Arizona, California, New York, Oklahoma, Virginia, and Wisconsin) this study illustrates the financial situation of various low income families.
