Outstanding Educational Performance Awards: Highlighting High-Achieving Arkansas Schools, 2014, Charlene A. Reid, Gary W. Ritter

Arkansas Education Reports

The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

After we present our overall snapshot of …

Canine Sense And Sensibility: Tipping Points And Response Latency Variability As An Optimism Index In A Canine Judgement Bias Assessment, Melissa J. Starling, Nicholas Branson, Denis Cody, Timothy R. Starling, Paul D. Mcgreevy Sep 2014

Canine Sense And Sensibility: Tipping Points And Response Latency Variability As An Optimism Index In A Canine Judgement Bias Assessment, Melissa J. Starling, Nicholas Branson, Denis Cody, Timothy R. Starling, Paul D. Mcgreevy

Cognitive Ethology Collection

Recent advances in animal welfare science used judgement bias, a type of cognitive bias, as a means to objectively measure an animal's affective state. It is postulated that animals showing heightened expectation of positive outcomes may be categorised optimistic, while those showing heightened expectations of negative outcomes may be considered pessimistic. This study pioneers the use of a portable, automated apparatus to train and test the judgement bias of dogs. Dogs were trained in a discrimination task in which they learned to touch a target after a tone associated with a lactose-free milk reward and abstain from touching the target …

The Anchor, Volume 128.03: September 17, 2014, Hope College

The Anchor: 2014

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Every Breath You Take: An Examination Of The Natural Phenomenon Of Stalking, Gordon A. Crews, Sara K. Green, Paige A. Heinrich Sep 2014

Every Breath You Take: An Examination Of The Natural Phenomenon Of Stalking, Gordon A. Crews, Sara K. Green, Paige A. Heinrich

Criminal Justice Faculty Research

Everyone is a potential stalker, given the right set of circumstances. There are a vast number of tools readily available—from social media networking to easily accessible websites that provide background checks for a minimal fee—that allow individuals to observe the life (or lives) of whomever they so desire. But what are the innate, essential traits and characteristics of an individual that extends beyond the more normative expression of romantic interest and the general curiosity that is a natural and accepted occurrence for anyone who has ever been infatuated with another? This paper will consider the intentionality and motivation behind stalking, …

Communihood: Being A Planning Activist In The Twenty-First Century, Ali Tayebi Sep 2014

Communihood: Being A Planning Activist In The Twenty-First Century, Ali Tayebi

Public Affairs Dissertations - Archive

Introducing communihood as a hybrid concept and defining planning activism as a planners' role outside the dominant planning power structure are two main contributions of this dissertation in scholarly debates among planning scholars about the shape of cities in twenty-first century and the 'best' role for planners in a postmodern society. Communihood is introduced as a hybrid alternative for historical approaches in differentiating between community and neighborhood based on their social or spatial characteristics that has been escalated in the last decades by the development of Information Technology and Social Media. Therefore, communihood is defined as a synthesis of the …

The Ebola Epidemic: A Public Health Emergency Of International Concern, Lawrence O. Gostin, Daniel Lucey, Alexandra Phelan Sep 2014

The Ebola Epidemic: A Public Health Emergency Of International Concern, Lawrence O. Gostin, Daniel Lucey, Alexandra Phelan

Georgetown Law Faculty Publications and Other Works

On August 8, 2014, the World Health Organization (WHO) Director-General Margaret Chan declared the West Africa Ebola crises a “public health emergency of international concern,” triggering powers under the 2005 International Health Regulations (IHR).

The most affected West African states have attempted classic public health measures with varied success, including quarantine and isolation, social distancing, risk communication, and travel restrictions. These have involved a trade off between population health and human rights; sometimes to the disadvantage of both. At the same time, the countries’ health systems and human resources are fragile, impeding an effective response.

Beyond the public health and …

Double Jeopardy In Inferring Cognitive Processes, Mario Fific Sep 2014

Double Jeopardy In Inferring Cognitive Processes, Mario Fific

Open Access Publishing Support Funded Articles

Inferences we make about underlying cognitive processes can be jeopardized in two ways due to problematic forms of aggregation. First, averaging across individuals is typically considered a very useful tool for removing random variability. The threat is that averaging across subjects leads to averaging across different cognitive strategies, thus harming our inferences. The second threat comes from the construction of inadequate research designs possessing a low diagnostic accuracy of cognitive processes. For that reason we introduced the systems factorial technology (SFT), which has primarily been designed to make inferences about underlying processing order (serial, parallel, coactive), stopping rule (terminating, exhaustive), …

Colin Powell, Torture And Terror, Jonathan Cohen

e-Research: A Journal of Undergraduate Work

This paper will address evidence linking the former Secretary of State, General Colin Powell, to the hotly-debated torture program of the George W. Bush (GWB) administration. The evidence in this paper suggests that the policies and practices of torture in the War on Terror were planned and authorized by General Powell and other senior officials in the GWB administration.

The Powell Doctrine Of Foreign Policy: International Development As Homeland Security, Katherine Blaisdell Sep 2014

The Powell Doctrine Of Foreign Policy: International Development As Homeland Security, Katherine Blaisdell

e-Research: A Journal of Undergraduate Work

Despite mixed response by voters to the idea of sending tax dollars to other countries for any purpose, administrations since Franklin Roosevelt have used foreign aid as part of their economic and foreign policy. The Bush administration and the Department of State under Colin Powell's leadership were no exception, and even raised foreign aid levels. However, many (see, for example, Mertus, 2008) argue that the Bush administration's primary goal was creating a strategic power balance and stable world system, with alleviation of poverty and disease being just a side effect to be used for public relations advantages. In his most …

On Shaky Grounds: Reasons Behind The Failure To Adhere To The "Powell Doctrine" In The 2003 Iraq Invasion, Sasha Anderson

e-Research: A Journal of Undergraduate Work

Why did we go to war with Iraq and what are we still doing there? This question is one of our most pressing foreign policy issues and continues to be hotly debated by politicians, journalists and citizens. The invasion of Iraq in 2003 was executed in a strikingly different fashion than the strategy used in an earlier conflict with Iraq, the Persian Gulf War of 1990-1991. Rather than follow a strategy consisting of clear goals, overwhelming force and a predetermined exit strategy, the US military blundered into Iraq in 2003 without a way to measure victory and without a plan …
