This paper addresses the growing need for inculcating appropriate ethics within the computing curriculum by fostering the development of a societally-conscious ethical framework among our students to address the use of information technology vis-à-vis government, business and society. We propose a new integrated model based approach (IDEA) and suggest its adoption to encourage students on reflecting upon the social and ethical ramifications of technology, beyond the narrow, project focused tunnel vision that currently (subliminally) exists in many computing curricula, and in particular, in today’s profit-focused, consulting and contract-based software industry.

During the Cold War, the United States conducted over 1000 nuclear weapons tests. Of those, 928 took place at the Nevada Test Site (NTS). One hundred tests were in the atmosphere and 921 underground at the 1375 square mile site located 65 north of Las Vegas. Nevada Test Site Oral History Project (NTSOHP) researchers have conducted over 300 hours of interviews with individuals affiliated with and impacted by the NTS, documenting the diversity of experience among many communities of voices including: weapons scientists, test site officials, laborers, contractors and support personnel, the military, American Indians, communities downwind of the NTS, …

Beginning in 1953, radiation exposure and its effects became a hotly contested issue between the government, members of communities surrounding the Nevada Test Site (NTS), and researchers within the national scientific community. The Atomic Energy Commission (AEC), concerned about maintaining a continental testing facility and aware that atomic testing would impact communities surrounding the NTS, sent representatives to areas potentially affected by fallout to instruct and reassure the affected public. How government officials perceived neighboring communities and how these communities perceived these representatives of the government often determined public responses to the atomic testing program. Fundamentally different from Freudian ideas of Self which predicate much of global -- and mostly Western -- analysis of societal concerns and issues, there is a profoundly influential Asian alternative to the view of the Self. Ancient Sanskrit texts, such as the Upanishads, offer very different foci and explication of the idea of the Self, its relation to education and to each others in society, and the fundamental connection to Service-Learning. These ancient Sanskrit tests have also deeply influenced early Buddhist philosophy. In this paper, Prof. Sato reports on the activities they have done so far to develop not only service-learning curriculum, programmes, and activities in their own institution (International Christian University) but also networking and exchange of students among institutions in East Asia. In particular, Prof. Sato will report on a Service-Learning model programme at Dumaguete, the Philippines, in which forty students and faculty/staff from six institutions in Asia participated to learn to live and do communal services together with people form different cultural backgrounds. The idea of Multi-Cultural Symbiosis was emphasized in this S-L Model Programme.

Toward An Identity Theory Of International Organizations, Sungjoon Cho

Conventional international relations (IR) theorists, such as realists, neo-functionalists or regime theorists, view international organizations (IOs) as passive tools with which to achieve certain goals. Although an IO may facilitate inter-state cooperation and reduce transaction costs, it does not have a life of its own. Therefore, conventional IR theorists focus mostly on the creation of an IO and inter-state cooperation leading up to the creation. As a result, an IO's institutional change remains rather an “under-studied” and “under-theorized” issue in the conventional international relations (IR) framework.

Understanding Declining Mobility And Interhousehold Transfers Among East African Pasoralists, Marieke Huysentruyt, Christopher B. Barrett, John G. Mcpeak

We model interhousehold transfers between nomadic livestock herders as the state-dependent consequence of individuals' strategic interdependence resulting from the existence of multiple, opposing externalities. A public good security externality among individuals sharing a social (e.g., ethnic) identity in a potentially hostile environment creates incentives to band together. Self-interested interhousehold wealth transfers from wealthier herders to poorer ones may emerge endogenously within a limited wealth space as a means to motivate accompanying migration by the recipient. The distributional reach and size of the transfer are limited, however, by a resource appropriation externality related to the use of common property grazing lands. …

Responses To Weight Loss Treatment Among Obese Individuals With And Without Bed: A Matched-Study Meta-Analysis, Bruce E. Blaine, J. Rodman

The moderating influence of binge eating status on obese individuals’ responses to weight loss treatment was evaluated with a meta-analysis of 36 tests of weight loss treatment (n=792) that were matched to control key background variables. After controlling for pre-treatment weight, treatment produced more weight loss in samples of obese non- BED compared with obese BED participants. Weight loss treatment produced large posttreatment reductions in depression in both obese BED and non-BED samples. The results indicate that BED status moderated post-treatment weight loss among people in weight treatment programs. Obese BED (average weight loss= 1.3 kg) samples lost negligible weight …

Assessing The Effects Of Federal Pediatric Drug Safety Policies, Avi Dor, Taylor Burke, Ramona Whittington, Taylor Clark, Ruth Lopert, Sara J. Rosenbaum

This policy analysis examines the effectiveness of pediatric exclusivity, one of the policy approaches the federal government uses to promote drug safety for children. Federal policy in this area is highly complex, and provisions related to pediatric drug safety, including pediatric exclusivity, are set to expire in 2007. Following a policy overview, this analysis summarizes the impact of pediatric exclusivity and reports on the results of our effort to shed light on the economic value of pediatric exclusivity. The analysis concludes with a discussion of options for further promoting a safe environment for drug use in children.

One of the policy questions expected to receive considerable attention during the State Children's Health Insurance Program (SCHIP) reauthorization process is whether — and if so, under what circumstances — to permit states to use SCHIP funds to cover parents. In 2006, the average Medicaid income eligibility level for coverage of working parents stood at 65% of the federal poverty level, and 15 states and the District of Columbia set income eligibility levels for this group at 100 percent of the federal poverty level or higher.1 In 2005, 8 states used some portion of their SCHIP allotment funding, in combination …

Online Mental Health Treatment: Concerns And Considerations, Melissa Wells, Kimberly J. Mitchell, David Finkelhor, Kathryn Becker-Blease

Social Work

Concerns and considerations have emerged as mental health professionals contemplate the provision of mental health treatment over the Internet. This paper identifies perceptions of online mental health treatment among a national sample of 2,098 social workers, psychologists, and other professionals. These professionals were unlikely to provide online mental health treatment, although some used the Internet as an adjunct to clinical practice. They noted specific concerns related to the provision of mental health treatment online, including confidentiality of client information and liability issues. We explore these issues and discuss implications for professionals who provide mental health treatment.

I realized how difficult it is to describe what life is like for a child growing up in Africa when I was asked to make a presentation to two 6th grade classes. In the course of the presentation, I said, "Africa is not a country:' I had to smile to myself as I saw the shocked look on the face of a little girl sitting right in front of me. Her mouth dropped open and I knew that she thought I had made a very great error.

The Executive Order regarding Maine State Government as a Model Employer of people with disabilities was signed on February 24, 2006. The order included several action steps, including a survey of State employees to ascertain the prevalence of workers with disabilities in State employment.

Maine’s Bureau of Human Resources and the Commission on Disability and Employment were named to oversee this survey. The University of Southern Maine’s Muskie School of Public Service administered the survey and analyzed results. Jaaniste, Hayes, and von Baeyer contribute to the growing body of work on preparing children for medical events by describing an Information Provision Model to aid clinicians in developing effective preparatory tools. This commentary considers the contributions of this model, and extends several of the principal ideas in new directions. In doing so, particular attention is paid to investigating the meaning of the phrase “timely and appropriate” when used to describe optimal information provision. In addition, discussion of how the model relates to emerging understandings of coping processes on both neurological and behavioral levels is offered. Throughout, emphasis is placed …

In this study of Rachid Boudjedra’s La vie à l’endroit, I will show how the Algerian writer endeavours to put “en abyme” three types of madness (joyful, fatal, hallucinatory); these generate one another in a cause and effect relationship and distance themselves from the delirious discourse of his first novels in order to give an account of a period of terror which struck Algeria under the Muslim fundamentalist threat.
