Operationalizing National Protocol For Preventing And Managing Pe/E In Community Facilities In Bangladesh, Population Council

Considering the maternal deaths associated with pre-eclampsia and eclampsia (PE/E), the Bangladesh Ministry of Health and Family Welfare, with technical assistance from the Obstetrical and Gynecological Society of Bangladesh, developed a national protocol allowing community providers to provide a magnesium sulphate (MgSO4) loading dose. With the approval of the National Technical Committee of the Directorate General of Family Planning, this study operationalized and assessed the ability of community providers to detect and treat PE/E, and administer the loading dose of MgSO4 before referral to higher-level facilities. Formative Research On Factors Influencing Access To Fistula Care And Treatment In Uganda, Pooja Sripad, Charlotte E. Warren

This formative research builds upon the results of a systematic review by the Population Council for better understanding of the barriers and enabling factors for fistula repair care and access in Uganda. The study focuses on Fistula Care Plus project-supported treatment facilities where fistula camps are routinely held. Results reveal the nuances of women’s experiences, along with the additional perspectives of their spouses, family members, community stakeholders, and fistula camp care providers including nurses/counselors, surgeons, and facility and district managers. Barriers and enablers to fistula repair care are clustered around the following factors: psychosocial, cultural, social, financial, transportation, facility shortages, …

The pilot intervention described in this brief took place at an apparel manufacturing company, Caribbean Island Apparel SA, located in Port-au-Prince, Haiti. The project by the USAID-funded RAISE Health Initiative sought to demonstrate the value of a new management approach to workplace health services and practices in a garment factory. Although the value of population, health, environment (PHE) programs is appreciated by the development community and the conceptual linkages they incorporate are sound, little evidence exists to demonstrate their short- and long-term impacts—particularly the role that the family planning (FP) component of PHE projects plays in building resilience, improving livelihoods, and helping people adapt to climate change. The authority of this return is granted by the Fort Berthold Mineral Restoration Act of 1984 (Public Law 98-602). Human development is meant to be transformational in that it aims to improve people’s lives by enhancing their capabilities. But who does it target: people as they are or the people they will become? This paper argues that the human development approach relies on an understanding of personal identity as dynamic rather than as static collections of preferences, and that this distinguishes human development from conventional approaches to development. Nevertheless this dynamic understanding of personal identity is presently poorly conceptualized and this has implications for development practice. Perceptions Of Council Member– Department Head Interactions In Local Government, Brian Cherry, Douglas Ihrke, Mike Ford, Nate Grasse

In this article, we use data collected from municipal council members and department heads in Michigan municipalities with over 10 000 residents to determine how, and why, they view the quality of their interactions with one another. Building theories of small group dynamics and political control of bureaucracy, we test several hypotheses and conclude that council members and department heads hold divergent views of their interactions with one another and that their views are determined by government form and community characteristics. Fears about the decline of watchdog journalism have been sounded as newspapers cut investigative staff, slash State House and Washington bureaus, and turn to more banal, audience-pleasing local news in an effort to capture Web attention. A primary goal of universities is to maximize student enrollment by improving course curriculum and enhancing specific programs. This is especially a challenge for smaller universities who want to offer specialized and highly diverse electives. This study aims to increase the quality and relevance of electives offered by understanding specifically what attributes students prefer more or less when choosing among alternatives. The results are used to explore how to use limited marketing and student-outreach financial resources to target students that are most likely to enter and complete courses and programs, based in part on their socioeconomic or demographic characteristics. The Eastern Academic Scholars’ Trust (EAST) is a shared print initiative involving 48 libraries across the Northeast. Initiated in 2012 with a planning grant from the Andrew W. Mellon Foundation, EAST addresses directly the growing need for academic libraries to ensure that monographs and journals of scholarly value are not inadvertently discarded as they undertake weeding and deselection programs to free up space for other library services. The Journal Retention and Needs Listing (JRNL) program: 1) allows libraries to expose lists of print journals for which they have made retention commitments; 2) express needs (or gaps) in their holdings; and 3) communicate offers to fill the gaps in other participating libraries’ holdings. Multiple library consortia and their member libraries use JRNL to facilitate communication between library staff to identify holding commitments, fill gaps, and guide deselection decisions. JRNL is commonly developed and governed by the participating consortia. The Colorado Alliance of Research Libraries has launched the Alliance Shared Print Trust and is in the process of developing a shared print analysis tool. The system allows libraries to compare themselves with other libraries that have added their MARC records so that they can easily and quickly determine what records are unique or held in common with other libraries. The comparison system is built on open source tools and has been embedded in the Gold Rush framework. The author provides a brief overview of other shared print analysis tools.

In 2014, eight academic libraries in the state of New York collaborated on a group patron driven acquisition (PDA) pilot program with Kanopy, a video streaming service for libraries. The institutions, despite vast differences in size and profile, each launched Kanopy’s streaming solution on their campuses under a program where they would jointly contribute to and acquire films based on group usage. The Pennsylvania Academic Library Consortium, Inc. (PALCI) developed demand-driven acquisition (DDA) programs to facilitate resource sharing of e-monographs and to build collective ebook collections thereby complementing E-ZBorrow, the consortium’s print-based ILL service. Committed to perpetual ownership, PALCI’s programs deliberately eschewed aggregator models with STL (short term lease/ loan) thresholds in favor of purchasing upon the first substantial use at a negotiated multiplier. This unique approach to consortial DDA resulted in hundreds of titles triggered for purchase, many of which experienced post-purchase usage across the membership. The HHuLOA project is a two-year collaborative project run by the Universities of Hull, Huddersfield, and Lincoln in the United Kingdom. The project is funded under the Jisc Open Access Good Practice Pathfinder Projects and seeks to identify how open access support mechanisms can be used to assist with the development of research. By working together, the institutions hope to achieve more than the sum of our individual developments. This paper outlines a number of work packages that the project has completed. In September of 2016, the National Information Standards Organization (NISO) published the collaboratively produced Recommended Practice, NISO RP-25-2016, Outputs of the Alternative Assessment Metrics Project. Funded by the Alfred P. Sloan Foundation, the project sought to establish a consensus among stakeholders whose activities require robust and precise tools for gauging the impact and reach of scholarship in a globally networked research environment—more robust than were available from impact factor and other such measures.

In 2013, the Central Iowa Collaborative Collections Initiative (CI-CCI) entered into a shared print monograph retention agreement which resulted in a project to fully validate the assigned retention commitments. While shared print retention programs are becoming increasingly common, they often do not include a process for verification of availability and condition of volumes. This article focuses on the validation aspect of the CI-CCI program and the rationale behind it, and examines how other print collaborative projects view and approach validation. Finally, the article concludes with a summary and an analysis of the value of this effort.
