Charging The Poor: Criminal Justice Debt & Modern-Day Debtors' Prisons, Neil L. Sobol

Debtors’ prisons should no longer exist. While imprisonment for debt was common in colonial times in the United States, subsequent constitutional provisions, legislation, and court rulings all called for the abolition of incarcerating individuals to collect debt. Despite these prohibitions, individuals who are unable to pay debts are now regularly incarcerated, and the vast majority of them are indigent. In 2015, at least ten lawsuits were filed against municipalities for incarcerating individuals in modern-day debtors’ prisons. Criminal justice debt is the primary source for this imprisonment.

Criminal justice debt includes fines, restitution charges, court costs, and fees. Monetary charges exist …

Honest Abe Or Doc Holliday? Bluffing In Bargaining, Gregory Deangelo, Bryan C. Mccannon

We consider a bargaining environment where there is asymmetric information regarding whether the two players have common preferences or conflicting preferences. If the cost of strategic communication is independent of the state, then signaling is not expected to be effective. If the uninformed agent believes, though, a (cheap‐talk) signal has been sent, then the informed agents are incentivized to engage in deceptive bluffing. Alternatively, if bluffing is not too prevalent, honest communication can be worthwhile. We explore this theoretically and experimentally. This paper looks into the cultural synthesization and the transnational ties of cumbia between Latin America and the United States. Three case studies look at the story of migrants and their transnational ties through cumbia and are analyzed through an ethnomusicology framework.

Rumination is a trait response to blocked goals that can have positive or negative outcomes for goal resolution depending on where attention is focused. Whereas “moody brooding” on affective states may be maladaptive, especially for females, “reflective pondering” on concrete strategies for problem solving may be more adaptive. In the context of a challenging general knowledge test, we examined how Brooding and Reflection rumination styles predicted students’ subjective and event-related responses (ERPs) to negative feedback, as well as use of this feedback to rebound from failure on a later surprise retest. 「超越藍綠」、想像「中國」、參照「香港」下的台灣政治論述, Keng Liang Cheng

本論文疏理台灣民主化過程中,訴諸「超越藍綠統獨」的「台灣」民主共同體形構及其「中國」想像。「超越藍綠」是分析對象,包括1980年代末以來國民黨與民進黨的「藍綠」政治論述,以及「超越藍綠」的社會運動論述,想像「中國」是分析當中台灣主體形構的「中國」想像,參照「香港」是以香港的「中國」想像為對照,並試圖回應「今日香港明日台灣」的說法。

本論文分為四章節:「中國統一」與「台灣獨立」、國民黨與民進黨的「藍綠統獨」、知識批判界與社會運動的「超越藍綠」,香港的「中國」想像。本論文指出,台灣國民黨的反共「中國統一」與反國民黨的「台灣獨立」意義,是訴諸他者「中國」的威脅,建構政治現代化的自我。在此論述下,國民黨與民進黨在國家認同與兩岸主張上,形成「藍綠統獨對立」的立場,但各自政治論述又共同召喚面對「中國」(中共)的政治與經濟危機想像,共構政治上捍衛台灣「主權-民主」完整與經濟上追求兩岸「經濟發展共榮」的共同體想像。社運與批判知識界的「超越藍綠」,雖然企圖超越藍綠民粹化的對立,並修補政黨輪替後民進黨執政的「民主創傷」,但隨著國民黨重新執政與強調兩岸共榮的中國政策/超越藍綠」接合「藍綠」的「中國」迫切焦慮,從解決內部「民主創傷」轉為「捍衛台灣民主」、對抗外部「中國因素」的政治修辭,藍綠政黨也挪用此修辭標榜自身優於對方政黨的正當性。「超越藍綠」成為消費性的符碼,陷入「藍綠統獨」的迴圈。香港的「中國」想像,則凸顯「中國」內在於香港人民基層歷史與日常生活中,有難以切割的距離,進而問題化「香港」與「中國」的對立指稱,是台灣重新想像「中國」的可能參照。

知識批判上,本論文疏理台灣「藍綠統獨對立」問題的「中國」論述,作為未來「中國」轉向的討論基礎。政治意義上,本論文反思政治「藍綠」到社會運動「超越藍綠」的民粹化困境。最後,本論文嘗試提出「人民」與「階級」的「第三方」,作為超克前述困境與「中國」想像侷限的未來方向。

Reclaiming Futures is an organizational change initiative that supports coordinated and individualized responses for justice-involved youth with problematic substance use issues. The Research and Evaluation Center at John Jay College of Criminal Justice compared people's perceptions currently working in Reclaiming Futures communities with similar colleagues from nearly ten years ago. The study suggested that communities with the strongest engagement in Reclaiming Futures tended to have more positive perceptions of their youth justice and substance abuse treatment systems, including key facets of administration, collaboration, and overall system quality.

Librarians and archivists have embraced innovative technologies in providing users a way to engage with collections. This engagement is increased through various forms of social media “sharing,” which broadens cultural institutions' visibility to new or remote users. While we make strides in designing new ways to access digital collections, the question remains: what are users losing in sensory (sight, touch, sound, smell) and emotional experience at the digital level? The Perfect Storm: Examining User Experience And Conducting A Usability Test To Investigate A Disruptive Academic Library Web Site Redevelopment, Darren Chase, Elizabeth Trapasso, Robert Tolliver

The researchers conducted a task-based usability test of the effectiveness of online research beginning on the library Web site homepage. The participants included five university faculty members, six graduate students, and six undergraduate students. All participants reported feeling satisfied with their overall research experience, though most were unable to effectively complete all the research tasks of the test. The researchers identified weaknesses in the approach and process of many participants, and overall usability issues of the library discovery tool and other library Web site pages and research interfaces. Urbanization is a global demographic trend that may have significant and detrimental effects on adjacent urban ecosystems. Lonicer Maackii (L. maackii), commonly referred to as Amur honeysuckle, is an invasive shrub that has invaded the remnant temperate hardwood forests of Rock Island County, IL. The goal of this study was to examine the effects of urbanization and urban soil properties on the degree of L. maackii invasion throughout this county next to the Mississippi river. After Years Of Decline, Private Health Insurance Rates Among Children Grew In 2014, Michael J. Staley

In this fact sheet, author Michael Staley reports that rates of private health insurance coverage for children increased between 2013 and 2014 for the first time since 2008, the first year in which the American Community Survey collected data on health insurance. Between 2008 and 2014 (the most recent data), rates of children’s coverage grew nearly 4 percentage points; to 94 percent. Growth in public insurance, such as Medicaid and the Children’s Health Insurance Program (CHIP), was largely responsible for these gains (up 10.8 percentage points since 2008), while rates of private insurance coverage fell concurrently (down 5.6 percentage points).

Discovery tools are used in libraries to bring together books, articles, and other resources. Research has focused on user and librarian evaluation of these tools, but there are few evaluations of non-book and non-article sources. Discovery tools can also include metadata for local collections harvested through the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH). Creating these harvests can be time consuming for staff, so it is important for libraries to understand if and how patrons use these records. Commercial Aircraft Electronic Checklists: Benefits And Challenges (Literature Review), Paul L. Myers Iii

International Journal of Aviation, Aeronautics, and Aerospace

Procedural omissions and errors have been an inherent problem in aviation since 1935 when a B-17 crashed shortly after takeoff to the era of today’s advanced aircraft. Paper, then electronic, checklists were developed to address those omissions and errors. Electronic checklists attempt to further reduce paper checklist errors and results indicate some improvements have occurred. However, new error modes and unique challenges surfaced with electronic checklists that must be recognized and addressed.

The Impact Of Length Of Stay On Adjudicated Male Youths;' Language Use: Focusing On Linguistic Analysis Of Verbal Samples, Yousun Shin Ph.D., Terry P. Overton Ph.D., Ed.D., Zelica Espinoza M.Ed.

Journal of Human Services: Training, Research, and Practice

The primary purpose of the study was to examine the impact of the length of juvenile offenders’ stay in a residential facility on attitudinal changes, measured by language use of 22 participants’ interviews analyzed by using a computerized text tool called Linguistic Inquiry and Word Count (LIWC) to obtain a measure of language use. A series of one-way ANOVA (SPSS 18.0 version) were used to examine the differences between the groups identified by the length of stay and interview interval. It is notoriously hard to study the effect of alcohol on decision making, given the selection that takes place in who drinks alcohol and when they choose to do so. In a controlled laboratory experiment, we study the causal effect of alcohol on economic decision making. We examine the impact of alcohol on the following types of tasks: math and logic, uncertainty, overconfidence, strategic games, food choices, anchoring, and altruism. Our results indicate that alcohol consumption, as measured by the blood alcohol concentration (BAC), increases cooperation in strategic settings and altruism in Dictator games.
