Azerbaijan, Country Profile

The Journal of Conventional Weapons Destruction

From 1988 to 1994, Azerbaijan was engaged in an armed conflict with its neighbor Armenia and armed forces of the territory of Nagorno-Karabakh. A ceasefire was negotiated in 1994, but a peace agreement is still underway. During the conflict, both sides used landmines. Forces from both Armenia and the self-declared Republic of Nagorno-Karabakh currently occupy about 20 percent of land within Azerbaijan, making demining difficult in those areas.

On the border between the territory of Nagorno-Karabakh and Azerbaijan, gunfire can be heard on a daily basis. These occurrences, along with the presence of landmines and unexploded ordnance, are reminders of the long-standing tensions between the populations of the self-proclaimed Republic of Nagorno-Karabakh and the country of Azerbaijan.

Whatever the other consequences of the kinetic war between Israel and Hezbollah in the summer of 2006, it gave rise to a neologism now commonplace in the blogosphere. In the blog lexicon, fauxtography refers to visual images, especially news photographs, which convey a questionable (or outright false) sense of the events they seem to depict.i Apart from the clever word play evident in the term, it is shorthand for a serious criticism of photojournalism products, both the images and the associated text. The State Union of Serbia and Montenegro has faced many political and social difficulties since the dissolution of the Federal Republic of Yugoslavia. On 18 September 2003, the then-unified country of Serbia and Montenegro acceded to the Ottawa Convention, becoming a State Party on 1 March 2004. In June 2006, Montenegro declared independence from Serbia. Montenegro subsequently acceded to the Convention as a separate country; Serbia remained bound by the original agreement. Both Serbia and Montenegro are party to the Convention on Certain Conventional Weapons, having assumed the obligation of the Federal Republic of Yugoslavia. Though a ratification bill was …

Community & Political Participation Of Municipal Employees: An Analysis Of The Community And Political Participation Of Municipal Employees In The City Of London, Jennifer Harmer

This paper examines the types of community and political participation municipal employees favour and the effect of political activity regulations on participation based on a survey administered to public service employees in the City of London. The findings reveal that many municipal employees consider themselves to have a high amount of discretion in their duties and the commitment to public service transcends the workplace and translates into exceptional levels of participation in the community, but many are reluctant to engage in overt forms of political participation.

Differences In Population Growth: A Case Study Of Two Eastern Ontario Rural Municipalities, Beverly Kerby

This paper examines the possible explanations for significant population growth in rural areas using case studies of two municipalities in Eastern Ontario: Centre Hastings, which has experienced substantial population growth, and Stirling-Rawdon, which has not. Population statistics for each municipality are analyzed and related to the physical landscape, local economy, and local governments. The findings reveal that possible reasons for why the population of Centre Hastings has increased significantly include the building ban in Stirling, the concentration of services in Centre Hastings as a result of amalgamation, lower tax rates and unemployment rates, and the benefits associated with the geographical …

Municipal Capital Works Projects: An Analysis Of Scheduling Delays And Cost Escalations, Doug Mackay

This paper examines the primary reasons for the delays and cost overruns in municipal capital works projects in Ontario. Interviews with experts in municipal infrastructure projects – including employees from the municipal sector, the Ministry of the Environment, a conservation authority, and the Ministry of Transportation – were conducted. The findings reveal that there are numerous factors that have resulted in municipal capital works projects becoming increasingly difficult to deliver, but the primary factor was the introduction of the Environmental Assessment Act, which resulted in a lengthened schedule and added costs.

Attitudes Toward Public Health Funding: Results Of A Survey That Explored Differences In Support By Ontario Municipal Elected Officials For Local Public Health Programs, Elaine Reddick

This paper examines the reluctance of municipal officials towards public health funding in Ontario based on a survey that aimed to determine if there was a difference in attitudes towards the municipal funding of public health by type of program. The findings reveal that while the respondents exhibited strong overall support for government funding of both types of programs, municipal politicians in Ontario showed a significant preference for committing municipal funds to protection-type programs than for promotion-type programs.

Research has shown that democracies rarely, if ever, engage each other in war and are less likely to have militarized disputes than when interacting with authoritarian regimes. Economic sanctions are an alternative to militarized conflict viewed by the masses as more acceptable. The conflict-inhibiting effects of democratic norms and institutions are thus weakened with respect to the use of sanctions. This paper examines whether a country's decision to initiate sanctions is influenced by its regime type as well as that of the potential target. Particularisation Of Child Abuse Offences: Common Problems When Questioning Child Witnesses, Martine B. Powell, Kim P. Roberts, Belinda Guadagno

Prosecuting child abusers is often difficult due to lack of particularising details. Two possible ways of addressing this difficulty are: (a) to change the justice system to better serve prosecution for repeated offences (i.e., allow generic testimony), and (b) to bolster children's testimony. As this article has illustrated, there is still considerable potential for increasing (b). Given the low prosecution rates of child abuse offences, the need for exceptional interviewer training programs coupled with resources for ongoing supervision is now critical. Infertility And Life Satisfaction Among Women, Julia Mcquillan, Roselie Torres Stone, Arthur L. Greil

Using data from a random sample of 580 midwestern women, the authors explore the association between lifetime infertility and life satisfaction. Past research shows lower life satisfaction among those seeking help for infertility. The authors find no direct effects of lifetime infertility, regardless of perception of a problem, on life satisfaction; however, there are several conditional effects. Among women who have ever met the criteria for infertility and perceive a fertility problem, life satisfaction is significantly lower for non-mothers and those with higher internal medical locus of control, and the association is weaker for employed women. Pearl Harbor In Reverse: Moral Analogies In The Cuban Missile Crisis, Dominic Tierney

During the 1962 Cuban missile crisis, the argument that U.S. air strikes against Soviet missile sites in Cuba would be morally analogous to the Japanese surprise attack on Pearl Harbor in 1941 had a major impact on policymaking. The invocation of this analogy contributed to President John F. Kennedy's decision to forgo an immediate attack on the missiles and to start instead with a naval blockade of the island. The "Pearl Harbor in reverse" argument is an example of an important phenomenon that has received little attention in foreign policy analysis—the moral analogy.
