Beyond Discrete Indicators: Modeling Intersectional Flood Vulnerability, Sina Razzaghi Asl, Eric Tate, Christopher T. Emrich, Md Asif Rahman, Kaeleb Royster

Social vulnerability to flooding is shaped by intersectional social marginalization, yet most quantitative assessments employ indicators of single populations. This study applies spatial machine learning to examine how the intersectional social vulnerability indicators of poverty-race, poverty-housing tenure, and race-housing tenure compare with traditional discrete indicators of single populations in predicting flood exposure in California. Using geographically weighted random forests and partial dependence plots, we model spatial heterogeneity and non-linear relationships between social vulnerability and exposure. We quantified flood exposure using a population-adjusted measure derived from building footprints and modeled 500-year fluvial and pluvial flood hazard. The results reveal distinct explanatory …

Russia's invasion of Ukraine has raised several significant questions regarding the impact of deterrence, the European balance of power and the ability of current security frameworks to restrict the actions of nuclear-armed revisionist powers. This paper uses an integrated theoretical framework consisting of deterrence theory, the balance of power theory, the security dilemma and neorealism to analyze the dynamic relationships between Russia, Ukraine and the Western alliance. Introduction: For people with Parkinson's disease (PD), deciding whether to pursue deep brain stimulation (DBS) has become increasingly complex. Evidence suggests current approaches to collaborative decision-making may fall short of accepted standards. Thus, a decision support intervention, such as a patient decision aid (PtDA) may be warranted. PtDAs have been shown to improve patients' knowledge, expectations, and participation in decision-making for other, similar healthcare decisions. We therefore sought to assess neurologists' awareness of, and experience using, PtDAs, and to solicit their opinions on the ideal features of a PtDA for PD patients considering DBS.

The current European security landscape is characterized by the growing intersection of historical security challenges (i.e., "traditional" security issues) and new forms of hybrid threats. These changes call for a significant re-evaluation of the role of deterrence in today's world. Traditional deterrence approaches have focused on the use of military capability as well as credible retaliatory threats. However, the recent development of hybrid warfare, including cyber-attacks, disinformation campaigns, economic coercion, and clandestine sabotage has made it increasingly difficult to distinguish between times of war and times of peace. This paper will evaluate how security governance contributes to both the development of democracy and the establishment of stable institutions within newly independent post-colonial states in Africa. Security governance is examined here as it relates to the long-term influence of colonial legacy, military presence, and the politicization of the security services. The authors have based their analysis of this issue on qualitative data gathered from Nigeria, Ghana, South Africa, Democratic Republic of Congo, and Kenya. Objectives: The purpose of this research project is to examine how nuclear deterrence intersects with the concept of security dilemma, i.e., when a state takes an action intended to increase its own security it may inadvertently create a risk or threat to another state and contribute to increased levels of tension. The main mechanism through which strategic stability can be preserved amongst nuclear armed states has traditionally been viewed as nuclear deterrence. Deterrence works on the premise that catastrophic consequences will cause rational restraint due to the fear of nuclear conflict. The proliferation of hybrid warfare (the coordinated use of conventional, cyber, informational, economic, and proxy instruments below the threshold of open war) has changed the strategic environment within which deterrence now operates. This research examines the implementation of Unmanned Aerial Systems (UAS) during a pilot mission in Nike Park to support its aerospace preservation. Located in Carrollton, Virginia, it was a Cold War missile installation that formed part of the area’s air-defense network. This project aims to use a drone to capture high-resolution video and imagery of Nike Park’s Administrative Office Supply and PX building and the Nike Ajax missile to create virtual 3D models for the Isle of Wight County Museum’s exhibit. This research assesses the characteristics of today’s Africa–China relations using dependency theory, world systems theory, neocolonialism, and South-South cooperation, using comparisons between historical African dependence on European colonial powers and recent reliance on China in terms of trade, infrastructure, debt, and technology. This research identifies how contemporary cooperations either continue previous patterns of economic and political subordination or create a transformation of those relationships or provide a challenge to them. The increasing number of artificial intelligence (AI) elements within military systems has introduced new forms of security dilemmas related to speed, level of secrecy, and transfer of responsibility from humans to machines. This article addresses the question of whether or how AI enabled autonomous weapons can lead to greater levels of strategic instability. Three causal mechanisms were determined by this study to potentially create destabilizing effects due to the introduction of autonomy; the first mechanism is a reduction in time available for decision making. Nature-based solutions (NbS) are increasingly promoted for climate adaptation to compound hazards, but systematic evidence of their effectiveness is still scarce. We address this gap with a systematic review of 38 studies. Each study was sorted by what its measurement design can support, not by what its authors claim. This produced four groups. Direct studies attribute a measured hazard reduction to the intervention, proxy studies infer protection from ecosystem condition, prioritization studies map suitable locations without estimating performance, and qualitative studies describe effectiveness without measuring it.
