In Nebraska, if I want to make a neighbor pay for part of a division fence, I can ask him or her to do so. If they refuse, for over a century I could have requested fence viewers to determine how much of the division fence each neighbor should pay for. Now if I want to do that I must go to court. I can also build the fence myself and assume full responsibility for the costs of construction and maintenance. This paper will evaluate cost overruns from a microeconomic perspective to determine their root causes. The specific variables that will be evaluated are: contract budget fluctuations, contract length, inflation, procurement budget fluctuation, research and development budget fluctuation, the technology readiness of the commodity, and industry concentration. These variables will be evaluated twice. The first evaluation will consist of a binary choice model to determine whether or not the dependent variables influence the likelihood of a cost overrun. Psychology's literature regarding fatherlessness is not only grim, mainly pointing out the negative consequences of fatherlessness, but it also does not provide much specific information about fatherless individuals' experiences. A pilot study revealed that fatherless individuals do not always suffer from the loss of their father and that they also have the ability to overcome the negative consequences commonly associated with father loss. Africa And The Global Carbon Cycle, Christopher A. Williams, Niall P. Hanan, Jason C. Neff, Robert J. Scholes, Joseph A. Berry, A. Scott Denning, David F. Baker
Geography
The African continent has a large and growing role in the global carbon cycle, with potentially important climate change implications. However, the sparse observation network in and around the African continent means that Africa is one of the weakest links in our understanding of the global carbon cycle. Here, we combine data from regional and global inventories as well as forward and inverse model analyses to appraise what is known about Africa's continental-scale carbon dynamics. With low fossil emissions and productivity that largely compensates respiration, land conversion is Africa's primary net carbon release, much of it through burning of forests. …

The purpose of this research was to find ways to improve the performance of a statistical machine translation system that translates text from Japanese to English. Methods included altering the training and test data by adding a prior linguistic knowledge, altering sentence structures, and looking for better ways to statistically alter the way words align between the two languages. In addition, methods for properly segmenting words in Japanese text through statistical methods were examined. Finally, experiments were conducted on Japanese speech to produce the best text transcription of the speech. The best statistical machine translation methods implemented resulted in improvements …

The purpose of this research was to identify how various social network centralities affect a person’s satisfaction level. Simple degree centrality has been utilized to specify an individual’s location in a network by measuring the number of direct links with other members in the organization (Brass & Burkhardt, 1992, 1993). This study examines how location in friendship, task, and avoidance networks affect an individual’s satisfaction with the group. To determine the relationship between social network centrality and work group satisfaction, a longitudinal field study was conducted on 440 active duty enlisted military members in a leadership development training course. Individual differences in child temperament have been associated with individual differences in language development. Similarly, relationships have been reported between early nonverbal social communication (joint attention) and both temperament and language. The present study examined whether individual differences in joint attention might mediate temperament-language relationships. Temperament, language, and joint attention were assessed in 51 21-month-olds. Results indicated an inverse relationship between aspects of temperamental difficulty, including low executive control and high negative affect, and language development. Temperamental aspects of negative affect were also inversely predictive of joint attention. However, the utility of a model in which joint attention mediates the …

The purpose of this presentation is to discuss a recent research project which seeks to offer an examination of the unique relationship between the traditional Ghanaian indigenous justice system and the established state-administered justice system. This is an overview of the interesting blend of indigenous practices (rooted in religious practices and strongly associated with spirituality and mysticism) and state (formal justice and governmental systems) in the Ghanaian justice system.
