Financing Unemployment Insurance, Wayne Vroman, Stephen A. Woodbury

Upjohn Institute Working Papers

Following the Great Recession, most states’ unemployment insurance (UI) trust funds became insolvent, requiring the states to borrow from the U.S. Treasury to finance benefit payments. This article describes the basics of UI financing and reviews the origins of the financial crisis facing the federal-state UI system. It then examines the main components of the UI payroll tax—the taxable wage base and the experience-rated payroll tax—and considers how these might be modified to avoid future widespread insolvency. We conclude with some speculative remarks on the future of UI financing.

Judicial review cannot serve as an effective check on administrative action unless aggrieved applicants have a real way to access the courts to obtain relief. In an admirable, albeit belated move, significant amendments were made to the Singapore Rules of Court to remove the procedural strictures inherited from the pre-1977 UK system. The amendments allow an applicant to seek a declaration in addition to the traditional prerogative orders and recover damages within the same proceedings if the applicant can prove that he/she would have had a valid claim in a private law action. Judicial Inactivitism In Protecting Financial Consumer Against Predatory Sale Of Retail Structured Products: A Reflection From Retail Structured Notes Lawsuits In Taiwan, Chao-Hung Chen

This article analyzes 310 structured note lawsuits in Taiwan between 2000 and 2013 to examine courts’ attitude in dealing with claims of misselling retail structured notes. We find that courts were generally not favorable to retail investors. This provides a contrast with the financial regulator’s efforts to improve financial consumer protection since 2008. By examining plaintiffs’ key arguments and courts’ rulings, we find that it was difficult for investors to fulfill their burden of proof and courts were reluctant to award remedies when investors did sign on a contractual document confirming his knowledge on a few matters. Integrated behavioral health care (IBHC) is a model of mental health care service delivery that seeks to reduce stigma and service utilization barriers by embedding mental health professionals into the primary care team. This study explored whether IBHC service referrals, utilization, and outcomes were comparable for Latinos and non-Latino White primary care patients. Data for the current study were collected from 793 consecutive patients (63.8% Latino; M age = 29.02 years [SD = 17.96]; 35.1% under 18 years; 65.3% women; 54.3% uninsured) seen for behavioral health services in 2 primary care clinics during a 10.5 month period. This series of papers, Integrating Safety, Permanency and Well-Being in Child Welfare, describes how a more fully integrated and developmentally specific approach in child welfare could improve both child and system level outcomes. Protective behavioral strategies (PBS) are skills that can be used to reduce the of risk alcohol-related negative consequences. Studies have shown that, in general, PBS are related to less alcohol consumption and fewer negative consequences; however, other studies have suggested that not all types of PBS (e.g., stopping/limiting drinking [SLD], manner of drinking [MOD] and serious harm reduction [SHR]) are equally effective at reducing alcohol risk. In addition, few studies have explored the longitudinal relationships among PBS, alcohol use and consequences. Conclusion

The family group conference model is a useful tool for bringing together members of a family, a school, and a community to create a plan and offer support for students with chronic behavioral or mental health needs, as well as students who might otherwise be suspended or expelled for a variety of behavior serious incidents. It is an effective restorative practice for teaching offenders about the harm they caused (Bazemore & Umbreit, 2001). Interest Level Improves Learning But Does Not Moderate The Effects Of Interruptions: An Experiment Using Simultaneous Multitasking, Maureen A. Conard, Robert F. Marsh

It has become common practice for people to multitask with electronic devices in everyday situations. We examined the effects of interrupting participants with instant messages while they watched a video presentation in a situation that resembled commonplace events such as a business meeting, a training presentation, or a classroom lecture. We compared them to participants who were not interrupted. We also investigated how interest in the topics presented affected learning. Results showed that interruptions reduced learning, by a small but statistically significant margin, which is consistent with the findings of similar studies. Sanctions Under The Eu's Generalised System Of Preferences (Gsp): Coherence By Accident?, Clara Portela, Jan Orbie

This article investigates the relationship between the European Union's withdrawal of trade benefits for developing countries under the Generalised System of Preferences (GSP) and its sanctions under the Common Foreign and Security Policy (CFSP). Our expectation is that GSP withdrawals and CFSP sanctions will not cohere. However, our research reveals that GSP suspension has been coherent with CFSP sanctions when the latter exist prior to the decision-making process on GSP sanctions and when the International Labour Organisation has set up a Commission of Inquiry condemning the country, as with Myanmar/Burma and Belarus. On August 7, 2013, one juvenile was killed and 10 others were seriously injured when their truck crashed in Clay County, West Virginia. These juveniles, after drinking heavily, were investigating the Appalachian legend of the “Haunted Chimneys around Booger Hole”. The concept of legend tripping is at least as old as Mark Twain's The Adventures of Tom Sawyer, which contains several accounts of adolescents visiting allegedly haunted houses and caves said to be the “lairs of criminals”. This paper examines the extent and dangers of juvenile legend tripping across the United States. Many examples of cases will be given.

Direct Control Of Visual Perception With Phase-Specific Modulation Of Posterior Parietal Cortex, Andrew Jaegle, Tony Ro

We examined the causal relationship between the phase of alpha oscillations (9–12 Hz) and conscious visual perception using rhythmic TMS (rTMS) while simultaneously recording EEG activity. rTMS of posterior parietal cortex at an alpha frequency (10 Hz), but not occipital or sham rTMS, both entrained the phase of subsequent alpha oscillatory activity and produced a phase-dependent change on subsequent visual perception, with lower discrimination accuracy for targets presented at one phase of the alpha oscillatory waveform than for targets presented at the opposite phase. By extrinsically manipulating the phase of alpha before stimulus presentation, we provide direct evidence that the …

This thesis presents three studies that together explore the neurophysiological basis for the sensory processing and integration abnormalities that have been observed in autism spectrum disorder (ASD) since the disorder was first described over half a century ago. In designing these studies we seek to fill a hole that currently exists in the research community‟s knowledge of the neurodevelopment of basic multisensory integration -- both in children with autism and as well as in those with typical development. The extent to which emotional recognition is universal or culturally determined has far-ranging implications for the success of cross-cultural communication. Although strong evidence supporting the universality of emotion recognition across differing cultures has accumulated, there is also mounting support for an in-group advantage (Elfenbein & Ambady, 2002a), defined as the ease by which individuals recognize emotions displayed by members of their in-group group compared to out-group members.
