On March 11th, 2000, two children who were playing in the neighborhoods of Mitrovica, Kosovo, got hurt by an “unexploded ordnance”. One of them died in the explosion, the other was severely injured. An inquire clarified that the ordnance was a “bomblet”, a part of a cluster bomb dropped during the 1999 NATO air campaign against the Federal Republic of Yugoslavia.

American Humanitarian Intervention: How National Interests, Domestic And International Factors, And 'Historical Milieu' Shape U.S. Intervention Policy, Grant Stegner

This paper examines why the US intervenes militarily in some humanitarian crises, but not in others. While US national interests at stake in humanitarian intervention scenarios initially guide policy formation, causal factors such as domestic and international influences, and 'historical milieu' create an 'operational environment' in which national interests and intervention policy evolve. These causal factors are then applied to the 1999 US-led NATO intervention in Kosovo, and the US' current non-intervention in Darfur. US humanitarian interventions and non-interventions form a broader, non-linear trajectory of engagements in which past precedents and experiences continually reshape subsequent intervention policy. This study investigated what determines successful transatlantic defense policy cooperation and how that cooperation can reduce the military capability gap between the United States and its European NATO allies. It examines the differing defense policies and defense capabilities between the United States and its European NATO allies. Several theories in International Relations were also used as a foundation for the argument that cooperation is needed. As both houses of the Russian parliament call upon President Medvedev to support Abkhazia and South Ossetia’s right to self determination, Russian military commanders would appear to be consolidating a so-called ‘buffer zone’ within Georgia proper. According to Moscow, a battalion of 272 Russian troops will occupy eight ‘forward’ positions up to 15km within Georgia proper along its borders with Abkhazia and South Ossetia. A further 250 Russian troops are set to be deployed to the rear of these positions to perform ‘logistics, engineering and support’ functions. This dissertation studies the interaction between international institutions and nation states. More specifically, it examines how the membership conditionality of the North Atlantic Treaty Organization (NATO) and the European Union (EU) was adopted by candidate states. It uses the Czech and Slovak accessions to NATO and the EU to argue that, in order to understand the external phenomenon of conditionality, we need to study its effects within states. Critical to this process is national leadership. National leaders determine whether and how conditionality is implemented.
