Participatory Action Research employs social sciences research methods to develop actionable local knowledge. In seeking meaningful and inclusive ways of generating knowledge together in the workplace, Participatory Action Research practitioner–researchers combine action and reflection with theory and practice to improve local situations and enhance professional practices. Working with and for others, co-researchers evolve learning cycles that are practical and emergent, participatory and collaborative, emancipatory and democratic, and interpretive and local. One of the approaches gaining ground in policy design is the implementation of combinations of policy measures as policy packages with the aim of increasing efficiency and effectiveness of the designed policies. In this paper, we describe the recent advancements in the developments of a virtual environment for the exploration and analysis of policy packages. The virtual environment uses an agent-based modelling approach for the generation of different configurations of policy measures in the policy packages. The study reports an experiment that examines the availability of online reference services in libraries in Nigeria. 500 questionnaires were randomly distributed among Nigerian Library Association(NLA) conference attendees. The respondents were drawn from different types of libraries. A total of 311 questionnaires were usable, resulting in a 62 percent response rate. Data’s were analyzed using percentage cross tabulation. The majority of the participants in Nigeria indicated that they are not aware of the existence of Online Reference Services (ORS), yet the project has been in existence for years .The present study was conducted to address five research questions. In this article the authors introduce the Librarians’ Research Partnership (LRP), founded in 2013, at McGill and Concordia University Libraries. The Partnership was inspired by the Canadian Association of Research Libraries’ Librarians’ Research Institute (CARL LRI) which was attended by three of the authors in 2012 and is described here from the point of view of the participants. The authors touch upon the research culture at McGill and Concordia Libraries and discuss barriers and supports for research as prominent themes in the literature on the research role of Canadian academic librarians.
