1030hrs: Captain [Name removed], the team leader, directed 2nd Sergeant [the Victim], a deminer, to move the UXO about 2 meters from its original place to a pit surrounded by two big rocks for demolition. The deminer was ordered to put a 75 gram TNT block and an electrical detonator at the tail part of the UXO. While the deminer was connecting the wire, the UXO burst into fire by its own and sprayed out flames towards him. The deminer sprang back by instinct to a hollow pit nearby for protection. He got burning injury on face, neck and hands. …

Reference work is neither an art nor a science. Its motivating virtue is an intellectual virtue, but the one most difficult to teach: what Aristotle called phronesis, which is usually translated as prudence or practical wisdom. Reference is a phronetic activity. The concept of "virtue ethics," and Aristotle's views on virtue are applied to library reference, and applied to being a reference librarian.

In the past few decades, several meta-analytic studies have attempted to answer the question: Is marriage education effective (Carroll & Doherty, 2003; Halford, Markman, Kline & Stanley, 2003; Reardon-Anderson, Stagner, Macomber, & Murray, 2004)? However, previous meta-analytic studies have been somewhat limited in their conclusions because they have reviewed a narrow portion of the marriage education spectrum (e.g. premarital education only, Carroll & Doherty, 2003), because they focused only on one particular program (e.g, Couples Communication, Butler & Wampler, 1999), because they failed to differentiate marital therapy from marital education programs (Reardon-Anderson et al., 2005), or because they excluded much …

This paper describes records management practice for personnel files at Delta State University Library, Abraka, Nigeria. Data were collected through interview and observation. Manual filling systems such as registers are used for staff records, and most files are too voluminous. There is a space constraint due to the lack of a retention and disposal schedule and the lack of a computer system. It is recommended that the staff responsible for the files undergo records management training programmes or that a diploma holder in records management with computer knowledge be employed, and that records should be computerized.

Academic Journal Prices In A Digital Age: A Two-Sided-Market Model, Mark J. Mccabe, Christopher M. Snyder

Digital-age technologies promise to revolutionize the market for academic journals as they have other media. We model journals as intermediaries linking authors with readers in a two-sided market. We use the model to study the division of fees between authors and readers under various market structures, ranging from monopoly to free entry. The results help explain why print journals traditionally obtained most of their revenue from subscription fees. The results raise the possibility that digitization may lead to a proliferation of online journals targeting various author types. Explaining Local Government Cooperation On Public Works: Evidence From Michigan, Kelly Leroux, Jered B. Carr

Working Group on Interlocal Services Cooperation

In recent years, analysts have begun to study cooperation on public services among local governments. These studies have often concluded that services with scale economies are likely candidates for shared service delivery. This article contributes to the emerging literature on this topic by examining interlocal service arrangements for ten public works services in Michigan. Despite the fact that public works exhibit substantial scale economies, many local governments do not cooperate on these services. Empirical studies of local government contracting suggest four groups of factors that may help explain why local governments opt to collaborate on public services: local economic factors, …

Federal Court Invalidates Initiative 300, J. David Aiken

On December 15, 2005, the U.S. District Court for Nebraska (Judge Camp) ruled that Article 12 Section 8 of the Nebraska Constitution (popularly known as Initiative 300) violated federal law. The court ruled that I300, which regulates corporate farming, violated the Interstate Commerce Clause and the Americans with Disabilities Act. On December 13, 2006, a three-judge panel of the Eighth Federal Circuit Court of Appeals upheld Judge Camp’s 2005 ruling that 300 violated the Interstate Commerce Clause. The state of Nebraska will appeal the circuit court’s decision to the United States Supreme Court.

Do Special Districts Act Alone?: Exploring The Relationship Between Flexible Boundaries And Intergovernmental Cooperation, Megan Mullin

Special districts have been seen as a formalized institution for promoting regional cooperation. They allow boundary design to the scale of public problems and may produce greater efficiency in the marketplace for local public goods. Many scholars also have highlighted the flexibility of special district boundaries once established, arguing that this flexibility allows for governance that is more adaptable to changing resource constraints and patterns of demand. While flexible boundaries might promote special districts’ ability to internalize spillovers while acting alone, it might impede more ad hoc forms of cooperation among localities. The United States currently provides a health care system that is neither efficient nor equitable. Despite outspending the world on health care, over three-fourths of developed countries produce better health outcomes (Auerbach et al., 2000). Simultaneously, the "Ecological School of Thought" has documented the large impact that social, economic, and environmental circumstances play in health outcomes. Unfortunately, these 'ecological" studies are frequently conducted without theoretical justification, and rely solely on a cross-sectional research design and a myriad of unrelated variables.
