Our goal in this paper is to provide enough of an account of the origins of cognitive ethology and the controversy surrounding it to help ethicists to gauge for themselves how to balance skepticism and credulity about animal minds when communicating with scientists. We believe that ethicists’ arguments would benefit from better understanding of the historical roots of ongoing controversies. It is not appropriate to treat some widely reported results in animal cognition as if their interpretations are a matter of scientific consensus. Sports And The Law: Using Court Cases To Teach Sports Economics, Victor Matheson

Economics Department Working Papers

The purpose of this paper is two-fold. First, it lays forth a rationale for the use of court cases in teaching a sports economics class. Second, it provides an overview of the most important cases related to sports economics. Court classes allow students to develop critical reading and reasoning skills while allowing the instructor to present readings outside the standard textbook that are accessible to most undergraduates. A sports economics course with a focus on legal issues also broadens the course to fit better within a liberal arts education rather than being a narrow speciality field.

The Impact Of Wetlands Rules On The Prices Of Regulated And Proximate Houses: A Case Study, Katherine Kiel

Federal, state and local wetlands protection laws that restrict landowners’ ability to develop their properties in certain ways could decrease the value of the affected properties. However, the regulations could also give benefits to nearby neighbors who no longer need worry about increased development in their area. Given that some properties may decline in value, while others increase, the impact on individual properties must be determined empirically. This study uses a data set from Newton, Massachusetts to examine the impact of wetlands laws on the regulated properties, as well as on proximate properties. Looking at house sales data from 1988 …

A more holistic view of the current situation surrounding image access is needed. Much of the research into content representation of images appears not to recognize a number of basic issues underlying the difficulty in achieving satisfactory results in this area. Beyond the lack of institutional support typically seen in collections of printed matter, visual materials have not received the level of intellectual research needed to develop the theoretical bases behind their access. • New residents bring many assets to the Panhandle region: high levels of education, children, professional occupation skills, entrepreneurial backgrounds, and volunteer and community leadership experience.

• New residents come from many different locations, arriving from 38 different states.

• Most new residents come from other parts of Nebraska or from the adjacent states of Colorado, Wyoming, South Dakota and Kansas.

• The majority of new residents moved to the Panhandle from a metropolitan county.

• While one quarter of new residents moved to the Panhandle alone, most brought either a spouse/partner or children with them.

• New residents rated the high cost of living and urban congestion as the top reasons for leaving their previous community.

• The top rated reasons newcomers move to their current communities involve community quality of life amenities: to find a simpler pace of life, to find a less congested place to live, and to be closer to relatives. Other reasons for moving to the Panhandle include the decreased cost of living, the quality of the natural environment and to find a higher paying job.

IPED Technical Reports

The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso (UTEP) was contracted by the UTEP School of Nursing to conduct an interest survey for a possible Licensed Vocational Nurse (LVN) to Bachelor of Science in Nursing (BSN) program. Respondents were asked directly if they were interested in participating in such a program. The goal of this research is to assess the interest of LVNs in participating in a program that would provide them with the opportunity to earn their BSN.

Corruption In Bank Lending To Firms : Do Competition And Information Sharing Matter?, James R. Barth, Chen Lin, Ping Lin, Frank M. Song

Building on the important study by Beck, Demirguc-Kunt and Levine (2006), we examine the effects of borrower and lender competition and information sharing νia credit registries/bureaus on corruption in bank lending. Using the unique World Bank dataset of the World Business Environment Survey (WBES) covering 58 countries and information on credit registries/bureaus and bank regulation assembled by other scholars, we find (1) strong evidence that banking competition reduces lending corruption and (2) the first and robust evidence that information sharing among banks (especially via private bureaus) contributes to reducing corruption in bank lending. A model is developed explaining many common historical sequences: inter alia, the rise and fall of empires, expansion or contraction in the geographic size of nations, wars of secession, non-contested secessions, and growth of supra-national unions. The basic unit of analysis is a transaction in international (or national) law that verifies and legitimizes transformations from one organizational entity to another. Decision-makers for national, or super-national entities as well as those at sub-levels are assumed to be welfare maximizers under cost constraints. Potential secessionists face dispute costs, and decision-makers for the higher-level entity incur persuasion costs. Both costs may include military …
