Center for Public Service Publications and Reports

Fairview, Troutdale and Wood Village, and all other Oregon cities, are responsible for providing their citizens with fire and emergency medical (EM) services. Rather than establish internal city fire departments, the Three Cities entered into an intergovernmental agreement (IGA) to purchase services from the City of Gresham in March 2006. These services include fire suppression, fire prevention, emergency medical services, and hazardous materials response (2005 Fire Service IGA). Under this IGA, the Three Cities collectively reimbursed Gresham $2.705 million for FEMS in 2012-2013. The current IGA will expire June 30, 2015, and the Three Cities are preparing to review their …

Literature Of Bushidō: Loyalty, Honorable Death, And The Evolution Of The Samurai Ideal, David A. Coldren

This essay will address the evolution of the samurai warrior code (bushido), concentrating on its depiction in several prominent works of Japanese literature from 1185 to 1989. This essay will argue that rather than a concrete set of principles, bushido was actually a malleable set of romanticized qualities supposedly possessed by the samurai that were repeatedly adapted to a changing Japanese society in order to maintain a national identity predicated on the warrior class. Beginning with the introduction of the samurai through the Tale of the Heike, this essay will then proceed to discuss the blatant romanticization …

The purpose of writing this project is to identify the influence globalization had in two most important parts of Yugoslavia: its formation as well as its fragmentation. The effects of this ongoing process range from direct intervention in the breakup of Yugoslavia to more indirect influence in its formation. This research strongly centers on previously established and well accepted theories of globalization to illustrate the consequences globalization had on Yugoslavia specifically. The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

The occurrence of interpersonal trauma is a reality for many women, with effects that often persist long after the traumatic events end. The purpose of this feminist grounded theory study was to examine how past trauma shaped the lives of women as they became new mothers. We recruited a purposive sample of 32 women from two Canadian communities and conducted semistructured, dialogic interviews during the second trimester of pregnancy. We analyzed data using thematic content analytic methods, including open coding whereby we read transcripts line by line and applied codes to portions of text that illustrated concepts or themes. Researchers have found that reading can be a wonderful source of stress release.

Migrants are the agents that link local economies through global flows of knowledge, trade, capital, and production. Since its 1946 independence, Syria has fielded a team for every summer Olympic competition except 1956, yet has won only three Olympic medals. In contrast with its smaller, higher-powered neighbor Lebanon, its participation at the Olympics has been consistent but limited, with the country making little impact internationally. Yet the history of Syria’s involvement with the Olympics reflects key elements of its political and social history: its ambitious but short-lived partnership with Egypt, the Baathist-supported promotion of women as athletes and head of the National Olympic Committee, and its commitment to participation in the vexed but ideologically important Pan-Arab Games. …

This is the result of a variety of factors, most notably recent legislative changes at national and international level and the subsequent high costs of accidents (including costs relating to litigation and compensation). Equity Commitment Under Uncertainty: A Hierarchical Model Of Real Option Entry Mode Choices, Luisa Blanco, Rossitza Wooster, W. Charles Sawyer

School of Public Policy Working Papers

We develop a real option hierarchical model of entry mode choice and test predictions using a sample of US companies in Latin America and the Caribbean between 1980 and 2005. Probit results indicate that the choice between a real option non-equity mode and equity commitment is influenced by previous acquisition experience, R&D and advertising intensities, and country risk. The choice of the more flexible real option JV mode over WOEs is positively related to greater firm size and market-to-book ratio in countries with better infrastructure. In contrast, greater marketing intensity and lower country risk encourage WOEs.

Severe weather impacts the lives of many people. Today's technology allows weather information to be distributed to the general public in many ways. However, it is not clear how people obtain information regarding severe weather, and how they make decisions based on the information. This study surveyed people in the Oklahoma City metroplex about their weather information–seeking and decision-making behaviors during the May 2013 tornado outbreaks. The preliminary results based on 124 survey responses show that people used and trusted television news most to obtain the severe weather information, followed by siren, weather radio, radio, looking at the sky, and …

Does crime respond to changes in the minimum wage? A growing body of empirical evidence indicates that increases in the minimum wage have a displacement effect on low-skilled workers. Economic reasoning provides the possibility that disemployment may cause youth to substitute from legal work to crime. However, there is also the countervailing effect of a higher wage raising the opportunity cost of crime for those who remain employed. We use the National Longitudinal Survey of Youth 1997 cohort to measure the effect of increases in the minimum wage on self-reported criminal activity and examine employment–crime substitution.
