There does not exist an easy way to discuss François Laruelle and it is impossible to be ecstatic about his writing. The two books under scrutiny here—Intellectuals and Power and General Theory of Victims—are, however, a relatively accessible introduction to the machinic parlance that Laruelle superposes onto philosophy’s presumed legibility. The human instance he discusses in both works is that of the victim. These two books could be both beneficial for and alienating to the wider readership in humanities: not for lack of originality (or even clarity), but due to the signature-style of conceptual resistance in Laruelle’s language. Objective: To describe the staff development needs of local health departments (LHDs) related to informatics.

Design: Data came from the 2015 Informatics Capacity and Needs Assessment Survey, conducted by Georgia Southern University in collaboration with the National Association of County & City Health Officials.

Objective and Methods: The objective of this case study was to describe the process and outcomes of a small local health department's (LHD's) strategy to build and use information systems. The case study is based on a review of documents and semi-structured interviews with key informants in the Pomperaug District Health Department. Interviews were recorded, transcribed, coded, and analyzed.

Results and Conclusions: The case study here suggests that small LHDs can use a low-resource, incremental strategy to build information systems for improving departmental effectiveness and efficiency. This paper tackles the identification and estimation of a high dimensional factor model with unknown number of latent factors and a single break in the number of factors and/or factor loadings occurring at unknown common date. First, we propose a least squares estimator of the change point based on the second moments of estimated pseudo factors and show that the estimation error of the proposed estimator is Op(1). We also show that the proposed estimator has some degree of robustness to misspecification of the number of pseudo factors. Performance on proficiency exams can be a key determinant of whether students are retained or "held back" in their grade. In New York City, passing the statewide proficiency exam essentially guarantees promotion, while roughly 13% of those students who fail the exam are retained. Using regression discontinuity methods, we find that female students are 25% more likely to be retained in their grade due to exam failure than boys. Hispanic students are 60% more likely and Black students 120% more likely to be retained due to exam failure (relative to White students). Poverty and previous poor performance also increase the …

This paper investigates the long-run economic relationship between health care expenditure and income in the world using data on 167 countries over the period 1995-2012, collected from the World Bank data set. The analysis is carried using panel data methods that allow one to account for unobserved heterogeneity, temporal persistence, and cross-section dependence in the form of either a common factor model or a spatial process. We estimate a global measure of income elasticity using all countries in the sample, and for sub-groups of countries, depending on their geo-political area and income. Since 2010 Mongolian television has been in transition from analogue to digital.

This article introduces the process of digital transition of television, and then

discusses challenges television stations face in terms of the audio-visual market and

policies. The Mongolian media market has structural constraints typical to those

in the small media states. In addition, new challenges like the financial dependency

on the mining sector tax, an unsustainable number of politically affiliated

commercial television stations, and the remnants of socialist institutional routines

With funding from the Race-to-the-Top grant, we are working with Oregon State University researchers to conduct a validation study to support the state’s Quality Rating Improvement System (QRIS). The QRIS provides technical assistance to child care facilities to improve quality, as well as ratings for child care facilities to help parents in decision-making. Center staff are collecting standardized observational measures of child care quality statewide to assess the extent to which QRIS ratings correspond to observed quality.

It is quite common to make the argument that a stable liberal democracy requires high levels of compliance with the law. Scholars disagree, however, how such reliable and widespread compliance can be achieved. Roughly, liberals have traditionally emphasized the importance of arriving at compliance by way of autonomous and critical reasoning, whereas others (communitarians and republicans chiefly) argue that autonomous motives are notoriously weak and can, therefore, not by themselves bring about a high enough rate of compliance.
