The Anchor: 2007

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

How do people explain their behavior in socially unacceptable political situations? Exploring this question will give us insight into how the public responds to and frames collective decisions regarding controversial topics. We analyze accounts of the outcomes of racially sensitive statewide referenda in two states to understand the public responses to such political predicaments. Distinguishing four broad categories of these accounts—denials, justifications, excuses, and confessions—we find some clear-cut differences in their use between proponents and opponents of the ballot measures. These results have implications for political thought and dialogue regarding politically-sensitive issues and other heated policy issues. We also discuss …

The discovery in December 2003 of a Bovine Spongiform Encephalopathy (BSE) case in the state of Washington led to an import-ban on U.S. beef by more than forty countries, including Japan, South Korea, Mexico and Canada. These four countries are the most lucrative destinations for U.S. beef exports, accounting for more than 90 percent of the total value. In 2004, U.S. beef exports were at 17 percent of their level in 2003, with Japan and South Korea imposing a virtually total ban, while, except for a brief time, Canada and Mexico leaving their borders partially open. In this article, we explore whether African-American state legislators have been able to translate election to office into positions of power, particularly as committee chairs. Methods. We cull data from all state legislative chambers that contained a black legislator during two time periods, 1989 and 1999. In doing so, we compare the observed numbers of African-American chairs with their expected numbers. We also examine each state’s percentage of black chairs using multiple regression to determine what factors—political, partisan, institutional, cultural— influence the selection of black committee chairs. Results. Overall, our descriptive analysis reveals that blacks are underrepresented as chairs. They …

In the 2004 tax year, tax filers claimed almost $40 billion through the Earned Income Tax Credit (EITC), making the EITC one of the largest federal programs that provides cash supports to low-income working families in the United States. The EITC is especially important to rural families throughout the United States. Among poor and near-poor families, those in rural areas are more likely to be working, and they are more likely to be working in low-wage jobs.

Employment Rates Higher Among Rural Mothers Than Urban Mothers, Kristin Smith

As men's jobs in traditional rural industries, such as agriculture, natural resource extraction, and manufacturing disappear due to restructuring of rural labor markets, the survival of the family increasingly depends on women's waged labor. Rural mothers with children under age 6 have higher employment rates than their urban counterparts but have higher poverty rates, lower wages, and lower family income, placing rural mothers and their children in a more economically vulnerable situation than urban mothers.
