Language as a Social Justice Issue Conference

Most Aboriginal and Torres Strait Islander people in Australia use a variety of Aboriginal English for communication, at least within their own speech communities. This paper provides an overview of some of the issues of social justice which are entailed in providing for these people, as Australian citizens, a fair and equitable education.

Concerns are raised in four areas:

People identified as idiot savants have long comprised an identifiable group (a high level of skill in the context of perceived mental deficiency) whose story has mostly been told by psychiatrists and psychologists within a medicalized model of disability that assumes deficiency and seeks remediation and normalization. More recently, people identified as savants have become common figures of literary and cinematic representation. Both of these narrative frames have enfreaked them as alien Others, whose gifts and disabilities place them outside the normal run of human intelligence and creativity. Public agencies spend vast amounts of money collecting information about passenger travel in household travel surveys. These data are valuable for the rich and detailed information they provide, which contribute to regional and statewide travel demand models. These data have utility beyond travel demand modeling in their application to transportation policy and travel behavior research. Can investor-state arbitration tribunals, which exercise jurisdiction over limited claims involving discrete parties, render awards that deliver individualized justice while also promoting systemic fairness, predictability and coherence? The answer, I argue, is a qualified yes – provided that the methods employed are tailored to the particular characteristics of each dispute. Using three well-known investment arbitrations as case studies, I illustrate that investor-state disputes vary widely in terms of their socio-legal, territorial, and political impacts. Significant variances along these three dimensions call for a differentiated approach to investor-state dispute resolution. I outline what such an approach might look like and analyze …

Cognitive control is a broad construct that defines a set of processes involved in maintaining task goals in response to interference. Working memory capacity (WMC) is a similarly defined construct that shares many overlapping functions with cognitive control. The studies presented used controlled forms of interference to identify limits, or boundary conditions, that could help clarify the relationship between cognitive control and WMC. Experiment 1 used context effects to manipulate how interference and cognitive control could overlap. This dissertation provides the first empirical storm surge analysis for the U.S. Gulf Coast. Data are provided by SURGEDAT, a comprehensive storm surge database. A global storm surge literature review provided more than 700 observations in six ocean basins. The most severe storm surges have occurred in the Bay of Bengal, and the most frequent low-magnitude surges have occurred in East Asia. The U.S. Gulf Coast experiences the second highest frequency of low- and high- magnitude storm surges. Two Gulf Coast studies revealed that storm surge heights correlate better with pre-landfall tropical cyclone conditions, such as maximum wind speed and …

The Garinagu, who are commonly referred to by the name of their language, Garifuna, emerged out of the historical geographical processes of colonialism and capitalism on Saint Vincent Island in the Lesser Antilles. Exiled by the British to New Spain’s Captaincy General of Guatemala in 1797, the Garinagu formed communities and cultural bonds to the land, namely, but not exclusively, along the north coast of the territory that would become part of the Honduran nation-state in 1821. The termination of U.S. treaties provides an especially rich example of how governmental practices can provide a “gloss” on the Constitution’s separation of powers. The authority to terminate treaties is not addressed specifically in the constitutional text and instead has been worked out over time through political-branch practice. This practice, moreover, has developed largely without judicial review. Despite these features, Congress and the President—and the lawyers who advise them—have generally treated this issue as a matter of constitutional law rather than merely political happenstance. In September 2013, the Nebraska Broadband Initiative partnered with the Strategic Networks Group (SNG) to conduct an email survey of Nebraska businesses on their use of broadband technologies. Responses from over 800 Nebraska businesses show that broadband is being widely used and is benefitting businesses across the state. The complete report can be found online at http://broadband.nebraska.gov/. Seventy of those businesses self-reported being in the agriculture/forestry/fishing industry. However, US global warming policy may have turned an important corner during the Obama administration. In the US the two largest sources of GHG emissions are motor vehicles and coal-fired power plants. Significantly reducing US GHG emissions would require addressing these two issues. Earth's surface is rapidly urbanizing, resulting in dramatic changes in the abundance, distribution and character of surface water features in urban landscapes. However, the scope and consequences of surface water redistribution at broad spatial scales are not well understood. We hypothesized that urbanization would lead to convergent surface water abundance and distribution: in other words, cities will gain or lose water such that they become more similar to each other than are their surrounding natural landscapes. I use Bayesian methods to estimate a medium-scale closed economy dynamic stochastic general equilibrium (DSGE) model for the Philippine economy. Bayesian model selection techniques indicate that among the frictions introduced in the model, the investment adjustment costs, habit formation, and the price and wage rigidity features are important in capturing the dynamics of the data, while the variable capital utilization, fixed costs, and the price and wage indexation features are not important. I find that the Philippine macroeconomy is characterized by more instability than the U.S. economy. An analysis of the several subperiods in Philippine economic history also reveals some …

This paper proposes a method for modeling production function of education using a stochastic frontier model with spatial temporal terms. Using a unique dataset that combines school achievement scores with school characteristics from 2005-2008, the efficiency of 4,900 public high schools in the Philippines in converting school inputs into test scores was estimated. Results show that the average inefficiency is at 41% and that there is a significant positive spatial externality in efficiency, which means that efficiency in one school can spill over to its neighbors. This study explores the two causes of positional plagiocephaly, or abnormal head shape in infants as well as effects and treatments. To do so, two groups were chosen for comparison: contemporary western societies and tribal Native American societies. In the first group, the medical condition known as positional plagiocephaly is considered before, during and after the Safe to Sleep campaign of the 1990’s. An archaeological excavation was carried out in November of 2013 on the block of 13th and Tremont Streets in the city of Cedar Falls, Blackhawk County, Iowa. The site examined was home to a late nineteenth century boiler house that powered several greenhouses on the property. Greenhouses occupy a distinctive industrial niche and have rarely been studied using an archaeological approach. Platyrrhine (New World) monkeys possess highly polymorphic color vision owing to allelic variation of the single-locus L/M opsin gene on the X chromosome. Most species consist of female trichromats and female and male dichromats. Howlers (genus Alouatta) are an exception; they are considered to be routinely trichromatic with L and M opsin genes juxtaposed on the X chromosome, as seen in catarrhine primates (Old World monkeys, apes, and humans). Taking the cases of Perú and Ghana, this paper examines overlaps between the extraction of minerals, oil and gas on the one hand, and river basins, agricultural land use, and protected areas on the other hand. Reduced carbon uptake caused by recent heat and drought extremes raises concerns about biospheric feedbacks that amplify global warming. However, elevated carbon dioxide is expected to boost terrestrial ecosystem productivity over the 21st century, potentially alleviating some of the adverse carbon impacts of climate extremes. Using CMIP5 earth system model (ESM) results, Ian Williams and colleagues (2014 Environ. Res. Lett. 9 094011) find that the carbon impacts of heat and drought extremes in the future are likely to be similar to those seen in today's climate only shifted toward fluctuations around a higher average temperature. Forest carbon stocks and fluxes are highly dynamic following stand-clearing disturbances from severe fire and harvest and this presents a significant challenge for continental carbon budget assessments. In this work we use forest inventory data to parameterize a carbon cycle model to represent post-disturbance carbon trajectories of carbon pools and fluxes for specific forest types growing in high and low site productivity class settings. We then apply these trajectories to landscapes and regions based on forest age distributions derived from either the FIA data or from Landsat time series stacks (1985-2006) for 54 representative scenes throughout most of the conterminous …
