While these circumstances sound no alarms, all involve elements of risk. The welcome gift of the house, later discovered to be contaminated with mold, will involve a costly clean up. A revised curriculum cannot guarantee that the changes will yield the expected results. The construction of a new building has significant implications for maintenance of the physical plant. Many rural communities have experienced population declines during the past several decades. However, rural communities have also been typically viewed as having many positive characteristics. So, what do rural Nebraskans look for in a community? What characteristics are present in their current community? How do they perceive rural Nebraska as a whole? Do their perceptions differ by the size of their community or their age?

Savings And Credit For U.S. Microenterprises : Integrating Individual Development Accounts And Loans For Microenterprise, Caroline E. Glackin, Eliza G. Mahony

This paper provides a framework for the integration of two asset-building instruments, Individual Development Accounts (IDAs) and loans for microenterprise. Initially, it provides an overview of the emergence of the asset-based approach to poverty alleviation in the U.S. context and the evolution of IDAs and microenterprise development (MED). Then, it evaluates the potential role of IDAs in reducing risk using conventional lending criteria. The paper summarizes the findings of initial research on integrated programs and highlights four case studies. Finally, the paper provides some preliminary observations regarding potential benefits and challenges of the integrated approach and proposes an agenda for …

Risk Aversion And Stock Prices, Ray C. Fair

Cowles Foundation Discussion Papers

This paper uses data on companies that have been in the S&P 500 index since 1957 to examine whether risk aversion has decreased since 1995. The evidence suggests that it has not. There is no evidence that more risky companies have had larger increases in their price-earnings ratios since 1995 than less risky companies.

College Football Rankings And Market Efficiency, Ray C. Fair, John F. Oster

Cowles Foundation Discussion Papers

The results in this paper show that various college football ranking systems have useful independent information for predicting the outcomes of games. Optimal weights for the systems are estimated, and the use of these weights produces a predictive system that is more accurate than any of the individual systems. The results also provide a fairly precise estimate of the size of the home field advantage. These results may be of interest to the Bowl Championship Series in choosing which teams to play in the national championship game. Since the United States deregulated its airline industry with the Airline Deregulation Act of 1978, the international air transport industry has been on a path toward market liberalization. Market changes have included entry, capacity, and pricing freedom as well as increased levels of foreign ownership. The recent terrorist acts of September 11, 2001 have the potential to alter, if not reverse this course. This paper examines the forces fueling the trend toward liberalization and analyzes the impact of recent events on the future prospects of open aviation markets.

There is growing concern about the declining profitability of the U. S. trucking industry. Such concerns often stem from the increased difficulty of recruiting and retaining qualified drivers. In fact, the trucking industry has been hit hard by shortages of qualified truck drivers over the last two decades. To cope with this chronic problem, trucking firms have attempted to formulate various driver recruitment and retention strategies that include pay raises, bonuses, equipment improvement, and adjustments in working hours. This paper describes and evaluates the competition policies in Japan, China, and Hong Kong. A simple framework based on the economic incentive of violations of law is used to evaluate the effectiveness of competition policy. After half a century of effort, Japan has finally established of a modern antitrust system, although its surcharge system could be further improved so as to enhance the deterrence effect of the law. China and Hong Kong (as most other East Asia countries) are at the early stage of developing an adequate and effective competition policy. This article contends that as conditions worsen in Papua New Guinea's urban areas, it is apparent that the escalating crime and violence associated with rascal gangs are creating new rules of authority. The cumulative effects of criminal activities associated with gangs are negating the existing social order, spreading fear deep within civil society. In so doing, these activities deliver yet another blow to the legitimacy of the state. Continuous migration and the concomitant expansion of the newly urbanized population are defining a new urban landscape. The linguist Malcolm Ross has advanced a series of inferences pointing to somewhere in the Bismarck Archipelago as the probable "homeland" in the Pacific of the Oceanic or Eastern Austronesian languages. This conclusion is not the only one that can be reached based on current linguistic evidence and inference. Reviewing why he has singled out the Bismarck Archipelago as the homeland is advisable, for Ross's deductions have been seen as substantial support for associating proto-Oceanic with what some archaeologists have characterized as the "Lapita cultural complex."
