Welfare Reform And The Intergenerational Transmission Of Dependence, Robert Paul Hartley, Carlos Lamarche, James P. Ziliak Sep 2016

Welfare Reform And The Intergenerational Transmission Of Dependence, Robert Paul Hartley, Carlos Lamarche, James P. Ziliak

University of Kentucky Center for Poverty Research Discussion Paper Series

We estimate the effect of welfare reform on the intergenerational transmission of welfare participation using a long panel of mother-daughter pairs over the survey period 1968-2013 in the Panel Study of Income Dynamics. Because states implemented welfare reform at different times starting in 1992, the cross-state variation over time permits us to quasi-experimentally separate out the effect of mothers’ participation on daughters’ welfare choice in the pre- and post-welfare reform periods. Our empirical framework also addresses potential issues in identifying a causal pathway from parent to child that arise from correlated unobservables in welfare decisions, misclassification error in survey reports, …

Contextual Healing: What To Do About Scandalous Trademarks And Lanham Act 2(A), Megan M. Carpenter Sep 2016

Contextual Healing: What To Do About Scandalous Trademarks And Lanham Act 2(A), Megan M. Carpenter

Law Faculty Scholarship

Offensive trademarks have come to the forefront of trademark policy and practice in recent years. While it was once true that more attention had been paid to Lanham Act section 2(a) in the pages of law reviews than in the courts, recent prominent cases have focused attention on the ban on registration of offensive marks and the widespread impact of this ban on trademark owners.

In this Article, I answer the fundamental question: Given the problems that my previous research has identified, what should be done about the 2(a) bar on registration of scandalous trademarks? This Article argues, as a …

How Civility Works, Keith Bybee Sep 2016

How Civility Works, Keith Bybee

Institute for the Study of the Judiciary, Politics, and the Media at Syracuse University

Is civility dead? Americans ask this question every election season, but their concern is hardly limited to political campaigns. Doubts about civility regularly arise in just about every aspect of American public life. Rudeness runs rampant. Our news media is saturated with aggressive bluster and vitriol. Our digital platforms teem with expressions of disrespect and trolls. Reflecting these conditions, surveys show that a significant majority of Americans believe we are living in an age of unusual anger and discord. Everywhere we look, there seems to be conflict and hostility, with shared respect and consideration nowhere to be found. In a …

Winding Pathways To Engagement: Creating A Front Door, Lori E. Kniffin Ph.D., Timothy J. Shaffer, Mary H. Tolar

Leadership Faculty Publications

Service-learning and community engagement (SLCE) practitioner-scholars—meaning all who do the work of SLCE with a commitment to integrating practice and study—find avenues to this work in a variety of ways. Many of the thought leaders in this movement started as traditional scholars in their disciplines and, only in their later careers, focused on creating and enhancing SLCE on their own campuses and across the academy. Others first learned about SLCE as an epistemological framework and a pedagogy in graduate programs such as Curriculum and Instruction or Higher Education Leadership. Others came across it during their academic careers somewhat randomly in …

Responses To The Call For A National Strategic Plan, Lori E. Kniffin Ph.D., Jeffrey Howard

Leadership Faculty Publications

The Service-Learning and Community Engagement Future Directions Project (SLCE-FDP) was launched in 2015. Since then approximately 40 individuals from a wide range of perspectives have come together as contributors of thought pieces that issue bold calls to guide the future of SLCE. In an essay accompanying the ten thought pieces in Fall 2015, Howard and Stanlick (2015) called for the “development and implementation of a U.S. national SLCE strategic plan” (p. 128). Their essay provides one answer to the question of how all of the ideas about the future of SLCE being assembled by the SLCE-FDP – and also being …

Images Of Alzheimer’S: A Visual Analysis Of The Imagery Used To Globally Market Alzheimer’S Services Online, Elizabeth Spencer, Alicia Mason Sep 2016

Images Of Alzheimer’S: A Visual Analysis Of The Imagery Used To Globally Market Alzheimer’S Services Online, Elizabeth Spencer, Alicia Mason

Faculty Submissions

Currently more than 46 million people are living with dementia globally (ADI, 2015). The World Health Organization (WHO) reports the worldwide population of persons 60 years of age and older will more than triple between 2000 and 2050 to two billion. The concept of Western patients receiving long-term dementia care in foreign countries is a new and emerging phenomenon (Gray, 2013; Pomareda, 2014; Wegerer, 2014). This study examines the visual images within Alzheimer’s care facility websites (n=105) and uses a cross cultural comparison lens to contrast differences in patient representations and treatment facilities. The goal of this study is to …

Eugene 4j School District Population And Enrollment Forcasts 2016‐17 To 2025‐26, Portland State University. Population Research Center, Charles Rynerson, Scott Stewart

School District Enrollment Forecast Reports

The Eugene 4J School District (4J) requested that the Portland State University Population Research Center (PRC) prepare enrollment forecasts for the District and its schools in collaboration with Lane Council of Governments (LCOG). This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for 4J for the 10 year period between 2016‐17 and 2025‐26. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the …

Should Children Work? Dilemmas Of Children’S Educational Rights In The Global South, Conrad John Masabo Sep 2016

Should Children Work? Dilemmas Of Children’S Educational Rights In The Global South, Conrad John Masabo

Southern African Journal of Policy and Development

The realisation of Children’s Rights and the right to education, in particular, have for quite long left the children of the Global South at a crossroads. The ideal of a childhood free from work has in itself become a barrier to access this social good. As such, due to their country’s minimal or non-existent educational funding and family abject poverty, some children in the Global South have realised that adopting a pragmatic strategy of combining school and work is the only feasible solution. This study, therefore, examines the interface between children’s work and schooling in the Global South.
