As Secretary of Defense in Bush 41’s administration and as CEO of Haliburton, Dick Cheney was influential in the application of this idea to defense policy. Now as Vice President of the United States, he and his coterie of followers have taken the idea to a new level. According to Jeremy Scahill, the United States has reached a tipping point in waging the Iraq war, with dire consequences for defense policy, democratic accountability, and the global perception of who we are and what we stand for.

Poverty alleviation has become one of the main global agendas of the twenty first century, but the identification and targeting of the poor is facing fundamental problems due to the lack of required information. We utilize the micro-level estimation technique to estimate household expenditure for the census households using Nepalese household surveys, and estimate different measures of poverty and inequality at the national level as well as at the regional, districts and village levels, and for the different caste/ethnic groups. Our findings indicate that the reduction in poverty during 1995/96 — 2003/04 is not uniform across the villages of Nepal, …

Measuring change in cognitive status is essential for the diagnosis, prognosis, and treatment of brain dysfunction. Psychological abilities are differentially affected by brain dysfunction severity, as some abilities are more vulnerable to brain dysfunction than others. Neuropsychological assessments can be viewed as a continuum of "hold" and "don't hold" tests. "Hold" tests assess abilities that remain stable in spite of brain dysfunction, while "don't hold" tests measure skills that are significantly compromised by brain impairment. The present study ranks the Halstead-Reitan Battery (HRB) and the Wide Range Achievement Test (WRAT) subtests based on their ability to discriminate between two levels …

Research investigating the effectiveness of treatments for inmates with poor sleep quality appears minimal. Some difficulties related to poor sleep quality can be addressed effectively with little time and expense. Studies show that psychoeducational interventions are effective in reducing sleep complaints and improving sleep quality in a variety of populations including college students and adults. However, the effect of sleep hygiene interventions on inmate sleep complaints is unknown. Thus, the purpose of this study was to evaluate a psychoeducational intervention program aimed at improving prison inmate sleep habits, length, and quality.

Using Interviewer Observations To Improve Nonresponse Adjustments: Nes 2004, Andy Peytchev, Kristen Olson

Variables used in nonresponse adjustments are sometimes associated with the response outcome and sometimes with survey variables. Both associations are paramount to the reduction of nonresponse bias in survey estimates. We demonstrate that it is only when both are present that adjustments change the point estimate of the mean from the unadjusted mean. We also set out to test whether the relatively low associations commonly found in survey data are sufficient to achieve this goal. There are many such auxiliary variables that can be used for nonresponse adjustment. We demonstrate augmenting nonresponse adjustments in the 2004 National Election Study using …

Filming Eugenics: Teaching The History Of Eugenics Through Film, Melissa Ooten, Sarah Trembanis

Women, Gender and Sexuality Studies Faculty Publications

In teaching eugenics to undergraduate students and general public audiences, film should be considered as a provocative and fruitful medium that can generate important discussions about the intersections among eugenics, gender, class, race, and sexuality. This paper considers the use of two films, A Bill of Divorcement and The Lynchburg Story, as pedagogical tools for the history of eugenics. The authors provide background information on the films and suggestions for using the films to foster an active engagement with the historical eugenics movement.

We show that all the fundamental properties of competitive equilibrium in Marshall’s cardinal theory of value, as presented in Note XXI of the mathematical appendix to his Principles of Economics (1890), derive from the Strong Law of Demand. That is, existence, uniqueness, optimality, and global stability of equilibrium prices with respect to tatonnement price adjustment follow from the cyclical monotonicity of the market demand function in the Marshallian general equilibrium model.

We consider truthful implementation of the socially efficient allocation in a dynamic private value environment in which agents receive private information over time. We propose a suitable generalization of the Vickrey-Clarke-Groves mechanism, based on the marginal contribution of each agent. In the marginal contribution mechanism, the ex post incentive and ex post participations constraints are satisfied for all agents after all histories. It is the unique mechanism satisfying ex post incentive, ex post participation and efficient exit conditions. Recently, acoustics ecologists who study relationships among human beings, communities, and environments have been drawing attention to the potential adverse and pleasurable effects of aural surroundings on physical and behavioral responses. Such reactions to soundscapes are often unnoticed due to passive hearing versus active listening. Cities are often dismissed as loud areas with noisy and annoying soundscapes. However, some parks and gardens within cities are designed, at least in part, for calm and quiet.

Asset Mapping: Community Geography Project

Making community development as democratic as possible has long been a challenge for urban planners and municipalities alike. A number of obstacles stand in the way of greater community participation in the planning process and consequently communities who are best served by their design. Visual Preference Surveys (VPS) are a tool planners can use to increase participation in the design process within the communities they serve. This can result in community plans that more accurately reflect the wants or needs of its members. Public-private partnerships (PPPs) have been justified because they release public funds or save on distortionary taxes. However, the resources saved by a government that does not finance the upfront investment are offset by giving up future revenue flows to the concessionaire. If a PPP can be justified on efficiency grounds, the PPP contract that optimally balances demand risk, userfee distortions and the opportunity cost of public funds has a minimum revenue guarantee and a revenue cap. We consider an auction environment with interdependent values. Each bidder can learn her payoff type through costly information acquisition. We contrast the socially optimal decision to acquire information with the equilibrium solution in which each agent has to privately bear the cost of information acquisition. In the context of the generalized Vickrey-Clarke-Groves mechanism, we establish that the equilibrium level exceeds the socially optimal level of information with positive interdependence. The individual decisions to acquire information are strategic substitutes. The difference between the equilibrium and the efficient level of information acquisition is increasing in the interdependence of the bidders’ valuations and …

This paper considers inference for parameters defined by moment inequalities and equalities. The parameters need not be identified. For a specified class of test statistics, this paper establishes the uniform asymptotic validity of subsampling, m out of n bootstrap, and “plug-in asymptotic” tests and confidence intervals for such parameters. Establishing uniform asymptotic validity is crucial in moment inequality problems because the test statistics of interest have discontinuities in their pointwise asymptotic distributions. The size results are quite general because they hold without specifying the particular form of the moment conditions — only 2 + δ moments finite are required. The …
