Since information science concerns the transmission of records, it concerns context. The transmission of documents ensures their arrival in new contexts. Documents and their copies are spread across times and places. The amount of labor required to discover and retrieve relevant documents is also formulated by context. Thus, any serious consideration of communication and of information technologies quickly leads to a concern with context, relevance, and labor. Information scientists have developed many theories of context, relevance, and labor but not a framework for organizing them and describing their relationship with one another. The transportation and land use planning paradigm is shifting away from segregated uses connected by highways and roads to more compact, mixed-use developments connected by high-quality transit. This new paradigm has brought transit-oriented development (TOD) to the fore, and researchers continue to highlight advantages of this style of well-integrated land use and transportation planning. When it comes to affordability, what counts isn’t housing costs alone but the combination of housing plus transportation costs (H+T). In 2019, the delivery of homeless sheltering services in Salt Lake County transitioned from a centralized emergency shelter—The Road Home Salt Lake Community Shelter and Resource Center (TRHSLC)—operated by The Road Home to a decentralized, scattered site model with multiple “Homeless Resource Center” (HRC) locations operated by multiple service providers. To understand to what degree and to which “proximity” to public transportation and other needed services was achieved, this study examined: 1) how the decentralization of homeless services influenced transportation demand and mobility patterns for persons experiencing homelessness (PEH); and 2) how transportation and mobility changes affected access to services …

This research examines the barriers that exist between law enforcement and the homeless population of Lawrence, Kansas. Based on the criminalization of certain homeless practices and the treatment of homeless people by government officials, persons experiencing homelessness are less likely to report crimes to the proper authorities. Being the case, law enforcement methodology must change to a community-oriented policing style in order to create open lines of communication between law enforcers and this unique community. Predicting Online Sexual Victimization Among College Students: Sexting, Solicitations, And Other Risky Online Behaviors, Tianna Joy Knight

With the high prevalence rates of internet usage and smartphone ownership, risky online behaviors have become more and more widespread. These behaviors include sexting, online sexual solicitations, and online sexual interactions. Research indicates that these risky behaviors are related to online sexual victimization (OSV). OSV has been associated with poorer mental health, loneliness, lower life satisfaction, and other negative outcomes. Another phenomenon linked to OSV and sexting is sexual exploitation, but no study has yet analyzed the predictive ability of beliefs and awareness about sexual exploitation and human trafficking on OSV. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Bend‐La Pine Schools (BLS). The study includes analyses of population, housing and enrollment trends affecting the District in recent years, summaries of current and future housing development within BLS, and annual forecasts of district‐wide enrollment for the 20‐year period from 2022‐23 to 2041‐ 42 and individual school enrollments for the 10‐year period from 2022‐23 to 2031‐32. Expressions Of Power In Health Care Providers’ Experiences And Behavior, Breakthrough Research

This brief describes a secondary cross-country qualitative analysis that investigated how power manifests and can be shifted to optimize provider behavior change (PBC) approaches across health areas and geographical contexts. Breakthrough RESEARCH explored how four interrelated domains of power are differentially experienced by health care providers (HCPs) based on one’s position and function within the health system in Kenya, Malawi, Madagascar, and Togo. The results are intended to help promote quality reproductive, maternal, and newborn care by offering insights for PBC programming. A Panel Clustering Approach To Analyzing Bubble Behavior, Yanbo Liu, Peter C. B. Phillips, Jun Yu

Cowles Foundation Discussion Papers

This study provides new mechanisms for identifying and estimating explosive bubbles in mixed-root panel autoregressions with a latent group structure. A post-clustering approach is employed that combines a recursive k-means clustering algorithm with panel-data test statistics for testing the presence of explosive roots in time series trajectories. Uniform consistency of the k-means clustering algorithm is established, showing that the post-clustering estimate is asymptotically equivalent to the oracle counterpart that uses the true group identities. Based on the estimated group membership, right-tailed self-normalized t-tests and coefficient-based J-tests, each with pivotal limit distributions, are introduced to detect the explosive roots. This paper studies the social value of closing price differentials in financial markets. We show that arbitrage gaps (price differentials between markets) exactly correspond to the marginal social value of executing an arbitrage trade. We further show that arbitrage gaps and measures of price impact are sufficient to compute the total social value from closing an arbitrage gap. Theoretically, we show that, for a given arbitrage gap, the total social value of arbitrage is higher in more liquid markets. We apply our framework to compute the welfare gains from closing arbitrage gaps in the context of covered interest parity violations …

Geographic Analysis Of Alcohol-Related Crashes In Nine High-Need Louisiana Parishes, Aimee H. Moles, Austin L. Matthews, John K. Aggrey, Leanna B. Cupit

This report examines nine Louisiana communities and their alcohol availability concerns from a public health perspective. The nine communities are part of The Louisiana Partnership for Success II (LPFS ll), a 5-year Substance Abuse and Mental Health Services Administration (SAMHSA) grant. The LPFS ll grant is focused exclusively on addressing underage drinking behaviors, consequences, and risk factors among 9 to 20-year-olds in nine high-need, parish-level communities (HNCs) (Louisiana Department of Health [LDH], 2020a). Communities were selected through a data-driven, participatory process and supported to form a cross-sector coalition to implement interventions within those communities. Building Librarians’ Research Skills Through Experiential Learning, Raeda K. Anderson, Katherine Fisher, Emily Williams, George Usmanov

Experiential learning programs are an effective method to teach data-focused research skills and statistical analysis. We examine the effects of a participatory research training program developed and executed by a data librarian and administered to library employees at a large academic library. The program aimed to improve research skills and increase research productivity. This study employs a survey within a concurrent mixed methods methodological framework to examine the outcomes of the training program. Our findings show that the program served as a low-cost, short-term, effective method of teaching data collection and quantitative analysis that increased participants’ knowledge of the research …

Merci Mon Héros (MMH) is a mixed media campaign that catalyzes young people as co-leaders to improve intergenerational communication and young people’s family planning (FP) and reproductive health (RH) outcomes. Breakthrough ACTION co-facilitated and codeveloped this youth-led campaign in francophone African countries while the Breakthrough RESEARCH project was tasked with evaluating the MMH campaign to determine the most significant changes in the communities exposed to the mixed media campaign in Niger and Côte d’Ivoire. Using the qualitative methodology of Most Significant Change, participants shared personal narratives during focus group discussions in each country.
