Despite the recent enactment of federal and provincial reduction targets, the majority of government and private sector research has focused primarily on household recycling strategies while little attention was given to other dimensions critical to the achievement of sustainable waste management. Although distinct problems may exist in rural jurisdictions, the literature continues to address the problems inherent in the management of wastes in urban centers rather than rural communities. Researchers have only slowly recognized the possibilities and pitfalls of using maps as cultural artifacts. Only recently have historians of cartography shown that embedded in every map is valuable information about the cartographer and the society that produced it. Still, there is almost no literature on how editol's have influenced the shape of early and historical atlases. Editing Early and Historical Atlases is intended to scrutinize this lacuna. In their approach, however, most of its articles use the lenses of traditional historiography.

This book stems from a symposium entitled "Conservation of Great Plains Ecosystems: Current Science, Future Options" held in Kansas City in April of 1993, the purpose of which was to forge a "Great Plains regional environmental initiative." The editors explain what this means in an introduction that also summarizes the book's contents and offers recommendations: only with integrated community-based management of identifiable ecosystems, they argue, can the Great Plains avoid further severe ecological distress. The most highly touted word in the volume is "sustainability," the most castigated, "monoculture." And who could disagree with that?

South Dakota Gaming: A Regional Analysis, Erin Hogan Fouberg

The referendum and initiative processes were used six times between 1982 and 1994 to address the issue of gaming in South Dakota. Four of the six votes resulted in pro-gaming outcomes. This study examines how and why voters in the state 50 sixty-six counties varied geographically in their levels of gaming support over time. Five different ways of regionalizing the state are advanced as possible explanations, and then analyzed using maps, analysis of variance tests, and eta correlation coefficients. The popular East River-West River cultural-political divide is found to serve as the best explanation of the geographical distribution of gaming …

Population growth in the states of Kansas and Nebraska between 1870-1900 was largely due to the influx of migrants from other parts of the United States and from Europe in search of fertile land to own and till. However, not all migrants were equally successful in attaining this goal. This paper discusses differences in occupational positions of African-American, Native-Born White and Foreign-Born White migrants in Kansas and Nebraska. Evidence from the US. censuses from 1890 and 1900 indicates that African Americans occupied positions of relative disadvantage in the occupational structures of Nebraska and Kansas, being more likely to be relegated …

Amerindian Rebirth is both a major collection of essays and probably the best current reference work on Native North American beliefs about reincarnation. A substantive foreword by Gananath Obeyesekere, moreover, provides perspectives on reincarnation from the study of Indic religions. Despite a growing interest in and awareness of applications of industrial ecology (IE), such as eco-industrial parks (EIPs), little information is available about the potential economic and environmental benefits of EIPs, the process for successful EIP development, the important regulatory issues surrounding EIPs, or the technologies needed to support them. This report contains the results of a body of research intended to investigate and support the development of EIPs—communities of companies modeled after industrial ecosystems. EIPs can exist within defined boundaries and broader industrial ecosystems in a region. Kentucky was the first North American state to establish a free public library exclusively for African Americans. The library, located in Louisville, Kentucky, was managed by Thomas Fountain Blue, the first African American to manage a public library. The establishing of the Colored Library and Thomas Fountain Blue's Apprentice Training Program was the beginning of librarianship and libraries for African Americans in Kentucky.

This paper argues that trending time series can admit valid regression representations even when the dependent variable and the regressors are statistically independent, i.e., in situations that are presently characterized in the literature as “spurious regressions.” Our theory is directed mainly at the two classic examples of regressions of stochastic trends on time polynomials and regressions among independent random walks. But it has more general applicability and, we think, wider implications. Contrary to established wisdom, our theory justifies regressions of this type as valid models for the data. The federal Child and Adolescent Service System Program (CASSP), launched in 1984, has been an important contributor to the movement to make major changes in the way services are provided to children with severe emotional disorders and their families . The principles underlying CASSP call for community-based systems of care that are comprehensive and emphasize coordination among child-serving agencies, service delivery in the least restrictive environment, full involvement of families, and cultural competence. These principles have been widely accepted in the worlds of child welfare, child mental health, juvenile justice and special education.

Proponents of experiential learning have long recognized the learning benefits students can achieve through internships, service-learning experiences, and co-ops. There are others, however, who see those experiences as "career exploration," "good for the resume," but not integral to academic learning and so, not valid for the earning of academic credit. This year in Louisiana we are experiencing an election unlike most statewide elections in recent history -- a classic partisan contest. A classic partisan contest is characterized by a two-party system, voting along party lines, a split middle-of-the-road, groups voting according to their partisanship, and partisan issues related to voting choice. A classic partisan contest stands in contrast to an election in which voting is dominated by a personality (Duke or Edwards), racial identification (Fields), or one party. This paper describes the development of the first community service learning program for democratic education in South Africa. The Democracy Education Project, which is based on Swarthmore College's innovative Democracy Project, was designed and implemented by a Swanhmore College student working with a high school in a Black community near CapeTown. This case study demonstrates that the successful transposition of a model of community service learning from one country to another requires recognizing the complex relationships among history and culture, and theories and practices of democratic education. Goossens defined a structural operational semantics for a subset of VHDL-87 and proved that the parallelism present in VHDL is benign. We extend this work to include shared variables in VHDL-93 that changes the underlying semantic model. In the presence of shared variables, non-deterministic execution of VHDL-93 processes destroys the unique meaning property. We identify and characterize a class of portable VHDL-93 descriptions for which unique meaning property can be salvaged.
