When the nation goes to war, all Americans are expected to make sacrifices. Today's rural Americans, however, have fewer job opportunities within their communities, and are joining the military at higher rates. In turn, rural communities are facing military losses in disproportionate numbers to their urban counterparts.

The Constitution grants Congress the power to regulate the jurisdiction of the federal courts. Congress has sought to exercise this power throughout its history, especially when the courts have issued a decision or series of decisions that are very unpopular. The precise nature of Congress' authority in this area is controversial and scholars have proposed many criteria and theories to delineate the legislative and judicial branches' respective powers. This study, examining the number of times Congress has categorically denied the courts' jurisdiction over a defined set of cases between 1988 and 2004, finds that Congress has denied jurisdiction 166 times. …

This 1988 documentary explores Zabelka’s trips to Hiroshima and Nagasaki, Japan to ask for forgiveness for these terrible crimes. The film included footage of the Pantex Nuclear Bomb plant in Amarillo, Texas, that is producing 5-8 mega bombs per day and transporting 180 bombs every three months for the Trident subs. The film also showed how we knowingly napalmed Dresden. Napalm is immoral and we knew it meant death for all civilians, yet we did it. Without repentance for these actions, there …

In the mid-1990s, the policy debate within the WTO focused on whether regional trade agreements (RTAs) were building blocks or stumbling blocks for the WTO system, essentially questioning whether regionalism was appropriate at all from an economic policy perspective. Given the proliferation of RTAs since that time and the inability to roll back the clock, that policy debate has been replaced by a search for strengthened constraints on RTA activity that might ensure it complements the WTO system. Three major controversies within many existing RTAs are the exclusion of agriculture from coverage, complex and restrictive rules of origin, and varied …

Organization Management Journal

The growing emphasis on improving performance in business school programs relies on a continuous improvement model designed for manufacturing and business service organizations. However, the complexity of learning assessment and the lack of expertise in learning processes suggests that change is needed to adapt this model for application in higher education. We propose integrating a research basis into the current continuous improvement model that will result in educational and instructional processes shaped by scientific research. Issues associated with implementation are discussed.

As a graduate student attempting to integrate feminist principles into my academic endeavors, I eagerly entered the research field to examine how women business owners who feel a conflict between feminism and capitalism enact their everyday lives. This exercise demonstrates the essence and value of scenario planning and enables students to experience the process of planning in volatile environments. Policymakers’ biases about whether a health condition is self-inflicted, as well as their perceptions about whether treatments are truly effective, play a major role—often unstated—in the allocation of resources.

Disparities in healthcare represent a failure in the equity domain of quality. Although disparities have been well documented, little has been written about how hospitals might use improved data collection and quality improvement techniques to eliminate disparities. This article describes early findings from the planning phase of the first hospital-based disparities collaborative. The authors also discuss the changes in policy and practice that may speed hospitals in placing disparities and equity on their quality agendas.

A legal analysis released by The George Washington University School of Public Health and Health Services and the Robert Wood Johnson Foundation affirms the legality under federal and state law of physician ranking systems used by health plan provider networks. This analysis examines seven types of possible legal allegations against physicians tiering, concluding how the approach is undertaken plays a significant role in determining legal backlash.

The new IEA International Civic and Citizenship Education Study (ICCS) will investigate the extent to which young people are prepared to undertake their roles as citizens across a range of countries. ICCS will survey 13-to-14-year old students in over 30 countries in the year 2009. The ICCS outcome data will be obtained from representative samples of students in their eighth year of schooling and context data from the students, their schools and teachers. ICCS is the third international IEA study in this area and it is explicitly linked through common questions to the IEA Civic Education Study (CIVED) which was …

This report shows decennial census counts and annual estimates of the population for Nebraska and its counties and cities. Demographic patterns and trends, including changes in the components of population change, are illustrated. An evaluation of where we have been demographically over time may show us where we are headed as a state. It is important to see how changes have been occurring at both the local and statewide level.
