The Louisiana Department of Children and Family Services (DCFS) Child Welfare Division (CWD) is a state-operated child welfare system. Louisiana has 64 parishes statewide organized into nine regions. The local parish offices provide child protective service (CPS), family services (FS), foster care (FC), and adoption services. CWD has approximately 1,500 employees including about 640 frontline caseworkers. In 2017, when Louisiana applied to become a QIC-WD site, CWD estimated its turnover rate across the state to be 24%, with one region having a turnover rate of 51%, while another had a turnover rate of only 8%.

Organizational Change in Action

The Division of Milwaukee Child Protective Services (DMCPS) is a state-operated child welfare system and is the only county system in Wisconsin run by the state. The Division is housed under the Department of Children and Families and has just under 200 staff, including: administrative/managerial staff, initial assessment and access (hotline) frontline workers, and fiscal and operations support. In 2016, DMCPS had an external turnover rate of 37% and they applied to be a Quality Improvement Center for Workforce Development (QIC-WD) site, with the goal of strengthening their child welfare workforce.

Each QIC-WD site developed a logic model to serve as a visual representation of their selected intervention. All logic models included four main components: inputs, activities, outputs, and outcomes. Collectively, these demonstrate the resource and actions required to implement the program, as well as the associated result of changes anticipated through implementation of the program. The hypothesized relationships are represented by the pathways connecting the listed activities and anticipated outcomes.

This article investigates the information seeking behavior of mass media students at S.P.N. Doshi Women's College. The researchers employed a survey methodology to gather the necessary data for their study. A total of 145 online questionnaires were disseminated, out of these, 98 questionnaires were successfully collected and returned for analysis. The majority of the respondents (71.8%%) responded that they visit the library for self-study. Most of the respondents (72.5%) are aware of electronic information sources provided by their college. Fire Regimes Of Utah: The Past As Prologue, Joseph D. Birch, James A. Lutz

(1) Background: Satellite monitoring of fire effects is widespread, but often satellite-derived values are considered without respect to the characteristic severity of fires in different vegetation types or fire areas. Particularly in regions with discontinuous vegetation or narrowly distributed vegetation types, such as the state of Utah, USA, specific characterization of satellite-derived fire sensitivity by vegetation and fire size may improve both pre-fire and post-fire management activities. (2) Methods: We analyzed the 775 medium-sized (40 ha ≤ area < 400 ha) and 697 large ( ≥ 400 ha) wildfires that occurred in Utah from 1984 to 2022 and assessed burn severity for all vegetation types using the differenced Normalized Burn Ratio. (3) Results: Between 1984-2021, Utah annually experienced an average of 38 fires ≥ 40 ha that burned an annual average of 58,242 ha with a median dNBR of 165. Fire was heavily influenced by sagebrush and shrubland vegetation types, as these constituted 50.2% (17% SD) of area burned, a proportion which was relatively consistent (18% to 79% yr^-1). Medium-sized fires had higher mean severity than large fries in non-forested vegetation types, but forested vegetation types showed the reverse. …

In 1989, American federal arts policy changed suddenly and drastically when the National Endowment for the Arts (NEA) gained unprecedented attention in Congress for controversial grant awards that supported two visual artists. Prior to this, federal arts policy was an insulated subsystem run by experts applying high art aesthetic standards to grantmaking. Informed by punctuated-equilibrium theory (PET), this investigation of congressional rhetoric shows that Republican policy entrepreneurs during this time effectively set a new, more negative tone about federal arts policy by harnessing conservative culture wars messages. Once ethnically the most homogeneous among the South Slavs, Montenegro is now deeply divided between two factions over statehood and identity. Notwithstanding the expansion of national institutions and elite efforts to mobilize upon them, with independence in 2006 has come less unity, internal harmony, and loyalty to the state, and intensified division and contention. Accompanying the lack of political integration that reaches across ethnic divides has been the further erosion in the popular support for the Montenegrin identity.

The Fiscal Year (FY) 2022 Inpatient Prospective Payment System (IPPS) final rule designated the Centers for Medicare & Medicaid to implement 1,000 new Medicare-funded physician residency slots to qualifying hospitals authorized by the Consolidated Appropriations Act (CAA) of 2021, phasing in 200 slots per year over five years.However, in its first round of allocation of 200 slots in 2023, only 5 rural hospitals in the country received slots, despite Section 126 of the CAA.

In this brief, we discuss potential solutions to address this allocation shortfall.

In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

In the United States, alerting authorities are authorized by the Federal Emergency Management Agency (FEMA) to notify the public of imminent hazards and threats by sending Wireless Emergency Alerts (WEAs) through the Integrated Public Alert and Warning System (IPAWS). Although recent efforts have been made to examine historical WEA compliance with frameworks such as Mileti and Sorenson's (1990) Warning Response Model, less attention has been paid to information included in WEAs that is not prescribed by message design frameworks from risk communication scholarship.
