Residualism And Rural America: A Decade Later, Steve Jacob, Fern K. Willits, Leif Jensen

The Journal of Sociology & Social Welfare

Rural residents, more so than their urban counterparts are popularly believed to view the use of social welfare programs as appropriate only as last (residual) means of obtaining help. The extent to which this belief reflected reality was assessed by Camasso and Moore (1985) a decade ago using data from a 1980 survey of Pennsylvania residents. Congruent with the residualist hypotheses they found that rural residents were less supportive than urban people of social welfare programming, even when the effects of various personal sociodemographic characteristics were controlled. Urban history in United States in the last 150 years has been concerned with two central questions. Historians of three generations focused on the process of urbanization and the problem of civic order in the cities. The historians of recent times emphasize on community formation as the determinant of economic growth and its general effect. Earlier scholars discussed the creation of communities and institutions and the correlation between urban and national development. Thus, interaction between city and citizen is a viable theme of urban history.

Personality Characteristics Of Successful Applicants To The Priesthood, Thomas G. Plante, Gerdenio Manuel, Jeannette Tandez

Psychology

This study investigated personality characteristics of successful pastoral candidates to a major Catholic religious order. Personality measures (i.e., MMPI-2 and 16PF) were administered to 21 male applicants between 1990 and 1994 who subsequently entered into religious life. Results suggest that these clergy applicants were generally well-adjusted, socially responsible, and interpersonally sensitive. However, results also suggest a tendency for defensiveness. Coping with perceived negative impulses (i.e., anger and hostility) may also be an issue for many. Implications for future research are offered.

Price Variations In A Stock Market With Many Agents, Per Bak, Maya Paczuski, Martin Shubik

Large variations in stock prices happen with sufficient frequency to raise doubts about existing models, which all fail to account for non-Gaussian statistics. We construct simple models of a stock market, and argue that the large variations may be due to a crowd effect, where agents imitate each other’s behavior. The variations over different time scales can be related to each other in a systematic way, similar to the Lévy stable distribution proposed by Mandelbrot to describe real market indices. A famous theorem on trend removal by OLS regression (usually attributed to Grenander and Rosenblatt, 1957) gave conditions for the asymptotic equivalence of GLS and OLS in deterministic trend extraction. When a time series has trend components that are stochastically nonstationary, this asymptotic equivalence no longer holds. We consider models with integrated and near-integrated error processes where this asymptotic equivalence breaks down. In such models, the advantages of GLS can be achieved through quasi-differencing and we give an asymptotic theory of the relative gains that occur in deterministic trend extraction in such cases. The netjlow of foreign private investment into the Nigerian economy in 1994 reduced drastically to N3,907.2 million from N32,994.4 million recorded in the preceding year. The sharp decline was attributable to the unstable business environment which resulted from political agitation and labour unrest during the review period. Contributions of all the investment flow components fell, especially changes in foreign share capital and trade and suppliers credit facilities which plummeted to N429. 5 million and N214.8 mil/ion.from N5,0ll.4 and N17,803.l million recorded in the preceding year, respectively. This study presents a macro-sociological analysis of welfare state development, particularly focusing on the timing of adoption of social legislation, by examining the dynamic relations between the historical constellation of social and political forces and the rationalities of three key social actors in the development of social policy. After a critical analysis of current theories, the variables are tested concerning the effects of different historical sequencing and the accompanying bargaining power of the social actors on the timing of social policy adoption in the western European countries from 1871 to 1976 using event-history analysis. Reconceptualizing Women's Work: A Focus On The Domestic And Eligibility Work Of Women On Welfare, Alice Abel Kemp, Pam Jenkins, Molly Biehl

The Journal of Sociology & Social Welfare

The types of work performed by women receiving public assistance are examined. Research on women's work often neglects the labor of poor women, reinforcing the view that women receiving welfare do not work. This perspective is challenged with focus group and interview data from welfare recipients in New Orleans, Louisiana. We conclude that within the restrictions of public assistance, poor women are engaging in three types of work: domestic work for their families, economic work for cash-both legal and illegal work, and eligibility work. Eligibility work is defined as the labor necessary to obtain and maintain public assistance.

This article discusses evidence from a local progressive welfare agency that has, along with other achievements, created innovate work programs within the framework of Job Opportunities and Basic Skills (JOBS). We discuss the institutional and bureaucratic limits of what such agencies can accomplish and that there has been some room for innovation for agencies that are so inclined. We then focus on two work-related innovations within the local JOBS program that demonstrate that there are many welfare clients ready and able to work in useful jobs. Hidden in the Adoption Assistance and Child Welfare Act of 1980 are two words that came to summarize the expectations of the law, typify its vagueness, and predict its controversy-"reasonable efforts." This article explores five factors to clarify the policy implications of the reasonable efforts phrase: " the disproportionately large effects of the requirement for "reasonable efforts;"
