Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. Annexation law and procedures, urban renewal requirements and assessments, three types of special districts, decaying water and sanitary infrastructure, state revenue shared funds, and unique transient tax and tourism fund use all combined …

An Interdisciplinary Study Of Perceived Benefits, Barriers And Cues To Action Among College Students For Moderate To Vigorous Physical Activity, Daniel Orellano Jr

This interdisciplinary study examines the perceived benefits, barriers, and cues to action for physical activity, in a sample of 385 men and women college students. Though no significant differences were identified between the genders in their physical activity levels or perceived benefits, barriers, and cues, significant differences were found in the numbers of these different variables as well as types of physical activity among the student participants as a whole. Backround:

Diarrhea is one of the leading causes of childhood morbidity and mortality. Hospitalization for diarrhea can pose a significant burden to health systems and households. The objective of this study was to estimate the economic burden attributable to hospitalization for diarrhea among children less than five years old in Rwanda. These data can be used by decision-makers to assess the impact of interventions that reduce diarrhea morbidity, including rotavirus vaccine introduction.

Social networks influence health behavior and health status. Within social networks, “key players” often influence those around them, particularly in traditionally underserved areas like the Appalachian region in the USA. From a total sample of 787 Appalachian residents, we identified and interviewed 10 key players in complex networks, asking them what comprises a key player, their role in their network and community, and ideas to overcome and increase colorectal cancer (CRC) screening. Key players emphasized their communication skills, resourcefulness, and special occupational and educational status in the community. Socially and academically, rap music has been linked to more negative symbolism than positive. This study examined sexual, violent, and prosocial text embedded in rap lyrics and videos, using semiology in the form of connotation and denotation. This study is a textual analysis of twenty-six of the most popular, chart-topping rap music videos from 1995 to 2015. It involved conducting four levels of analysis to code the music videos to determine the presence of sex, violence, and prosocial text. Prosocial text was found to be the most disseminated theme in the rap lyrics and music videos studied. Violence was second. …

Passion and sexual satisfaction typically diminish in longer-term relationships, but this decline is not inevitable. We identified the attitudes and behaviors that most strongly differentiated sexually satisfied from dissatisfied men and women who had been together for at least three years (N = 38,747). Data were collected in 2006 from cohabiting and married men and women via an online survey on a major national U.S. news website. The vast majority of these participants reported being satisfied with their sex life during their first six months together (83% W; 83% M). As the number of K-12 students with learning disabilities educated in general education classrooms grow, it is essential to examine the preparation and perceptions of pre-service teachers (N=15) who will educate students with learning disabilities. Within the context of an undergraduate learning disabilities method course, this study examined how pre-service teachers perceived students with learning disabilities as well as the effectiveness of particular course experiences, including fieldwork with students with learning disabilities, video vignettes, lesson planning, assigned reading, and center-based instruction, in shifting perceptions. This paper explores the way in which educational researchers created a member checking process with adolescent students during a study to uncover and understand female and male’s dynamic mathematics identity in single-sex and coeducational mathematics classes within a public coeducational middle school in the United States. The authors developed a member checking process that included I-poems and Word Trees, which provided the youth with opportunities for self-reflection, enhancement of findings, examination of the students’ learning, and as a way to shift some of the power from the researcher to the participants. Background: As one of many organizations within a system of networks, numerous U.S. local health departments (LHDs) use partnerships as a structural intervention to address physical, mental, social concerns of women and infants.

Purpose: This state level study examines current levels of maternal and child partnerships among Indiana LHDs and sectors in the public health system. Geography and organizational readiness (infant mortality listed as a goal in the strategic plan) were used as proxy measures to examine how likely LHDs work with these sectors.

This paper explores the concepts of rules, norms, and ethics as they pertain to intercollegiate forensic competition. The perspective is taken that these concepts tend to be conflated. Definitions of rules and ethics are drawn primarily from the National Forensics Association (NFA). The pertinent literature is reviewed, methods are explained, and results are reported and discussed. The conclusions pertain to the idea that forensics coaches and students alike are hesitant to accept universal rules and ethics, and prefer more contextualized standards. Suggestions for future research are also offered.

The study investigates selected features of communication degree programs at small, private liberal arts colleges in the Midwest and South. Topics covered include how communication programs at such colleges are organized at the departmental level, what courses are most commonly offered in small-college communication programs, and what course enrollment limits are typical for such programs. Our findings suggest that communication programs are now commonly found at such institutions, with most housed in academic units that refer to communication in the unit name. Despite the fact that political debates are increasingly common at all levels of government, relatively little work investigates the content of non-presidential debates (and work on primary debates is even less common). This study breaks new ground by analyzing four non-presidential primary debates. Two Democratic gubernatorial debates, one Republican U.S. Senate debate, and one Republican U.S. House debate were content analyzed using the framework of the functional theory of political campaign discourse. Overall, these debates were mainly positive, with 71% acclaims, 22% attacks, and 7% defenses. The Democratic (and gubernatorial) debates had more attacks and defenses and fewer defenses than …

Undergraduate study abroad programs are becoming more popular in our increasingly global society. Students consider the opportunity to study abroad to be a personally impacting educational experience. This study provided empirical data demonstrating that study abroad experiences are unique as students learn in ways that differ from the tradition classroom. Additionally, the results indicate that students struggle with the interdependent terms study and abroad. The experience of living abroad is exceptionally educational as well deeply personal and impacting. The quantitative analysis of this paper was undertaken to discover coach definitions of "original work" in platform speaking in the community college forensics competition. A survey was conducted to determine if there was any consistency to coaching practices when considering a recent rule change requiring that all platform speeches be the original work of the student. Although the literature review indicates that academia has established guidelines for plagiarism and unattributed collaboration, no such consistent definition was found among the coaches surveyed. Political debates are important message forms, capable of informing and in-fluencing voters. However, news coverage of debates informs and influences both those who watch, and those who do not watch, the debates. This study compared the content (functions and topics) of 10 U.S. Senate debates from 1998-2004 with the content of newspaper articles about those particular debates. Newspaper coverage of debates was significantly more negative than the debates themselves, reporting a higher percentage of attacks and a smaller percentage of acclaims than the candidates employed. On The Conversational Style Of Ronald Reagan: "A-E=[Less Than]Gc" Revisited And Reassessed, Windy Yvonne Lawrence, Ronald H. Carpenter

During contemporaneous rhetorical criticism of his style in discourse, President Ronald Reagan was assessed in terms of his living up to the eloquence of John F. Kennedy‘s Inaugural Address. In those two Speaker & Gavel Essays, Reagan was found to be deficient and thus a "less-than-great communicator." After revisiting and reassessing those two essays, Reagan‘s essentially conversational mode of communication for television was found to embody rhetorical elements that indeed may have fostered eloquence sufficient to retain the sobriquet of "great communicator."
