Devolution Or Downloading: The Financial And Service Effects Of Local Services Realignment On Ontario Ambulance Services, John Prno

This paper examines the devolution of ambulance services in Ontario from provincial to municipal control to determine whether it has resulted in a more efficient, accountable, less costly, and simplified process. Data from a sample of municipalities in the province is analyzed in an attempt to determine differences in cost and service levels between municipalities that choose to contract ambulance services and those that decide to deliver ambulance services themselves. The findings reveal that although ambulance services in Ontario have been historically under-resourced and have experienced increased service levels, the cost of providing the service has almost doubled since devolution …

The purpose of this dissertation was to compare superintendents' perceptions of their reasons for implementing full day kindergarten in their schools based on twenty-seven literature based elements relative to corporation location, size, and socio-economic status. These twenty-seven elements of full day kindergarten were clustered into three independent categories: student learner benefit, social adjustment benefit, and school corporation community benefit. The population for this study was the 115 Indiana Public School Superintendents that implement full day kindergarten in their schools. The resource management problem for the Middle Platte ecosystem is the insufficient water available to meet both instream ecological demands and out-of-stream economic needs. This problem of multiple interest groups competing for a limited resource is compounded by sharp disagreement in the scientific community over endangered species’ needs for instream flows. In this study, game theory was used to address one dimension of this resource management problem. A sequential auction with repeated bidding was used to determine how much instream flow water each of three states – Colorado, Nebraska, and Wyoming – will provide and at what price. The results …

The majority of peer relations research focuses on the short and long term effects of childhood peer rejection and aggression for development. The importance of social competence and more specifically, its long term effects on development have not been as thoroughly examined within the peer research. In this 20 year follow-up investigation, preadolescent social competence, peer rejection, and aggression scores were used to predict adult measures of dyadic adjustment, family environment, and family expressiveness. In addition, both preadolescent peer relation scores and concurrent adult dyadic and family scores were used to predict offspring emotion regulation abilities, internalizing and externalizing symptomatology, …

Adolescents At Work: Gender Issues And Sexual Harassment, Susan Fineran Phd, Licsw

This study by Dr. Susan Fineran, Professor Emerita, University of Southern Maine, describes adolescents' experiences with sexual harassment while working part-time and attending high school. In a sample of 712 high school students, 35% of the 332 students who work part-time report experiencing sexual harassment (63% girls, 37% boys). Results revealed that there are differences in the experience of sexual harassment by gender, work relationship, and emotional reaction. Students experienced harassment from supervisors (19%), coworkers (61%), and unidentified others at work (18%). Girls reported being significantly more upset and threatened by the sexual harassment they experienced at work than boys …

The ability of the former voluntary price reporting system to generate market transparency in U.S. livestock markets was called into question by producer groups and academic research prior to the new federal system of mandatory price reporting being implemented. This study was conducted in order to compare two phonics-based approaches to teaching reading. The two approaches were Reading Mastery (SRA Macmillan/McGraw-Hill, 1995) and Word Study (Bear et al. 1996). While Reading Mastery has been compared to other reading methods to examine the effectiveness of instruction with reading achievement measures, there are no studies that compare Word Study to other methods of reading instruction. The purpose of the present study was to compare Reading Mastery and Word Study instruction groups in terms of reading achievement scores. Foster parents in nontraditional foster care programs receive more extensive, ongoing training and support than foster parents in traditional foster care programs. This study examined whether differences exist in the levels of perceived parenting stress, satisfaction, and efficacy among traditional and nontraditional foster parents. Twenty-four foster parents completed the Parenting Stress Index (PSI) and the Parenting Sense of Competence scale (PSOC). Nontraditional foster parents reported higher levels of overall parenting stress and lower levels of foster parent role satisfaction than did traditional foster parents. However, response profiles indicated that nontraditional foster parents had children with more emotional and behavioral problems …

To determine the tolerance levels of public displays of affection between males, females, Hispanics, and White Non-Hispanics (Whites), a total of 152 participants completed the Attitudes Toward Public Displays of Affection Inventory. While the hypothesis that males would be significantly more tolerant than females of observing public displays of affection was statistically supported for certain settings and certain levels of affection, overall, results may not be clinically meaningful. The second hypothesis, that there would be a significant difference between Hispanics and Whites and their tolerance levels for watching public displays of affection, was not supported. Previous research has found a correlation between death anxiety and self esteem. Researchers have found that both self-esteem and death anxiety play a significant role in an individual's behavior.

The purpose of this study was to investigate a correlation, if any, between death anxiety and self esteem using death related scenarios. It was hypothesized the high death anxiety groups will have lower self-esteem than the low death anxiety group, and that the low self-esteem group will have higher death anxiety than the high self-esteem group.

Stock market price/earnings ratios should be influenced by demography. Since demography is predictable, stock returns should be as well. We provide a simple stochastic OLG model with a cyclical structure that generates cyclical P/E ratios. We calibrate the model to roughly fit the cyclical features of historical P/E ratios.

This paper examines the attitudes of local television news assignment editors toward ethics in the newsroom. A large majority of producers say newsrooms should have a code of ethics or discussions of ethics, that ethics should not change with the story and that newsroom ethics are being eroded by pressure to get ratings. It goes on to compare these attitudes with those of news producers from an earlier survey. Assignment editors also ranked how often discussion of certain ethical situations take place in the newsroom.

This paper determines coverage probability errors of both delta method and parametric bootstrap confidence intervals (CIs) for the covariance parameters of stationary long-memory Gaussian time series. CIs for the long-memory parameter d 0 are included. The results establish that the bootstrap provides higher-order improvements over the delta method. Analogous results are given for tests. The CIs and tests are based on one or other of two approximate maximum likelihood estimators. The first estimator solves the first-order conditions with respect to the covariance parameters of a “plug-in” log-likelihood function that has the unknown mean replaced by the sample mean. We consider the provision of venture capital in a dynamic model with multiple research stages, where time and investment needed to meet each benchmark are unknown. The allocation of funds is subject moral hazard. The optimal contract provides for incentive payments linked to attaining the next benchmark, which must be increasing in the funding horizon of each stage. Benchmarking reduces agency costs, directly by shortening the agent’s guaranteed funding horizon, and indirectly via an implicit incentive effect of information rents in future financing rounds. Given the high rates of alcohol use and abuse among adolescents in our society, it is not surprising that drinking and driving is also relatively common. This paper starts with a summary of national statistics, which is followed by a critical review of previous interventions. The purpose of this project was to attempt to find an effective drinking and driving intervention for high school students which was relatively inexpensive, less time intensive than past interventions and required little or no training for the facilitator to present. Hormonal fluctuations associated with pregnancy and post partum periods create significant changes in the brain and behavior in female rats. Animals were tested in a land version of the Morris Water maze for three days at 6, 12, 18 and 24 months. At the ages of 12, 18, and 24 months animals were also tested in the same maze using a reversal task. At the conclusion of the study brains were analyzed for Amyloid Precursor Protein (APP) to determine the amount of neurodegeneration among the groups.
