When President Obama took office in 2009, the Treasury focused on restarting bank lending and repairing the ability of the banking system as a whole to perform the role of credit intermediation. In order to do so, the Treasury needed to raise public confidence that banks had sufficient buffers to withstand even a very adverse economic scenario, especially given heightened uncertainty surrounding the outlook of the U.S. economy and potential losses in the banking system. The Supervisory Capital Assessment Program (SCAP)—the so-called “stress tests”—sought to rigorously measure the resilience of the largest bank holding companies. Those found to have insufficient …

Children from non-English-speaking homes often lag behind their English speaking peers academically. However, people who speak two languages often have better executive functioning skills than people who speak only one language. Executive functions are neurologically-based skills related to managing oneself to achieve a goal. The relation between bilingualism and executive function may be due to how two languages are processed in the brain. However, it is unclear if more balanced bilinguals experience larger gains in executive function than people who are less balanced.
Children from low-income homes are at a disadvantage as compared to children from homes with higher incomes. …

This essay discusses the powers and limitations of the Federal Reserve’s role as Lender of Last Resort and how it deployed those powers during the financial crisis of 2007-2009. It considers the Fed’s authorities and the frameworks that it relied on in utilizing its powers to calm markets in turmoil and to assist specific financial institutions.

Ice core data are combined with RACMO2 regional climate model (RCM) output (1958-2010) to develop a reconstruction of the Greenland ice sheet net snow accumulation rate (Ât(G)) spanning years 1600-2009. Regression parameters from RCM output regressed on 86 ice cores are used with available cores in a given year resulting in the reconstructed values. Each core site’s residual variance is used to inversely weight the cores’ respective contributions. The interannual amplitude of the reconstructed accumulation rate is damped by the regressions and is thus calibrated to match that of the RCM data. Objective To explore early impacts of China's health reforms in 2009 on mortality. Methods Annual mortality counts were obtained from 161 counties across all 31 provinces of mainland China between 2006 and 2012. We examined time-series of health service amenable mortality counts, including separate analyses for deaths from stroke and ischaemic heart diseases (IHD). Non-amenable mortality counts, including separate models for oesophageal and pancreatic cancers, were also analysed as part of a negative-outcome strategy to provide stronger foundations for falsification. Deaths due to amenable causes were hypothesised to decrease, whereas non-amenable causes of mortality would remain uninfluenced. All analyses were …

This paper presents findings from a gendered analysis of resident responses to the 2009 Black Saturday bushfires (wildfires) in Victoria, Australia. One hundred and seventy-three people lost their lives in the bushfires and more than 2000 houses were destroyed. Previous research on Black Saturday has largely focused on issues of resident preparedness and response, with limited consideration of the role of gender in household decisions and actions. This paper examines the gendered dimensions of risk awareness, preparedness and response among households affected by the bushfires. Background
Effectiveness of pandemic plans and community compliance was extensively researched following the H1N1 pandemic. This systematic review examined community response studies to determine whether behavioural responses to the pandemic were related to level of knowledge about the pandemic, perceived severity of the pandemic and level of concern about the pandemic.
Methods
Literature databases were searched from March 2009 to August 2011 and included cross‐sectional or repeated population surveys undertaken during or following the H1N1 pandemic which reported on community response to the pandemic. Background
During the 2009 H1N1 influenza pandemic, Australian public health officials closed schools as a strategy to mitigate the spread of the infection. This article examines school communities’ understanding of, and participation in, school closures and the beliefs and values which underpinned school responses to the closures.
Methods
We interviewed four school principals, 25 staff, 14 parents and 13 students in five schools in one Australian city which were either fully or partially closed during the 2009 H1N1 pandemic.
Results
Drawing on Thompson et al’s ethical framework for pandemic planning, we show that considerable variation existed between and within schools …

Previous investigations into the factors associated with house loss in wildfires have focused on the house construction and its immediate environment (e.g. gardens). Here, we examine how nearby native forest and other houses can influence house loss. Specifically, we used a sample of 3500 houses affected by the Victorian bushfires of February 7th 2009 to explore how the amount of forest, proportion of forest burned by crown fire and the number of nearby houses affected house loss and how far from the house this influence was exerted. Objectives The medical literature suggests that older patients may be reluctant to engage general practice registrars in their medical care. This can lead to distortions in the clinical caseload of general practice registrars and dissatisfaction for older patients when seeing general practice registrars. The authors undertook a qualitative study of older patients to investigate their attitudes to having general practice registrars involved in their medical care to address this issue. Methods The study was conducted in three general practice (GP) training practices in southeast NSW, Australia. Appropriate ethics approval was obtained before commencing the research. This study aimed to measure the extent of use of front-of-pack daily intake (DI) labelling across food categories in Australian supermarkets, and assess the level of compliance with the Australian Food and Grocery Council (AFGC) guidelines. Surveys of six supermarkets in the Illawarra region of New South Wales were conducted twice a year in 2007, 2008 and 2009. The number of products with DI labelling increased from 58 in February 2007 to 1939 in August 2009 and appears to be growing strongly. Introduction: This report examines demographic and socioeconomic factors concerning the Latino population of New York City in 2009.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: The City’s Latino population continued its steady increase from 1.7 million people and 24% of the total population in 1990 to nearly 2.4 million and 28% of all New Yorkers in 2009. Within the Latino population Puerto Ricans …

The Philippines, with an Exclusive Economic Zone (EEZ) of 2.2 million sq. km, including over 7,000 islands, relies on fisheries as one of its major industries, sources of employment and in promoting food security. The hand-line fishery using bancas (or pump boats), catching commercially viable species such as tuna, is a major component of both municipal and commercial fisheries in the Philippines. Hand-line fishing is considered one of the most sustainable forms of fishing in the country. While he was excavating on a signal by a pick, he hit the mine and it caused to the accident. The deminer was instructed by his Section Leader to move the UXO and place the item concerned in the demolition pit, which was located 21 metres away from the deminer’s working area / lane. On the way to the demolition pit the deminer accidentally dropped the UXO and according to the Section Leader, the deminer dropped the UXO directly on to stone that was in the ground and subsequently the UXO detonated.
