Local Government Fiscal Burden In Nonmetropolitan America, Kenneth M. Johnson, John P. Pelissero, David B. Holian, Michael T. Maly

Rising fiscal pressure on local governments in rural areas of the United States is documented in this study. The level of fiscal burden on taxpayers to support local governments in nonmetropolitan areas is found to be higher than that in metropolitan areas between 1977 and 1987. Using a model from the urban fiscal literature, the level of fiscal burden in nonmetropolitan areas is found to be influenced by a combination of demographic, socioeconomic, intergovernmental, and historical factors. Intergovernmental revenue transfers from the state and federal government play a critical role in determining the level of fiscal burden rural taxpayers bear. …

Summarizes information on wildlife viewing in Montana by residents and nonresidents, drawing from three studies conducted by the ITRR as well as the 1991 National Survey of Fishing, Hunting, and Wildlife-Associated Recreation. The report displays national trends in wildlife viewing, resident and nonresident viewer characteristics and participation patterns in Montana, and resident preferences for viewing area enhancements and for program funding sources.

Raising asset limits and creating individual development accounts have been proposed in welfare reform. In part the rationale for these proposals is that assets have positive effects on attitudes and behaviors, including long-term planning, greater work effort, and improved social connectedness. The Panel Study of Income Dynamics (PSID), between 1968 and 1972, included a wide range of attitude and behavioral measures. This study examined the relationship between perceived social support and the time between hospital admissions for congestive heart failure (CHF) patients based on Lazarus' Stress and Coping Theory. A descriptive correlational design was used with a convenience sample of 40 inpatients aged 33-100 at a mid-western hospital. The Personal Resource Questionnaire was used to measure social support.; Data indicated that 50% of the sample were readmitted within 90 days of discharge. However, the hypothesized positive relationship between perceived social support and the number of days between admissions was not supported. The purpose of this study was to describe perceptions of preparation for self care and infant care of new mothers of low income following a short hospitalization for childbirth. Orem's nursing model was used as the conceptual framework for the study. A descriptive correlational, cross sectional design was used to examine preparedness for self care and infant care. The sample (N = 50) consisted of women who were served by Michigan Medicaid, 18 years or older and were hospitalized less than 48 hours. This study examined the perceived needs of family members of trauma patients using Molter's (1979) Critical Care Family Needs Inventory. The ranking of needs of major and minor trauma patients family members were analyzed to determine differences between these two groups.; A convenience sample of 41 family members of trauma patients were surveyed. They included family members of 17 minor trauma patients and 24 major trauma patients. Minor trauma patients were those patients with Injury Severity Scores 12 or less. Spinal cord injury (SCI) may exacerbate depressive symptoms as individuals must adapt to an altered lifestyle as a result of the injury. The purpose of this study was to investigate the effects of Functional Electrical Stimulation Leg Cycle Ergometry (FES-LCE) on the subjective reports of the incidence and severity of symptoms of depression in individuals with SCI. The study purpose was to examine the effect on interventions based on interdisciplinary geriatric assessment on family caregiver's wellness. A pretest-posttest research design was used, including a sample of 35 family caregivers of frail older adults. Neuman's Systems Model provided the theoretical framework. Care recipients and caregivers were evaluated by an interdisciplinary geriatric team and interventions for that family were developed and implemented. Paired t-tests and Wilcoxon matched-pairs signed rank test were performed to compare scores of pretest and posttest scores on self-rated health, the Burden Interview and Life Satisfaction, before and after the intervention. The purpose of this study was to (a) identify the perceived needs of parents of critically ill hospitalized children, (b) identify parental needs as perceived by critical care nurses, and (c) identify the differences in these perceptions.; A descriptive research design with a non-probability convenience sample was used. Multiple job-holding is a significant characteristic of the labor market, with approximately 6 percent of all employed males reporting a second job in 1993 (Mishel and Bernstein, 1995, p. 226). Moonlighting reflects growing financial stress arising from declining earnings, as well as an increased need for flexibility to combine work and family. Approximately 40 percent of moonlighters report taking the second job due to economic hardship. Additionally, moonlighting is a reflection of the worker's choice to pursue entrepreneurial activities while maintaining the financial stability offered by the primary job. The embeddedness of entrepreneurs in local, regional or global business networks based on kinship, clanship, territorial or ethnic ties and solidarities has often been cited as characteristic of the Chinese business community in Southeast Asia. Qualitative interviews with Singaporean Chinese merchant-exporters were conducted in order to examine this thesis and shed light on the various "guanxi bases" of their international trading networks. The findings suggest that there is a strong tendency among these Singaporean entrepreneurs towards external commercial transactions with "outsiders" and "friends" rather than with "kin" whether by blood, marriage, or ascription. This thesis reports on the results of a survey sent by the author to 148 local and regional planning agencies in Virginia. The mail survey of all Virginia county, city, town, and regional planning agencies showed that computers have been widely accepted and integrated into the planning workplace. Smaller agencies, and those with greater budgetary constraints have yet to realize the computer's full potential, however. The survey yielded an %84.5 total response rate, and covered hardware, software, organization and personnel, and effectiveness issues. It was based upon a similar survey administered in Arizona, New Mexico, and California five years ago. …

Research finds high-shy persons participate minimally in interactions, withhold ideas from their groups, and negatively evaluate their performance. While commonly true, high-shy persons do not always interact less and it has been suggested (Efran & Korn, 1969) that high-shy persons may dominate a discussion if they can find a "safe" topic. The current study examined whether perceptions of perceived competence can produce this effect and increase the performance level of high-shy persons in a problem-solving group above the performance level of low-shy persons.

Attachment relationships between children and their primary caretakers have been hypothesized to contribute to internal working models of subsequent relationships with others. Poor attachment might lead to internal working models which devalue later relationships, making the perpetration of violence against others more likely. One focus of this study was to propose a model which combined parental bonding, adolescent attachment, and perceived family support to predict the severity of violence used against others by adolescent delinquents. A comprehensive homeless policy includes emergency housing, transitional housing, permanent housing, and prevention components. Researchers have determined that all four categories of homeless assistance are essential to address the needs of the diverse groups that comprise the homeless population.

This dissertation focuses on the prevention component which is designed to assist those in marginal economic circumstances who experience an unavoidable housing crisis. Several states have state-sponsored and state-funded homeless prevention programs.

The Commonwealth of Virginia authorized funding for the Homeless Intervention Program (HIP) in FY 1989-90. A Short-Term Study of the first group of participants conducted by Johnson, Brooks, Hambrick, …
