Although Canada has been a committed member of the North Atlantic Treaty Organization (NATO) since the alliance was founded in 1949, it has not greeted all NATO decisions with unalloyed pleasure, as the recent debate about enlargement and the controversy over NATO bombing of Kosovo and Serbia will attest. And we can probably expect yet another debate about Canada's commitment toNATO later this year because the foreign minister, Lloyd Axworthy, has promised to question NATO'S continued reliance on nuclear deterrence. NATO as an alliance has stood the test of time since the early post-war years. Yet similar alliances such as SEATO passed into history long ago. The problem with the NATO model of alliance was its inability to be applied to the Third World. The particular circumstances of Southeast Asia prevented SEATO from becoming a true successor to the NATO alliance system. In addition, the approach of Eisenhower and his administration to Southeast Asia and anti-communist alliances was undermined by their own political needs and personal experiences. The North Atlantic Treaty Organization (NATO), formed in 1949 and described as the most successful alliance in history, is facing change. By 2020, the majority of students in the NATO educational institutions will be Millennium Generation students. To best meet this student group's educational needs, changes to the delivery of educational content may be needed. This study determined how Millennial Generation characteristics may change as Millennials mature, how military service may change Millennials, confirmed the international nature of Millennial characteristics across the 28 nations of NATO and predicted the state of educational technology in 2020.

Although downsizing has long been a topic of research in traditional organizations, there are very few studies of this phenomenon in military contexts. As a result, we have little understanding of the key factors that drive personnel downsizing in military settings. This study contributes to our understanding of key factors that drive personnel downsizing in military organizations and whether those factors may differ across NATO nations' cultural clusters. The theoretical framework for this study was built from studies in non-military contexts and adapted to fit the military environment.
