Evaluation commissioners play a central role in evaluation practice by generating demand for evaluation through issuing calls for evaluation services and managing evaluation contracts (Lemire, Nielsen et al., 2018; Nielsen et al., 2018b), particularly in the international development sector. Yet few competency sets specify the knowledge and skills needed to conduct this work. Even less is known about the evaluation marketplace in the international development sector and the contract mechanisms used to procure evaluation services.

Geographic Information Systems (GIS) have become indispensable tools in addressing complex spatial challenges across diverse domains, including urban planning, environmental conservation, and climate change. However, the technical expertise required to use GIS effectively, particularly proficiency in general-purpose programming languages (GPLs), remains a significant barrier to broader adoption. Domain-Specific Languages (DSLs) have proven to lower this barrier by offering tailored abstractions that simplify problem-solving in specific domains. This study investigates the interest rate implied by put-call parity as an alternative, market-based proxy for the risk-free rate. Studying the implied risk-free rate from option prices is important because it provides insights into how market participants collectively perceive short-term financing conditions, independent of official Treasury-Bill yields. Since Treasury securities and the LIBOR are conventionally used as proxies for the risk-free rate, any persistent discrepancy between the put-call parity implied rate and the Treasury-Bill rate, or the put-call parity implied spread, can be interpreted as a signal of market frictions, investor behavior anomalies, sentiment-driven pricing dynamics, or information asymmetries.

Introduction: Neonatal hypoxic-ischemic encephalopathy (HIE) is neurological disease caused by the deprivation of oxygen and blood flow to the brain during the developmentally-critical perinatal period. Therapeutic hypothermia (TH) is the standard of care treatment for HIE, though cognitive deficits can persistent throughout life despite treatment. The nature of these deficits, and the impacts of TH and sex are not well understood, and this presents a key barrier in the development of novel therapeutics.

As artificial intelligence (AI) becomes increasingly embedded in healthcare applications, concerns have emerged around the trustworthiness, interpretability, and context-awareness of these systems. Knowledge Organization Systems (KOS) hold considerable potential to address these challenges by supporting semantic standardization, explainability, and domain alignment. This study presents a bibliometric analysis of scholarly publications referencing both AI and healthcare concepts to examine how KOS are positioned within this evolving discourse. The findings indicate that while early literature frequently and explicitly referenced KOS—such as ontologies, controlled vocabularies, and classification systems—their visibility has declined relative to newer paradigms such as machine learning and large language models. …

Purpose

Identifying tobacco products use (TPU) patterns among cancer survivors (CSs) is critical to optimize survivorship care. This study examines exclusive cigarette/e-cigarette, dual (two tobacco-products) and poly (≥ 3 tobacco-products) use among CSs (vs. no cancer history) and its sub-types: smoking-related-cancers (SRCs) vs. non-smoking-related cancers (NSRCs) while also exploring socio-demographic factors.

Methods

The study analyzed 86,551 adults from the 2021–2023 National Health Interview Survey, including 10,846 (9.7%) CSs. Participants were categorized and analyzed based on their CSs status and TPU patterns. Weighted logistic regression models assessed the relationship between TPU and CSs status while adjusting for socio-demographic characteristics.

Diabetes remains a critical global health challenge, with early detection is crucial for effective management. This study presents a comprehensive benchmarking analysis of 14 diverse machine learning and Bayesian models for early-stage diabetes risk prediction using clinical data [2] from Sylhet, Bangladesh. This research evaluated traditional methods (Logistic Regression, Decision Trees), ensemble techniques (Random Forest, XGBoost, LightGBM), Bayesian approaches (BART, Bayesian Logistic Regression), and advanced neural architectures (Deep Belief Networks) using both 70-30 train-test splits and 10-fold cross-validation. The results demonstrate that ensemble methods consistently outperformed other approaches, with Random Forest(RF) achieving the highest cross-validated AUC (0.9951) and accuracy (0.9699). …

Optimal decision-making requires consideration of internal and external contexts. Biased decision-making is a transdiagnostic symptom of neuropsychiatric disorders. We created a computational model demonstrating how the striosome compartment of the striatum constructs a context-dependent mathematical space for decision-making computations, and how the matrix compartment uses this space to define action value. The model explains multiple experimental results and unifies other theories like reward prediction error, roles of the direct versus indirect pathways, and roles of the striosome versus matrix, under one framework. This article examines the resurgence of war in international politics after the Cold War. It contends that interstate wars have declined after 1990 and there was high optimism for stability and a cooperative international order, but contemporary conflicts have evolved into complex intrastate and asymmetric confrontations involving non-state actors, ethnic and religious divisions, resource competition, and geopolitical rivalries. In 2023, the U.S. Surgeon General warned the public of the current “loneliness epidemic” and its potential consequences on physical and mental health. One possible consequence of this epidemic is the growth of a movement defined by loneliness and isolation: the incel (“involuntary celibate”) movement. This warning presents a worrying glimpse at the future, as the incel movement, along with other parts of the manosphere, is one that espouses violently misogynist rhetoric which is intrinsically linked to right-wing extremism. Recent postwar recovery efforts have paved the way for reforms that advance women's participation in politics, inclusion in the economy, and access to justice. In this article, we show how a singular emphasis on gender reforms after war that are inattentive to other societal cleavages can leave various forms of marginalization in the shadows. Subnational interviews on the reverberations of gender reforms in five postwar countries expose three hierarchies that structure access to rights for war-affected communities. Physician assistants play a major role in healthcare delivery in the United States, yet what we know about how patients perceive the care they receive from PAs is limited. Prior research on patients’ impressions of PAs has focused primarily on survey data, limiting the scope of what we can learn about patient impressions to predetermined, quantifiable categories, and has focused on post-visit impressions of a single encounter. Tummy time is essential for infant development, yet many caregivers face significant challenges with adherence due to behavioral and contextual barriers. While numerous tummy time interventions exist, a limited understanding of their behavioral components hinders effective replication and implementation. During the Asian summer monsoon season, pollutants from the lower troposphere are transported through deep convection to the upper troposphere and lower stratosphere. Surface pollutants such as CO are transported upward and trapped in the anticyclone during this unique atmospheric phenomenon. Associated with the anticyclone is a layer of enhanced aerosols located near the tropopause often referred to as the Asian tropopause aerosol layer (ATAL). Monitoring the movement of plastic into marine food webs is central to understanding and mitigating the plastic pollution crisis. Bioindicators have been a component of the environmental monitoring toolkit for decades, but how, where, and which bioindicators are used in long-term monitoring programs has not yet been assessed. Moreover, these programs have yet to be synthesized and evaluated globally. Doing so is imperative if we are to learn from these pioneering programs and expand on their efforts. We reviewed global monitoring programs using bioindicators that focus on plastic pollution and found 11 worldwide that met our definition of long-term monitoring. …

Objective:

To examine how the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) online food benefit ordering could influence WIC benefit redemptions.

Design:

A cross-sectional study. We compare the average redemption rates between online ordering early adopters and non-adopters among WIC customers before and after implementing WIC online ordering. A propensity score-weighted difference-in-difference model was used to estimate the coefficients.

Setting:

The Oklahoma WIC programme and a grocery store chain in Oklahoma.

Participants:

12743 Oklahoma WIC households that had redeemed their food benefits at the grocery store chain in 2020.

We present fluorine inventories calculated for twenty years (2004–2023) and five latitude bands (82°–60°N, 60°–30°N, 30°N–30°S, 30°–60°S, and 60°–82°S) at altitudes from the surface up to 55 km. The inventories were calculated using the Atmospheric Chemistry Experiment Fourier transform spectrometer (ACE‐FTS) version 5.2 retrievals of the volume mixing ratios (VMRs) of 15 fluorine‐containing species. The website of the Municipal Council of Colombo asserts that it was founded in 1865 (Colombo Municipal Council, 2015). This is also the story that is recounted in scholarly histories of Colombo, in modern websites and in popular accounts of the history of the city. The objective of this article is to demonstrate that Colombo had a municipal council as early as the sixteenth century and to illuminate the story of its existence for over 70 years - until well into the seventeenth century. Using a motivated social cognition framework, this study explores whether there is an indirect effect of need for closure on transphobia via gender essentialism and whether this relationship is moderated by transgender contact. Data were collected from an undergraduate sample of 405 cisgender participants (nmen = 159, nwomen = 246). A simple mediation and a moderated mediation were used to examine the hypothesized relationships, controlling for participant gender. Results reinforced the positive correlation between gender essentialism and transphobia and the negative correlation between transgender contact and transphobia. Childhood maltreatment (CM) is a profound public health crisis that significantly elevates the risk for substance use disorders (SUDs), including alcohol and opioid misuse. Adolescents exposed to CM are especially vulnerable, often turning to substances as maladaptive coping mechanisms during critical developmental periods. African American youth bear this disproportionate burden, yet research addressing their unique experiences remains strikingly limited. Furthermore, while the co-occurrence of trauma-related disorders and substance use is well documented, racial and ethnic minority groups continue to be underrepresented in this literature. This dissertation investigates how echo chambers emerge on social media by shifting the lens from aggregate patterns of information exposure to moment-by-moment, individual level interaction decisions between peers. I theorize that selective exposure online is not only about what content people consume or avoid, but also about selective social exposure—accepting, rejecting, or sharing with the sources of that content—guided by sociopolitical identity, ideological distance (ID), and discrete emotions. This dissertation explores the spatiotemporal signatures of fire in North American grassland ecosystems. In three chapters, I explore different aspects of fire history in the northern Great Plains. Chapter 1 is an introduction. Chapter 2 focuses on the Euro-American Settlement Period (ca. 1850–1950 C.E.). Fire histories from six different lakes in the Nebraska Sandhills are compared with two periods of historic drought and the establishment of United States Post Offices. Five of the six records show increased levels of biomass burning during the initial phases of Euro-American Settlement. Background: Adolescent and young adult (AYA) kidney transplant recipients face unique challenges in maintaining long-term graft function and overall health. Nonadherence to immunosuppressive therapy and difficulties transitioning from pediatric to adult care contribute to the increased risk of graft failure in this population. Despite proposed tools identifying adherence barriers, there is a lack of implementation and targeted interventions addressing the barriers AYA transplant recipients face. Purpose: This study aims to evaluate the effectiveness of a structured transition program that utilizes an adherence barrier tool and adherence-promoting interventions in improving health outcomes for adolescent and young adult (AYA) kidney transplant recipients. …
