Intelligence Gathering: A New Obstacle For Constitutional Law, Joseph Brennan

Intelligence gathering has always been a vital part of the United States’ success in its battles against foreign states and non-state actors. From spy networks during the Revolutionary War to tapping cell phones and using satellite imagery, advances in intelligence often lead to debates about the constitutionality and legality of these practices. Using several historical instances, laws, and committees, there is an argument to be made about the limitation on intelligence gathering and congressional oversight. This paper addresses these concerns, along with the general relationship between legislative intelligence gathering, the intelligence community, and Constitutional Law.

This study aimed to develop a comprehensive process flow for establishing a small food business, using traditional drinks made from millet, roselle, and corn as a case study. The specific objectives were to (1) identify the steps involved in developing a food product, (2) perform a sensory evaluation of the developed drinks, and (3) develop a prototype business plan to commercialize the most preferred drink. Utah State University (USU) Libraries established an open access (OA) fund in 2012 with the goal of helping USU authors offset the costs of publishing OA articles. The fund proved to be enormously popular, and funds were expended quickly each year—most recently being exhausted in less than 72 hours. In recognition of this unsustainability, as well as concerns about the rapidly changing role of OA and copyright in scholarly publishing, USU Libraries initiated significant changes to the fund. Secondary posttraumatic stress is a known occupational hazard for mental health counselors. Affecting approximately 49.5% of practicing counselors, it is a normal reaction to indirectly experiencing graphic stories (Lanier & Carney, 2024). Due to underdeveloped coping skills and limited experience working with traumatized individuals, counselors in training are especially vulnerable to its impact. Extant literature contains studies exploring the effects of secondary posttraumatic stress on graduate students, made and recommendations for self-care, resilience strategies, and therapeutic interventions to be integrated into graduate counseling curriculum to mitigate symptoms. The seminar will cover surveys of residents at recently built Transit-Oriented Developments (TODs) focused on affordable housing sites. This study builds off of an ongoing partnership between Portland State University and the Portland Metro regional government to understand the travel choices of people who move to recently constructed Metro supported TODs. Since 2018, Metro has focused their TOD investment on affordable housing; this survey, conducted in 2024, offers a lens into how TOD works for these low-income Portlanders, how their travel differs from prior TOD residents, and what opportunities exist to improve the TOD - affordable housing combination.

This paper seeks to enhance understanding of how low-income students navigate financial stress by integrating the asset-based concept of financial well-being and including a focus on the institutional context. Data collected from 378 interviews with students from low-income backgrounds illustrate complex ways that students experience financial stress and financial well-being. By centering students’ perspectives in analysis while also accounting for programmatic and institutional contexts, the authors aim to push theory and practice toward a more nuanced understanding of how to best support students from low-income backgrounds as they navigate affording college and fostering financial well-being.

This study revealed the complex interplay between personal identities and social constructs, focusing on Black-identifying women and their lived experiences with sex, sexuality, and sexual expression. Over centuries, societal influences depicted Black women as hypersexual, simultaneously exposing them to criticism, shame, and judgment for their sexual expression and meaning-making related to sex and sexuality. Consequently, Black women remain a high-risk demographic for unsafe sexual practices and sexually transmitted infections. Using intersectionality theory and Black feminist theory, this study explored how Black-identifying women give meaning to sex, sexuality, and sexual expression as they shape the Black feminine experience. In recent year anti-LGBTQ policy has been cropping up at the state level across the United States. While these policies have been described as unprecedented, they signal a period of retrenchment for the rights of queer and transgender individuals in the United States. This critical policy analysis of North Carolina state legislation that is decidedly homophobic and transgender examines the discursive tactics of policy actors (i.e. North Carolina Legislators) as they argue these policies during legislative sessions. This article draws on our experiences with “Femme Educational Futurities,” a dream-mapping (Author 2, 2023), critical arts-based, participatory-informed project about softness in K–12 schools, to explore the boundaries of queer, femme-inist research. We trace how our attempts to enact research softly (Schwartz, 2020) led us towards wayward joy (Hartman, 2019): a messy affective terrain marked by connection, vulnerability, shame, and hope. We utilize concepts of numeracy including number sense, reading and interpreting graphs, basic probability and statistics, and reasoning to estimate guessing and verify our earlier findings on human self-assessment as replicable. Our field study employed a low-stakes paired measures assessment (11,229 scores from the validated Science Literacy Concept Inventory and postdicted global self-assessment ratings generated upon completion of the Inventory) in conjunction with a five-category taxonomy of self-assessment proficiency. We also simulated 11,229 random guessing responses, to model responses that disengaged, purely random-guessing participants should produce. Objective: Reflective practice is vital to high-quality therapeutic work, enabling clinicians to critically examine their professional practices. Increasing opportunities to engage in reflective processes stands to increase clinician wellbeing and thereby improve quality of care. Generative Artificial Intelligence (GAI), specifically large language models, provide new ways for clinicians to gain insight into their work. This study explores a unique unintended consequence of GAI clinical notetaking platforms, the support of reflective practice among mental health clinicians.

Departmental, unit, library, division, university, and professional interests all hold sway over a library's decision-making and its implementation of policies and procedures, making balancing these tensions a complex endeavor. Credit Union Member Benefits: Does Local Religiosity Matter?, Travis Davidson, Thanh Ngo, Hongxia Wang

We examine the impact of religiosity on credit union member benefits and document a positive association between local religiosity and member benefits. Members of credit unions in more religious counties enjoy lower interest rates on loans, higher interest rates on deposits, and consequently lower interest spreads. The effect varies by credit union types, and results suggest a stronger association between religiosity and member benefits for credit unions with a narrower field of membership. Further analysis indicates local religiosity is associated with improved operating performance, lower non-interest expenses, and higher quality earning assets, but increased liquidity risk. Ex-offenders possibly felt excluded when private landlords or property managers conducted background checks and decided to immediately deny ex-offenders housing opportunities. The problem this study addressed was how landlords and property managers’ exclusion of ex-offenders impacted reentry post-incarceration. There was a gap regarding how Michigan private landlords impacted ex-offenders’ success factor in securing safe housing upon reentry back to society. This interpretative phenomenological analysis (IPA) was conducted to explore the lived experiences of licensed psychologists in diagnosing adolescents with bipolar disorder, aiming to answer two key questions: How do psychologists make sense of diagnosing bipolar disorder in adolescents? And do they rely on their education and lived experience in the diagnostic process? Drawing from developmental psychology, clinical decision-making theories, and ethical considerations, the study highlights the complexities and challenges of diagnosing bipolar disorder in youth. Firefighters are 5 times more likely than civilians to experience depression and post-traumatic stress disorder. Firefighters have suicidal ideation and attempt rates that are 2 to 3 times higher than the general population, yet most do not seek treatment. The purpose of this qualitative Delphi study was to develop an expert consensus on psychological assessment and treatment practices with firefighters through the lens of an expert panel of 19 psychologists who work with this population.
