A History Of Revenue Forecasts, Mark Rider

Feenberg et al. (1989) apply a simple regression-based method to test the rationality of state revenue forecasts. Using the same regression-based methodology, we test the rationality of federal revenue forecasts for fiscal year 1802 through 2001. We find that Treasury forecasts of federal revenues satisfy the conditions of weak rationality.

This study is interested in the relationship of acculturation to performance on verbal learning tasks. The hypotheses of the study are that as acculturation to Anglo American culture approaches assimilation, total recall scores on the California Verbal Learning Test-II (CVLT-II) will increase and performance on a nonsense word task will not significantly correlate with acculturation level. A review of the literature on acculturation and test bias in Hispanic populations is followed by research on bilingual performance on memory tasks. Three Surveys On Adult Esol Pronunciation: Teachers, Students, Textbooks, Hortensia Louro Bernal

This study used three instruments to examine the current state of the teaching of ESOL pronunciation. These instruments included a survey of 62 teachers, another survey of 508 ESOL students, and a comparative study of ten pronunciation textbooks in widespread use since 1990. The purpose of the study was to characterize the teaching of pronunciation at present through the voices of the teachers, the opinions of the students, and the content of the textbooks. In the past twenty years, higher education has been criticized for what is perceived to be a failure to create better citizens. As a result of this criticism, a variety of pedagogical and curricula innovations have been attempted. One of these innovations is service learning, a form of experiential learning, which engages students in activities that combine fulfillment of community needs and opportunities for promotion of student learning and development (Kendall, 1990). This study will show how encouraging students to write toward democracy could help them to become better writers and citizens. Service-learning can help students learn to write through active inquiry, collaboration with different discourse communities, and consideration of their roles as citizens. However, service-learning must meet three challenges in order to be successful.

First, I will argue that freshman composition's subordinate status as a service course to the university can inhibit a pedagogy of service-learning. Even though service-learning may be a useful term to name this pedagogy, I propose that we find a different name in order to emphasize student …

The Population Council in collaboration with CARE India has been conducting an operations research (OR) study to investigate the impact of adding a livelihoods component to the Action for Slum Dwellers' Reproductive Health, Allahabad (ASRHA) Project in Uttar Pradesh run by CARE India. The ASRHA Project selected peer educators from the slums and trained them in providing reproductive health (RH) information, communication skills, and group formation techniques. After the peer educators completed training, they conducted group sessions about livelihoods and savings. RH sessions were held alongside vocational counseling sessions. Population Council staff provided vocational training courses, both in the slums …

Female genital cutting (FGC) is practiced as a rite of passage in over half of Kenya’s districts. Kenyan nongovernmental agency Maendeleo Ya Wanawake (MYWO) has long conducted community sensitization focused on discouraging this practice. In 1996, MYWO began implementing the “alternative rite” (AR) intervention in sensitized communities. Girls participating in AR receive family life education in seclusion, followed by a public graduation ceremony recognizing them as adults. They are not cut as part of the ceremony. In 2000, the Population Council carried out an assessment of the AR program that sought to identify the impact of MYWO’s activities on knowledge …

Concurrent Activation Of High- And Low-Level Production Processes In Written Composition, Thierry Olive, Ronald Thomas Kellogg

Writing a text requires the coordination of multiple high-level composition processes in working memory, including planning, language generation, and reviewing, in addition to low-level motor transcription. Here, interference in reaction time (RT) for detecting auditory probes was used to measure the attentional demands of (1) copying in longhand a prepared text (transcription), (2) composing a text and pausing handwriting for longer than 250 msec (composition), and (3) composing and currently handwriting (transcription + composition). Greater interference in the transcription + composition condition than in the transcription condition implies that high-level processes are activated concurrently with motor execution, resulting in higher …

Every type of library will inevitably have problem patrons, but this article focuses
mainly on public and academic libraries. As the times have changed, so has the magnitude of the problem patrons. Problems of the past seem irrelevant compared to some of the problems we are currently facing. Discussed in this article are particular types of problem behavior, including, but not limited to anger, harassment of staff, and homelessness. The types of each category include examples to illustrate each concern, and possible remedies.

Librarians from the Florida Distance Learning Reference and Referral Center, a statewide reference service, Central Michigan University, a public university, and Springfield College, a private college, discuss the issues surrounding the provision of library services to distance learners. The panel shares the challenges and success of serving a distant clientele within their different institutional settings.

Gouldner's Tragic Vision, James Chriss

Classical literature, specifically ancient Greek philosophy and especially the study of Greek tragedy, is helpful in tracing out and understanding the transitions Alvin Gouldner made during his career as a sociologist. This article argues that a latent tragic orientation or vision existed during Gouldner's early career as a standout in the field of industrial sociology and that this tragic vision became manifest around 1962 as Gouldner was developing more and more strident denunciations of establishment sociology. This case study of Gouldner's career teaches a valuable lesson about the importance of the tragic vision in helping sociologists to understand the limitations …

Five years ago, very few people would have believed that it was possible to end homelessness for the most marginalized Americans. Today, the idea that we can end the cycle of homelessness and institutionalization for vulnerable Americans is so mainstream that the Bush administration declared in its 2003 budget proposal that it considers “ending chronic homelessness in the next decade a top objective.” The key to this turnaround in thinking is supportive housing, an approach that is both smart and compassionate” according to a recent editorial in the New York Times. The Brownfields One Stop Shop (BOSS) is the culmination of a process created over a year ago that brought together several federal and local public agencies to address the complexities of applying resources to support brownfields redevelopment. The idea was originally developed by the United States Environmental Protection Agency’s Region 5 brownfields Project Manager, Edwin Smith, and by the United States Department of Housing and Urban Development’s Cleveland Office Community Builder, Paul Diegelman. A computerized procedure for assessing body image, called the Body Morph Assessment Version 2.0 (BMA 2.0), was developed to serve as reliable and valid measure of body image. The BMA 2.0 is an extention of an earlier prototype called the Body Morph Assessment (BMA; Stewart, Williamson, Smeets, & Greenway, 2000). Although flexible in its uses, the BMA 2.0 targets the measurement of body image in people ranging in body size from very thin to very obese.
