Administrative Easing: Rule Reduction And Medicaid Enrollment, Ashley Fox, Wenhui Feng, Edmund Stazyk Jan 2020

Administrative Easing: Rule Reduction And Medicaid Enrollment, Ashley Fox, Wenhui Feng, Edmund Stazyk

Public Administration and Policy Faculty Scholarship

Administrative burden is widely recognized as a barrier to program enrollment, denying legal entitlements to many eligible individuals. We examine what effect voluntary state reductions in administrative burden (what we call administrative easing) have had on Medicaid enrollment rates using differential implementation of the Affordable Care Act. Using a novel dataset that includes state-level data on simplified enrollment and renewal procedures for Medicaid from 2008-2017, we examine how change in Medicaid enrollment is conditioned by the adoption of rule-reduction procedures. We find that reductions in the administrative burden required to signup for Medicaid were associated with increased enrollments. Real-time eligibility …

Residential Segregation And Rethinking The Imperative Of Integration, Ronald R. Sundstrom

Philosophy

In this chapter I consider the place of the topic of racial and ethnic urban residential segregation factors into political philosophy. I begin with a short history of residential segregation and the ghetto, and their role in systems of racial domination and oppression, and remarks on the general neglect of this topic in contemporary political philosophy, including in nonideal political philosophy, which proports to take on examples of real-world injustices and inequalities. I then examine, from the standpoint of liberal-egalitarian political theory, what segregation, as a con- cept, entails, and its harms to individuals, communities, and societies. Segregation in all …

The Story Of Property: Meditations On Gentrification, Renaming, And Possibility, Rachel Brahinsky Jan 2020

The Story Of Property: Meditations On Gentrification, Renaming, And Possibility, Rachel Brahinsky

Politics

Property is a story. We assign land and resources legal status, and we narrate this as ownership and power. The interlocking loans, credit, and debt from which housing markets are compiled are built through narratives about value and its origins. The urban landscape, which is made by those markets, is produced through a confluence of human decisions, made with information about conditions and access. This information is based in stories—stories about what will sell, whether risk is viable, and what constitutes risk itself. These interlocking stories produce processes such as gentrification, one of the key contemporary challenges of booming cities …

Hybrid Place: A Reading Of Cuetzalan, Mexico, Tanu Sankalia Jan 2020

Hybrid Place: A Reading Of Cuetzalan, Mexico, Tanu Sankalia

Environmental Science

This essay explores the idea of cultural hybridity in the hill town of Cuetzalan, Mexico. It focuses on two entities within the town: the tianguis, or informal Sunday market, and the Santuario de Guadalupe, also known as the Iglesia de los Jarritos, or “Church of the Clay Pots.” Hybridity, the essay shows, is not a facile outcome of the intermingling of different cultures, but the result of historical political struggle — in this case between the indigenous Nahua Indian population and the mestizos who moved to the Sierra Norte de Puebla during the nineteenth century. I conclude that by embodying …
