Despite recording double digit growth since 2005, North Sulawesi’s tax to GDRP ratio has been fairly stable at about 0,24% on average (6,89% to total revenue). This paper cataloques a range of factors that may account for the local tax potential of North Sulawesi’s to strengthen its fiscal capacity. Calculation on local tax potency especially on restaurant tax confirm gap between real revenues and its potency about Rp1.06 billion. By using panel data through econometric methodologies, the paper assesses the statistical significance of a number of potential determinants of local tax revenue, using data from 15 regions in North Sulawesi …

When a place loses population, it’s assumed that’s because people leave. But it’s not that simple. What’s lost in translation is today’s households have fewer people living in them than they did years prior. For instance, 40% of mothers aged 40 to 44 had four or more children in 1976. Today, it’s 14%. Overall, the average American household contracted from 3.14 people in 1970 to 2.54 today. This can explain the apparent paradox of population loss in “shrinking” communities while the number of occupied households grows.

Every year, hundreds of thousands of people visit the Native American ancestral lands in the western United States developed for tourism and recreation. The stewards of these lands seek to engage visitors and enrich their experience, and simultaneously to protect the lands' natural and cultural resources. To achieve their mission, protected areas regularly use interpretation -- materials and experiences that aim to educate visitors about resources and see them as personally meaningful. With 48 million Americans currently struggling with hunger, addressing food insecurity in U.S. communities remains a persistent issue in need of a remedy. Conversely, food waste is the single largest material deposited in American landfills, with an estimated 70 billion pounds wasted annually. The recovery of this food waste, or “food rescue” in food banking jargon, offers an ideal solution to fight hunger in our communities. Ebooks provide new ways to advance developing literacy among deaf children. While some aim to promote literacy through explicit pedagogical techniques, the new ebooks described here aim only to offer stories that are fun to share, encouraging learning through interaction that naturally fosters language and preliteracy skills. Reading for pleasure is recognized as valuable for hearing children; it needs to be recognized as such for deaf children. We present the rationale for these ebooks and give examples of how they advance preliteracy skills, in the hopes that those raising and educating deaf children will use them, offered gratis on the …

The current U.S. government policy of Indian Self-Determination is determined by the principle of tribal sovereignty, which defines how issues identified in Indian Country are addressed. However, tribal sovereignty represents an ideal that has regularly been ignored or contested by private and corporate entities, as well as state and federal government agencies. My research explores this case study of the successful assertion of tribal sovereignty by the Pyramid Lake Paiute tribe as they worked to save Pyramid Lake, the spiritual and economic heart of their reservation. This chapter provides an overview of the evidence-based treatment (EBT) paradigm, beginning with definitional issues, followed by a discussion on use of the iterative process and the importance of strong academic–practice partnerships to inform the development, selection, and implementation of EBTs. The discussion then turns to the importance of attaining, measuring, and sustaining fidelity to the treatment models; and identifying common barriers to sustained EBT use. Drawing from our expertise related to interventions for children and adolescents, a few dissemination/implementation models are highlighted as examples of current efforts to achieve sustained use of EBTs among practitioners, within agencies, and across …

This study traces the evolution of return to education using large samples from Indonesia Family Life Survey (IFLS). This study apply Mincer Model to find rate of return to education. The rate of return to education decrease from 1993 to 2014 in Indonesia. Interestingly, the declining rate for return to education for men is much larger than for women. Return to education is considerably heterogenic across province and gender. Furthermore, the rate of women is larger than men. Finally, this study find potential experience have not different from 1993 to 1997, but have increased in 2000 and 2014.

Controlling food inflation in Indonesia is essential mainly caused by its persistent and relatively significant impact on the poor’s purchasing power compare to other commodities. Thus, the main purpose of this study is to determine the effectiveness of monetary policy on food inflation stabilization in Indonesia. By utilizing Structural Vector Autoregression, the empirical results provided here show that monetary policy does effectively prevent the spillover effect of food to non-food inflation. In addition to that, the exchange rate may play some role in the longer period to affect the volatility of food inflation.

In 2012, Philip Campbell, the editor-in-chief at Nature, noted that Open Access to scientific research is “very compelling.” In 2014, David W. Lewis wrote a compelling article for C&RL entitled: “The Inevitability of Open Access.” For most North American librarians in the past two years, the big deals have endured and there appears to be little change in the United States. Utilizing the Project COUNTER Release 4 JR1-GOA report, two librarians explore these data in comparison to journal package subscriptions represented via the JR1 reports. This paper outlines the methodology and study undertaken at the Portland State University Library and the University of Nebraska Medical Center Library using these reports for the first time. The initial outcomes of the study are provided in various Tables for 2014 and 2015. The intent of the study was to provide both institutions with a baseline from which to do further study. The longitudinal effectiveness of a universal, adolescent school-based depression prevention program Op Volle Kracht (OVK) was evaluated by means of a cluster randomized controlled trial with intervention and control condition (school as usual). OVK was based on the Penn Resiliency Program (PRP) (Gillham et al. Psychological Science, 6, 343–351, 1995). Depressive symptoms were assessed with the Child Depression Inventory (Kovacs 2001). In total, 1341 adolescents participated, Mage = 13.91, SD = 0.55, 47.3 % girls, 83.1 % Dutch ethnicity; intervention group n = 655, four schools; control group n = 735, five schools. Objective: Little information exists regarding how individuals with serious mental illness use technology and whether this usage facilitates social connections. This study contributes to filling this knowledge gap by examining ways in which a sample of persons with serious mental illness use cell phones and the Internet. Methods: Interviews with 50 consumers living in supported housing were asked about their use of cell phones and computers and their perceptions of social connections. Results: Cell phones and computers allowed greater linkage with social, medical, mental health, and employment resources. Studying seasonal hunting patterns can be critical for developing sound actions for conservation and public health. As availability of funds to implement conservation policy is limited, it is essential to focus efforts during the most critical times of year. The purpose of this study was to examine risk factors, indicators of severity, and differences in post-violence health effects for victims who experienced intimate partner violence (IPV) during pregnancy compared to victims who experienced IPV outside the pregnancy period. Data were from Statistics Canada’s 2009 General Social Survey. Among IPV victims, 10.5% experienced physical and/or sexual violence during pregnancy. Victims who had experienced violence during pregnancy were more likely than victims who were not abused during pregnancy to experience both less severe and more severe forms of violence. We examine the relationship between institutional ownership stability and real earnings management. Our findings indicate that firms held by more stable institutional owners experience lower real activities manipulation by limiting overproduction. We further examine how the stability in the shareholdings of pressure-sensitive and insensitive institutional investors affect target firms’ use of real earnings management, respectively. Unlike pressure-sensitive institutional investors, the stability in the share ownership of pressure-insensitive institutional investors (i.e., investment advisors, pension funds and endowments) mitigates target firms’ use of real earnings management. This thesis examines the discourse about gender, religion, and culture in four independent films produced in Pakistan between 2000 and 2013 to advocate for women's empowerment: Silent Water and Good Morning Karachi from female director Sabiha Sumar, and In the Name of God and Speak from male director Shoaib Mansoor. I analyzed plot, characterization, dialogues, and visual images to discuss how the filmmakers represented the dynamics of women's oppression, struggle against oppressive agents, and options or solutions for women's empowerment. The primary objective of this study was to assess cognitive functioning in participants with relapsing remitting multiple sclerosis (RRMS) using the MicroCog and to compare their performance to that of a demographically matched, healthy control group. It was hypothesized that as a group, participants with RRMS would have worse cognitive function than healthy controls on all Level 1, 2, and 3 Index scores of the MicroCog. Young adults with autism spectrum disorders (ASD) experience high rates of comorbid mental health concerns in addition to distress arising from the core symptoms of autism. Many adults with ASD seek psychological treatment in outpatient facilities in their communities that are not specifically geared towards individuals with ASD. This study examined the intake levels of client general anxiety and attachment anxiety andthe relationship of these levels to changes in therapy alliance across the first four couple therapysessions. Participants were 165 couples in a treatment-as-usual setting. Dyadic growth curvemodeling was used to determine whether couple ratings of therapeutic alliance changed overtime and explored the influence of general anxiety and attachment anxiety on therapeutic alliancedevelopment. Results showed that the alliance increased over the first four therapy sessions.Additionally, female alliance ratings across time were positively associated with female generalanxiety and negatively associated with male attachment anxiety.
