Scaling Rural Access: One Foundation’S Partnership To Expand Fafsa Completion Across Mississippi, B. Tait Kellogg, Ann Hendrick, Kierstan Dufour, Patricia Steele

The Foundation Review

This article highlights Get2College, a program by the Woodward Hines Education Foundation that provide financial aid counseling to Mississippi high school students, and outlines a study that assessed efforts to scale the FAFSA completion initiative to increase the number of students statewide who complete the Free Application for Federal Student Aid (FAFSA).

Get2College’s approach to scaling involved a partnership with the state’s rurally based community colleges and leveraged their established support networks to expand its outreach to the state’s often underserved students and increase FAFSA completion rates among that population.

In rural states like Mississippi, underresourced groups are sometimes left …

Moving The Needle Or Spinning Our Wheels? A Framework For Long-Lasting, Equitable Change In Education, Heather Mccambly, Eleanor R. Anderson Sep 2020

Moving The Needle Or Spinning Our Wheels? A Framework For Long-Lasting, Equitable Change In Education, Heather Mccambly, Eleanor R. Anderson

The Foundation Review

In the quest for equitable and lasting reform in postsecondary education, philanthropy’s great strength is its flexibility to make use of multiple strategies. However, as most grantmakers know firsthand, not all strategy combinations lead to lasting systemic change.

This article offers an actionable approach for designing and analyzing philanthropically funded movements in order to remake an area of educational policy or practice. It begins with a review of philanthropic literature that identifies the primary change strategies used by funders in the education sector. It then introduces a tool, rooted in organizational research, to understand and predict the circumstances under which …

Partnering For Postsecondary Success In Rural Texas, Allison Pennington Sep 2020

Partnering For Postsecondary Success In Rural Texas, Allison Pennington

The Foundation Review

Although students living in rural areas perform academically on par with their peers, they are less likely to complete a postsecondary credential due to geographic, economic, and other barriers. Greater Texas Foundation, a private grantmaker focused on postsecondary student success in Texas, fosters rural collaborations as part of its philanthropic strategy.

This article reflects on lessons learned by foundation staff from this strand of work. It describes innovative models for postsecondary support developed by the foundation’s rural partners, discusses the need to balance direct program support and capacity building, and emphasizes the importance of visiting rural communities in person.

Emergent Learning: Increasing The Impact Of Foundation-Driven Strategies To Support College Enrollment And Completion, Kimberly Hanauer, Stacy Sneed, Bill Debaun Sep 2020

Emergent Learning: Increasing The Impact Of Foundation-Driven Strategies To Support College Enrollment And Completion, Kimberly Hanauer, Stacy Sneed, Bill Debaun

The Foundation Review

This article examines lessons learned as part of the continued development of the Get2College Pilot School Program, an initiative of the Woodward Hines Education Foundation, designed to test a strategy for increasing college enrollment among Mississippi students through greater college exploration opportunities and application and financial aid supports.

While a review of the first three years of the pilot found it had an impact on college-going culture at its eight participating schools, Get2College found no significant increase in college enrollment over the 2016–2018 academic years and a retrospective analysis revealed flaws in the program’s design and theory of change. In …

Advancing Social Determinants Of Health Through Investments In Postsecondary Attainment And Sustaining Employment, Melissa B. Eggen, J’Aime C. Jennings, Molly O’Keefe, Brandy N. Kelly Pryor, Leslie Clements

The Foundation Review

In 2018, the Humana Foundation shifted the focus of its work to the social determinants of health, with the key aim of promoting health equity. With this new focus came a recognition that larger, long-term investments would be needed to support strategies addressing upstream determinants of health. The foundation also recognized the need to co-create processes with communities to understand how to provide essential holistic supports.

This article explores one area of the foundation’s new efforts, the Strategic Community Investment Program, which focuses in part on postsecondary attainment and sustaining employment. The foundation partnered with the University of Louisville’s Center …

Latinos In Massachusetts: Colombians, Phillip Granberry, Krizia Valentino

Gastón Institute Publications

The Gastón Institute’s 2020 Latinos in Massachusetts series focuses on the ten largest Latino populations located throughout the state. In order of size, these Latino populations are Puerto Ricans, Dominicans, Brazilians, Salvadorans, Guatemalans, Mexicans, Colombians, Cubans, Hondurans, and Ecuadorans. This report analyzes Public Use Microdata Sample (PUMS) data from the 2017 American Community Survey (ACS) conducted by the U.S. Census Bureau. Our descriptive analysis uses both household- and individual-level data to estimate population size and percentages and to compare Colombians to Other Latinos and Non-Latinos in the state.

Massachusetts was home in 2017 to 918,565 Latinos, of whom 42,488, or …

The Latino Vote In Massachusetts, Phillip Granberry, Luis F. Jiménez

Gastón Institute Publications

This report analyzes Current Population Survey data from 2002 to 2018. The data are generated from replies to survey questions about whether individuals were registered and/or voted in specific national elections. The Census Bureau releases the data on the federal and state level in tabular form.

This report examines the Latino vote in national midterm and presidential elections from 2002 to 2018. Voter turnout typically is higher in presidential than in midterm elections. In Massachusetts, elections for governor occur in midterm election years, and this could increase the voter turnout compared to other states that do not have the same …

Soar (Stage 2 Outpatient Adolescent Recovery) Clinical Interview Manual, Aniel Ponce

Loma Linda University Electronic Theses, Dissertations & Projects

The SOAR (Stage 2 Outpatient Adolescent Recovery) initial interview treatment manual was developed at Loma Linda Behavioral Health Institute (BHI) to assess adolescent participants enrolled in a Dialectical Behavioral Therapy for Adolescents (DBT-A) Program and appropriately place them in a treatment group that would meet their mental health needs effectively. The interview manual was developed to address concerns regarding readiness of individuals enrolled in a Stage 1 DBT-A program in progressing into Stage 2 of treatment. In this interview manual, a clinical intake interview and four assessment measures are used to inform group placement in either the Refine and Improve …

Does The Intake Method Affect Client Return Rate In A Community Counseling Center?, Ronald J. Nielsen Sep 2020

Does The Intake Method Affect Client Return Rate In A Community Counseling Center?, Ronald J. Nielsen

Antioch University Dissertations & Theses

There is a large body of research examining the effects of client, therapist, and treatment modality variables on client outcome in mental health treatment. However, there are only a handful of retrospective studies of the intake process and its effect on client dropout or retention. The genesis of this research study was to examine and evaluate the intake methods of a community based, not for profit counseling center. The clinic found that clients would fail to return for therapy following an intake interview with a different counselor. Feedback from stakeholders indicated that the formal intake process was inefficient and direct …

Multiplex Network Ties And The Spatial Diffusion Of Radical Innovations: Martin Luther’S Leadership In The Early Reformation, Sascha O. Becker, Yuan Hsiao, Steven Pfaff, Jared Rubin Sep 2020

Multiplex Network Ties And The Spatial Diffusion Of Radical Innovations: Martin Luther’S Leadership In The Early Reformation, Sascha O. Becker, Yuan Hsiao, Steven Pfaff, Jared Rubin

ESI Publications

This article analyzes Martin Luther’s role in spreading the early Reformation, one of the most important episodes of radical institutional change in the last millennium. We argue that social relations played a key role in its diffusion because the spread of heterodox ideologies and their eventual institutionalization relied not only on private “infection” through exposure to innovation but also on active conversion and promotion of that new faith through personal ties. We conceive of that process as leader-to-follower directional influence originating with Luther and flowing to local elites through personal ties. Based on novel data on Luther’s correspondence, Luther’s visits, …

Despite Eld’S Lengthy Statement On Ge2020, Some Key Questions Remain Unanswered, Tan K. B. Eugene

Research Collection Yong Pung How School Of Law

Singaporeans went to the polls on July 10 amid an unprecedented set of public health and safety precautionary measures put in place to prevent the spread of Covid-19 infections. Among other things, GE2020 would also be remembered for long queues at some polling stations and the less than positive voter experience. There was also the first-ever extension of polling hours nationwide by two hours to 10pm.

Shareholders’ Rights And Corporate Meetings Post Covid‐19, Christopher Chao-Hung Chen Sep 2020

Shareholders’ Rights And Corporate Meetings Post Covid‐19, Christopher Chao-Hung Chen

Research Collection Yong Pung How School Of Law

This short paper reflects on corporate governance and shareholders’ rights during and following the COVID-19 pandemic. The lockdown has affected the way companies’ organs operate. It is unfortunate that the pandemic took place around the critical time of year when most companies hold annual shareholders’ meetings (or general meetings). How, then, can shareholders exercise their rights? How can the board of directors and senior management function during the lockdown period? Technology naturally provides a solution, similar to online teaching and working from home. However, do virtual and remote meetings serve the purpose of having those meetings? Even when we get …

“In Case Of Emergency, Break Contract”? The Case For A Unified Regime For Changed Circumstances In Singapore Contract Law, Nicholas Liu Sep 2020

“In Case Of Emergency, Break Contract”? The Case For A Unified Regime For Changed Circumstances In Singapore Contract Law, Nicholas Liu

Research Collection Yong Pung How School Of Law

It has been accurately observed that the incremental nature of the common law’s development makes it inherently unsuited to dealing with unprecedented crises.208 This is particularly true of what I shall refer to (for convenience) as the law of changed circumstances, which in the common law regime comprises the doctrine of frustration and the operation of force majeure clauses, but could potentially encompass other doctrines and issues as well.209 I suggest that in this area, the flaws of the common law run deeper and broader than its inability to respond quickly to unprecedented crises. Rather, from a lay user’s point …

Exorcising The Ghost In The Wills Act, Hang Wu Tang

Research Collection Yong Pung How School Of Law

Ingenious lawyers all over the Commonwealth are dreaming up rigmaroles for the signing of wills amid the pandemic. An English law firm has suggested that the will should be signed at a park bench, with witnesses lurking nearby, ready to rotate around the document. Another option allows for the will to be signed at the person’s doorway while the witnesses stand outside, using the services of a well-trained pet to deliver the signed will to the witnesses. Singapore has passed many sensible temporary measures in response to COVID-19 disruption, including marrying couples remotely so that the newly-weds, witnesses and solemniser …

Pragmatism In The Pandemic: The Protection Of Commercial Tenants In Singapore, Edward Ti

Research Collection Yong Pung How School Of Law

The COVID-19 epidemic has not spared any country, not least a densely populated country like Singapore. The government has been working tirelessly developing new policies and laws to mitigate the human and economic devastation brought on by the virus. The COVID-19 (Temporary Measures) Act 2020 (COTMA) is intended to tackle some of the negative effects brought about by COVID-19. With an initial application period of 6 months which can be amended at the Minister’s discretion, the COTMA covers a wide range of issues. Summarily, the COTMA provides for public health controls necessary to manage the health crisis, increases bankruptcy and …

Covid‐19 As A Frustrating Event Under Singapore Contract Law, Yihan Goh

Research Collection Yong Pung How School Of Law

COVID-19 has had an unprecedented impact on commercial arrangements around the world. This would appear to fit the textbook definition of a frustrating event under Singapore contract law. Alternatively, one might expect COVID-19 to be covered by the doctrine of force majeure. This commentary will provide a brief overview of the contractual issues arising from COVID-19.

Trading Through A Pandemic: The Singaporean Experience, Henry Gao, Dhiraj G. Chainani, Siu Farn Chew

Research Collection Yong Pung How School Of Law

Being a small country with one of the highest trade-to-GDP ratios in the world, Singapore faced seemingly insurmountable challenges at the onset of the Coronavirus disease 2019 (COVID-19) pandemic. As countries around the world scrambled to fight the pandemic, they imposed restrictions on exports and imports, suspended international transportation of both goods and people, and invoked emergency power and exceptions to justify their actions. All these presented unprecedented challenges to Singapore, a country which relies on international trade not only for its prosperity but also for survival. This article discusses how Singapore tries to meet these challenges through various initiatives …

Massive Covid‐19 Infections In Foreign Workers Dormitories: The Dog That Did Not Bark In Singapore’S Fight Against The Covid‐19 Pandemic, Eugene K. B. Tan

Research Collection Yong Pung How School Of Law

In the ongoing battle to combat the massive COVID-19 infections in the foreign workers’ dormitories, the focus and dominant narrative, unsurprisingly, has been on overcoming the clear and present public health issues there. The imperative is to safeguard the wellbeing and interests of the foreign workers who reside there (and including those who have been moved out), which is also fundamentally about protecting the rest of the community.

The Ideals Of Law In A Health Crisis: Singapore’S Legislative Responses To Covid‐19, Benjamin Joshua Ong Sep 2020

The Ideals Of Law In A Health Crisis: Singapore’S Legislative Responses To Covid‐19, Benjamin Joshua Ong

Research Collection Yong Pung How School Of Law

Situations like the COVID-19 pandemic pose a dilemma. One might argue that such a crisis is a time for people to sacrifice their legal rights for the common good and submit to heavy restrictions on one’s liberties, surrendering individual liberties to a benevolent, though powerful, state. On the other hand, for every situation in history where an emergency has required people to accept such restrictions, there are many more situations in which an unscrupulous government has used a pretend emergency, or a real but exaggerated one, as an excuse to arrogate to himself sweeping arbitrary powers and refuse to let …

Defeating The Scourge Of Terrorism: How Soft Law Instruments In Singapore Can Develop Societal Trust And Promote Cooperative Norms, Tan K. B. Eugene

Research Collection Yong Pung How School Of Law

The maintenance of a ‘moderate, mainstream’ Muslim community as a bulwark against the fraying of harmonious ethnic relations has become a key governance concern in multiracial, multi-religious societies post9/11. In light of the global concern, and often paranoia, with diasporic Islam, Islamic religious institutions and civil society have been portrayed in the popular media as hotbeds of radicalism, promoters of hatred, and recruiters for a “conflict of civilisation” between the Muslim world and the modern world. Singapore has taken a broad-based community approach in advancing interreligious tolerance, including a subtle initiative to include the putative Muslim civil society in advancing …

Rethinking Non-Recognition: The Eu’S Investment Agreement With Taiwan Under The One-China Policy, Pasha L. Hsieh Sep 2020

Rethinking Non-Recognition: The Eu’S Investment Agreement With Taiwan Under The One-China Policy, Pasha L. Hsieh

Research Collection Yong Pung How School Of Law

This article re-examines the theories of recognition and non-recognition in the context of the evolving framework of the European Union (EU)’s trade and investment relations with Taiwan from legal and international relations perspectives. Notwithstanding its one-China policy, the EU has developed a pragmatic approach to engaging Taiwan under bilateral consultations and World Trade Organization negotiations that have built the foundation for the bilateral investment agreement (BIA). The article argues that since the 1980s, the EU has accorded diverse forms of recognition to Taiwan and the BIA will buttress the process. To substantiate the contention, the article systemically explores the political …

General Principle, Adeline Chong Sep 2020

General Principle, Adeline Chong

Research Collection Yong Pung How School Of Law

This is the first Principle in the set of Asian Principles. It sets out the proposition that a foreign judgment in a commercial matter is generally entitled to recognition and enforcement. The chapter explores the extent to which this Principle is adopted in the countries under study. It also considers the modes through which a foreign judgment is given effect, the theoretical bases for recognising and enforcing a foreign judgment and suggests a way forward in view of different approaches on this issue.
