Regional Governance Institutions And Interlocal Cooperation For Service Delivery, Sung-Wook Kwon

Working Group on Interlocal Services Cooperation

Fragmentation of authority defines a first-order problem by creating economies of scale and positive and negative externalities in the provision of local public services. Resolving first-order problems leads to the second-order collective action problem of developing regional institutions that alter the first-order problem in a manner that improves joint outcomes. This paper investigates how regional councils of governments facilitate service cooperation by reducing transaction costs in interlocal service contracting. I focus on the role of the regional governance organizations, the characteristics of services, and political institutions while controlling for service markets and community characteristics. On the 5th July 2007 at 1228hrs, two [International commercial demining agency] BAC searchers were involved in an accident, which was caused by an uncontrolled detonation of an M77 sub-munitions. The research question that forms the basis of this dissertation is: "What characteristics do members of Global Civil Society define as critical to the successful functioning of coalition processes designed to generate specific policy positions?" The dissertation's objective is to develop a canon of knowledge about these critical characteristics.

The relative lack of research on the question of the internal organization and operations of GCS coalitions necessitated the use of inductive methodology. Gender Differences & The Effect Of Promotional Techniques On Fan Attendance At Mlb Games During A Losing Season, Melanie Mount

Theses and Dissertations

The thesis' purposes were to (a) determine what promotional techniques engender ticket sales during a MLB team's losing season and (b) discover gender differences associated with promotions and game attendance. All losing teams of the 2006 season were analyzed, 16 total.

Promotional schedules, interviews with MLB promotions practitioners and gender focus panels provided the primary research for this study. The quantitative data from content analyzing promotional schedules were charted by how often promotions were offered and ranked by attendance popularity. Qualitative data gathered from interviews and focus panels provided detailed insight into promotional development, targeted audiences and gender preferences.

Slaughter and Slaughtering Practices Collection

Adrenergic activation and hormone release preslaughter is an inevitable outcome of the systems used to move cattle to slaughter. The aim of this experiment was to investigate the effects of acute preslaughter stress in beef cattle on postmortem muscle metabolism and the meat quality, including consumer-assessed eating quality. Eighty-four cattle were used on three separate days, with ‘mobs’ of four cattle allocated to either a ‘control’ (no electric goads used preslaughter) or a ‘stress’ (six prods given with an electric goad over 5–10 min) treatment at 15 min preslaughter. Cattle undergoing the ‘stress’ treatment had higher plasma lactate at slaughter. …

These items were located by the local land owner (woman) while harvesting her wheat crop. They were located in an area immediately adjacent to her house (within the task site) which had been reported as cleared by [International commercial company] sub-surface. The items were located on the surface. The owner reported the find to [International commercial company] completions team during and internal completion QA.

Transitions Into And Out Of The Wic Program: A Cause For Concern?, Alison Jacknowitz, Laura Tiehen

University of Kentucky Center for Poverty Research Discussion Paper Series

Despite the health benefits of participation in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), many eligible households do not participate in WIC during pregnancy and others exit WIC after a child turns one year old. This research uses the first two waves of the Early Childhood Longitudinal Study-Birth Cohort (ECLS-B) to advance our understanding of these transitions into and out of WIC. Findings suggest that those who exhibit better economic health across a variety of dimensions are more likely to delay entry into the program or exit after a child turns one year of age.

Present-day advocates of an ownership society (OS) do not seem to have noticed the means we have already employed to become an OS where homes and human capital (higher education) are concerned. Nor do they appear to have considered whether these same means - which amount to publicly enhanced private credit markets - might be employed to spread shares in business firms, with a view to completing our OS. This paper aims to examine the influence of private corporations in the tripartite structure of the International Telecommunications Union (ITU): Telecommunications Standardization, Radiocommunication, and Telecommunications Development. The paper finds that, in the standardization sector, power has been effectively transferred from nation states to the private corporate sector since the approval process now enables standards to be approved by members of the study group that developed them, which is essentially the private sector. In the radiocommunication sector, the private sector continues to conduct much of the requisite technical work, but national governments are ultimately the decision makers and, further, it is …
