Why Have Interest Rates Been Low?, Ray C. Fair
Cowles Foundation Discussion Papers
This paper uses an estimated interest rate rule of the Fed to argue that the low recent interest rates may be due to a change in Fed behavior. Prior to the Great Recession the Fed’s behavior is consistent with the rule. During the recession the zero lower bound was hit in 2008.4. The rule unconstrained called for negative nominal interest rates during this period, and so it became inoperative. The Fed kept the interest rate at roughly zero through 2015. This was a period of low inflation and still fairly high unemployment rates, and the rule called for essentially zero …

Common Ground, Cooperation, And Recipient Design In Human-Computer Interactions, Judit Dombi, Tetyana Sydorenko, Veronika Timpe-Laughlin

In recent years, the number of human-machine interactions has increased considerably. Additionally, we have evidence of linguistic differences between human-machine interactions and human–human conversations (e.g., Timpe-Laughlin et al., 2022). Therefore, it is reasonable to revisit theoretical frameworks that conceptualize interactional language use and investigate to what extent they still apply to technology-mediated interactions. As a first attempt at exploring whether pragmatics theories apply to human-machine interaction, we examined how well Kecskés's (2013) socio-cognitive approach (SCA) focusing on asymmetric interactions (e.g., between interlocutors of different language backgrounds) applies to the asymmetry of human-machine interactions.

Water providers have an ongoing need for estimates and forecasts of the total population and the number of housing units and households within their service areas. The Portland State University (PSU) Population Research Center (PRC) has prepared annual population, housing unit, and household estimates each year since 2014 for the water service areas of the municipalities and water districts in the Regional Water Providers Consortium (RWPC), as well as the wholesale customers of the Portland Water Bureau (PWB) that are not Consortium members. More than one billion people worldwide receive cash or in-kind transfers from social protection programs. In low-income countries, these transfers are often conditioned on participation in labor-intensive public works to rehabilitate local infrastructure or natural resources. Despite their popularity, the environmental impacts of public works programs remain largely undocumented. We quantify the impact on tree cover of Ethiopia's Productive Safety Net Program (PSNP), one of the world's largest and longest-running public works programs, using satellite-based data of tree cover combined with difference-in-differences and inverse probability treatment weighting methodologies. We find that the PSNP increased tree cover by 3.8% between 2005 …

During the needs assessment process facilitated by the Quality Improvement Center for Workforce Development (QIC-WD) three areas of need were discussed for possible intervention at Eastern Band of Cherokee Indians (EBCI) Family Safety Program (FSP): 1) team cohesion across the various agency units, 2) unhealthy levels of employee stress and work overload, and 3) inconsistent onboarding practices. For each area, a problem statement was developed, and in-depth root cause analysis and theory of change discussions were conducted. With increasing public–private partnership and international cooperation in smart city development across the Global South, Chinese firms are poised to take advantage of growing business opportunities, a situation that few studies have examined. This empirical case study of the Forest City, a Chinese-invested greenfield smart city project in Iskandar Malaysia, begins to fill that gap. This megaproject represents the coming together of overlapping economic development interests of the local authorities and the profit motivations of the Chinese investor. We examine three distinctive biostratigraphic signatures of humans associated with hunting and gathering, landscape domestication and globalization. All three signatures have significant fossil records of regional importance that can be correlated inter-regionally and help describe the developing pattern of human expansion and appropriation of resources. While none have individual first or last appearances that provide a globally isochronous marker, all three signatures overlap stratigraphically, in that they are part of a continuum of change, with complex regional patterns. Murder by offenders under the age of 18 is a cause for public concern, despite the overall decrease in the rate of juvenile-perpetrated homicide since 1994. Due to several rulings by the U.S. Supreme Court (i.e., Miller v. Alabama, 2012), the likelihood that convicted juvenile homicide offenders (JHOs) will be released from prison has increased. Accordingly, it is important to examine these offenders’ long-term readjustment to society after their release. In 2019, the World Health Organization (WHO) named “Vaccine Hesitancy” one of the top 10 threats to global health. Shortly afterward, the COVID-19 pandemic emerged as the world's predominant health concern. COVID-19 vaccines of several types have been developed, tested, and partially deployed with remarkable speed; vaccines are now the primary control measure and hope for a return to normalcy. However, hesitancy concerning these vaccines, along with resistance to masking and other control measures, remains a substantial obstacle. The article distinguishes between two types of risks: conventional and systemic risks. Conventional risks can be contained in space and time, follow linear cause–effect relationships and can be addressed with effective and pointed interventions into the cause–effect chain. Systemic risks, however, are characterized by high complexity, transboundary effects, stochastic relationships, nonlinear cause–effect patterns with tipping points, and are often associated with less public attention than they require. The article addresses the reasons why systemic risks seem to be attenuated in public perception. Urbanisation is resulting in rapid growth in road networks within cities. The evolution of road networks can be indicative of a city's economic growth and it is a field of research gaining prominence in recent years. This paper proposes a framework for spatial partition of large scale road networks that produces appropriately sized geospatial units in order to identify the type of community they serve. I regretfully write that I learned so much about W.E.B. Du Bois in The Sociology of W.E.B. Du Bois: Racialized Modernity and the Global Color Line that I am thoroughly embarrassed. My professors did not assign Du Bois’s work in my theory course in graduate school. What I learned from this great thinker, I read on my own. Background: The purpose of this study was to assess the unmet health care needs of children with intellectual disability (ID) compared with children with autism spectrum disorder (ASD) and whether access to health insurance coverage is a contributing factor. Children with ID may be masked in the health care system due to increased diagnosis and awareness of ASD. The needs, unmet needs and insurance coverage of children with ID alone, ASD alone, and co-occurring ID and ASD were assessed in this study.

Based on field observation and interviews with staff, this paper evaluates the state of accessibility in five Gettysburg public history institutions in the summer of 2022. Evaluation criteria for field observations were determined based on a critical disability studies approach, focusing on disabled people’s accounts of these and similar institutions. The research revealed areas of success and failure in current accessibility measures, as well as ongoing projects to increase accessibility in most institutions. The rubric developed here could be refined and used as a research tool or an institutional planning tool.

What do stress and burnout look like for RMs at a flagship university in the southeast during the early Covid-19 epidemic? How would the average student worker rate the RM role in terms of satisfaction, recommending the role to others, and weekly workload?
To answer these questions, I surveyed 51 Resident Mentors (RM) at the University of South Carolina (UofSC) in Spring, 2021 to gather information on their general backgrounds, workload, and overall satisfaction with the RM role. Results generally showed high workloads and stress levels. I argue that these findings may be reflective of role ambiguity and changes in …

Advocacy is crucial for dentists in Michigan, as they face a unique opportunity to impact Medicaid dental benefits positively. Governor Gretchen Whitmer's budget proposal for 2023 includes a substantial $240 million investment to revamp dental Medicaid benefits, a historic move for the state. The Michigan Dental Association (MDA) has actively engaged with government offices and legislators to ensure this opportunity is not missed. The 10-Minute Evidence-Based Dentistry Column illustrates how to implement the evidence-based dentistry search process to quickly identify and apply the best literature to answer a clinical question. Through critical appraisal, the author of this article answers the clinical question of a connection between stimulant medications, rampant caries, and prevention, with a focus on the impact of ADHD medication on oral health. In response to water scarcity, irrigation efficiency projects aim to conserve water for in-stream flow and agricultural use. Piping irrigation canals is a common irrigation efficiency method which reduces the loss of incidental recharge, resulting in trade-offs within a hydrosocial system.
