The goals of the IMPACT project are “to improve access to and delivery of human services for low-income residents, strengthen community planning and resource allocation, and enhance understanding of data on homelessness can be gathered and aggregated on local and national levels to accurately capture the scope of the problem and the effectiveness of efforts to ameliorate it.”

An Analysis Of The Medicaid Imd Exclusion, Sara J. Rosenbaum, Joel B. Teitelbaum, D. Richard Mauery

This report examines the Medicaid Institutions for Mental Disease (IMD) exclusion, one of the very few instances in which federal Medicaid law prohibits federal contribution to the cost of medically necessary care furnished by licensed medical care providers to enrolled program beneficiaries. The report begins with a brief overview of Medicaid's role in financing care for conditions and illnesses classified as "mental diseases" under professional medical guidelines and the allocation of state and federal funding responsibilities under Medicaid. Over the past thirty-five years, Congress has authorized generic promotion programs, known as checkoff programs, for a variety of agricultural commodities. Within the past year, the beef checkoff has been invalidated, the pork checkoff has been invalidated, and the legality of the beef checkoff has been upheld. The two cases invalidating checkoff programs relied on U.S. Supreme Court rulings that checkoff programs violated the producers free speech rights. The one case ruling the beef checkoff constitutional characterized the checkoff advertising program as government speech, which is exempt from constitutional free speech protections. During the mid-1990s, Kathleen Hardee Arsenault conducted research on two notable authors, Francis Robert Goulding and Lois Lenski. A member of the Poynter Library faculty from 1981 through 2009 and a graduate of Wellesley College and Simmons College, she has written articles and scholarly reviews on a variety of Florida topics, including the historical development of children’s literature in Florida. Arsenault previously served as dean of the Poynter Library.

The Committee on Issues of Sexual Orientation (CISO), an Advisory Committee to the President of the University of South Florida, first convened in September 1993. Later renamed the Committee on Issues of Sexual Orientation and Gender Identity (CISOGI), this advisory body regularly meets with USF executive staff, human resources personnel, and representatives from the diversity and equal opportunity offices. This university-wide body has consulted with groups about adding non-discriminatory clauses and partner benefits for all employees, regardless of sexual orientation. Cub fans are a unique species. Attachment to losing is taken to a level of religious fanaticism by the Cub faithful. Of course the charm of the Cubs is not simply that they lose, but that they are lovable losers. This is what inspires undying devotion in their fans. Indeed if the Cubs were to do the improbable, nay the impossible, and win a World Series I suspect Cub fans would lose the essence of their Cubness.

The death of Roone Arledge this past week marks the passing of one those remarkable figures in recent history who had a major influence on mass culture in America. He changed the viewing habits of Americans, transformed the way in which television covers sport, altered the nature and character of American sport, and transformed the way in which television presents reality to the American public. For all of these reasons Roone Arledge cast a large shadow over America in the second half of the twentieth century.

A Grounded Theory Of The Leadership Process In A Large Government Bureaucracy, George K. Kriflik, R. Jones

This paper presents a theory of the leadership process within the particular substantive setting of a large government bureaucracy. The study organisation (labelled AGRO) possesses a dominant engineering culture and has a history characterised by non- tumultuous change. The research methodology of orthodox grounded theory was employed. The main concern of the participants was found to be a desire to close the gap between their current work reality and that level they perceived themselves to be capable of achieving.
