Acknowledgement Entity Recognition In Cord-19 Papers, Jian Wu, Pei Wang, Xin Wei, Sarah Rajtmajer, C. Lee Giles, Christopher Griffin

Acknowledgements are ubiquitous in scholarly papers. Existing acknowledgement entity recognition methods assume all named entities are acknowledged. Here, we examine the nuances between acknowledged and named entities by analyzing sentence structure. We develop an acknowledgement extraction system, AckExtract based on open-source text mining software and evaluate our method using manually labeled data. AckExtract uses the PDF of a scholarly paper as input and outputs acknowledgement entities. Results show an overall performance of F1=0.92. We built a supplementary database by linking CORD-19 papers with acknowledgement entities extracted by AckExtract including persons and organizations and find that only up to …

Extracting metadata from scholarly papers is an important text mining problem. Widely used open-source tools such as GROBID are designed for born-digital scholarly papers but often fail for scanned documents, such as Electronic Theses and Dissertations (ETDs). Here we present a preliminary baseline work with a heuristic model to extract metadata from the cover pages of scanned ETDs. The process started with converting scanned pages into images and then text files by applying OCR tools. Navigating webpages with screen readers is a challenge even with recent improvements in screen reader technologies and the increased adoption of web standards for accessibility, namely ARIA. ARIA landmarks, an important aspect of ARIA, lets screen reader users access different sections of the webpage quickly, by enabling them to skip over blocks of irrelevant or redundant content. However, these landmarks are sporadically and inconsistently used by web developers, and in many cases, even absent in numerous web pages. Most computer applications manifest visually rich and dense graphical user interfaces (GUIs) that are primarily tailored for an easy-and-efficient sighted interaction using a combination of two default input modalities, namely the keyboard and the mouse/touchpad. However, blind screen-reader users predominantly rely only on keyboard, and therefore struggle to interact with these applications, since it is both arduous and tedious to perform the visual 'point-and-click' tasks such as accessing the various application commands/features using just keyboard shortcuts supported by screen readers.

Public lands provide opportunities for recreation and an escape from urban life. Coopers Rock State Forest in West Virginia features scenic views, hiking and biking trails, and other opportunities to get out and enjoy nature. However, despite increases in visitation, Coopers Rock operates under a deficit and faces backlogs of maintenance. Thus, this research attempts to estimate a value of Coopers Rock to visitors using the travel cost method and evaluates several fee-based policies through which Coopers Rock could capitalize on this visitation. Does Public Ownership Of Utilities Matter For Local Government Water Policies?, George C. Homsy, Mildred E. Warner

Public Administration Faculty Scholarship

What differentiates local governments that implement water policies on equity and the environment? Analyzing a 2015 survey of 1,897 U.S. municipalities, we find municipalities that own their water utilities more likely have policies to protect low-income residents from disconnection and to implement water resource management. Respondents from 8% of municipalities report protecting residents from disconnection. State economic regulation of publicly owned utilities and Democrat-majority municipal governments are positively associated with policies protecting low-income households from shutoffs but bear no association with resource management. Public ownership of utilities and state economic regulation may play a role in meeting water policy goals.

Although local governments are well poised to address complex environmental policy problems, balancing local and supra-local politics is a key obstacle to overcome. The authors argue that when making policy choices, local policymakers balance local and supra-local influences by exploiting uncertainty in policy goals and associated target populations. Using probit models and survey data of city and county agencies, the authors examine how local and supra-local politics influence local policy choices. Four scenarios are identified: (a) pollution prevention and regional cooperation initiatives affected by local politics, (b) outreach initiatives affected by supra-local politics, (c) transportation alternative initiatives affected by both …

Sandhill cranes (Antigone canadensis) inhabiting the midcontinent of North America have been hunted since the 1960s under management goals of maintaining abundance, retaining geographic distribution, and maximizing sustainable harvest. Some biologists have raised concerns regarding harvest sustainability because sandhill cranes have lower reproductive rates than other game birds. We summarized demographic information in an age‐structured matrix model to better understand population dynamics and harvest. Population indices and recovered harvest since the early 1980s suggest midcontinent sandhill cranes have experienced an average long‐term annual growth of 0.9%; meanwhile, harvest has increased 1.8% annually. Hong Kong protestors fight for a local citizen identity that is anchored in physical places and limited by time. They adopted symbols that draw on public memory and vandalized those of mainland Chinese hegemony. However, these local symbols are embedded with, layered over, and enabled by global capitalism fueled by Chinese finance capital. The sense of urgency and immediacy felt by protestors also reinforce the anticipated short-term market returns of Chinese hi-tech companies listed in the Hong Kong Stock Exchange. Finding justice for Hong Kong protestors requires an examination of finance capital that flows through global cities.
