The Latent Influence Of Equity In Wyoming V. Colorado (1922), James E. Sherow

Clearly, the doctrine of prior appropriation played an integral part in Justice Willis Van Devanter's decision in Wyoming v. Colorado (1922). Not so clear was the pervasive influence of equity in the justice's opinion. In many ways, Van Devanter's thinking is in keeping with the historical unfolding of the United States Supreme Court's use of equity to resolve interstate water conflicts.

Economic And Environmental Futures Of The Black Hills: A Delphi Technique Study, Russell Stubbles

The future economic and environmental changes in the communities of the Black Hills were examined through the use of the Delphi technique. The study utilized a panel of 80 experts on the wide range of land-use issues and conflicts in the Black Hills. The panel identified 14 future land-use conflict issues: mining, grazing, timbering, outdoor recreation, wilderness areas, tourism, legalized gambling, second home development, Native American claims, fire management, water management, landfills, traffic management, and the US Forest Service's policies of land-use management. The panel predicted when certain events concerning those 14 issues would occur. Their predictions were then related …

This small book (pamphlet) provides information about the amphibians and reptiles for the general reader or casual visitor to the Cimarron National Grasslands in southwestern Kansas. Some of the information derives from a brief field trip by the authors in 1987 or from museum specimens and technical literature, but most of the information is not new. Much of the material (some verbatim) comes from J. T. Collins' previous semipopular books on Kansas herpetiles.

The first processual studies in archaeology began appearing-and making an impression on the field as a whole-nearly 30 years ago. These studies ushered in a revolution in American archaeology and forever changed how this field is taught and practiced. A great deal of heat was exchanged between the processualists and the traditionists as the new paradigm slowly was accepted into mainstream archaeology. Much of this heat was unfortunately expended uselessly as people spoke past one another both in person and in print. An increase in the percentage of families involved in off-farm employment provided the intellectual fodder for a symposium on multiple jobholding among farm families held in May, 1988. Like other books that are the off-spring of conferences and symposia, the weaknesses of the symposium are replicated in the book unless the editors apply a heavy hand to ensure interrelatedness and quality of contributions. Unfortunately, evidence of this editorial hand is missing: the book is uneven and fails to demonstrate the interconnections between chapters. With the emergence of native issues such as land claims and self-government in the Canadian constitutional debate, Pocklington's non-technical, informative, and exploratory book as emerged at a timely moment.
A void of scholarship about the Metis has been observed by historians such as Frideres and Friesen. Pocklington has attempted to fill that void, but acknowledges the complexity of his study since the "government and politics ... as they function in small communities like the settlements is intimidating [as] it is difficult to identify the various players, much less to discover how they interact" (p. xiii).

For the younger scholar interested in the West, Professor Wilkinson's book offers a bibliographic shortcut with a carefully selected and balanced listing of nearly 500 essential entries. The author skillfully weaves annotation of some works into a smoothly flowing text; other items are simply listed in concluding paragraphs.
The book's distinctive organization selectively highlights certain characteristics of the West. The initial chapter reviews the attempts to define the West geographically. This review of Alberta's economic fortunes in the early and mid-1980s by two of Alberta's best academic economists will interest economists concerned either with western Canada in particular or with the problems of non-very- diversified regional economies in general.
The book's first two substantive chapters consist of a data-laden review of Alberta's protracted economic downturn in the early 1980s and its recovery following 1985. The legal profession is highly differentiated by practice situation, clientele, and community setting, producing multiple professions within the practice of law. Using community size as the independent variable, this paper argues that the structuring of a legal career has less to do with the commonalities of legal training or the presumed solidarity of a learned profession and more to do with the characteristics of the community in which professional practice takes root. When manuscripts are evaluated for possible publication in Great Plains Research, the editorial panel has the question of “place” firmly in mind. The distinction is of a place rather than in a place. Residence of the author is certainly not a prerequisite. While it might seem that the best regional scholarship comes from the region, the cosmopolitan character of the academy belies that generalization. Nor is a study done in a region necessarily of the region. A fine paper may result from a survey of residents of Kansas, for example, without any insight into whether the location makes any …

On the basis of national program initiatives, the Nebraska Cooperative Extension staff identified three high priority needs for the 19905 related to agriculture. These needs are to increase agricultural profitability, conserve and manage natural resources, and enhance water quality. This book focuses on water quality, especially with respect to domestic drinking water.
The investigators obtained 877 completed mailed questionnaires from an original sampling frame of 2,000 households stratified by city size. Forty of the questionnaires were returned as nondeliverable or as "addressee deceased." Thus, from the remaining 1,960 potential households, the response rate was 44.7%. Geographer Bret Wallach's stated goal in this book is to show that environmentalism is rooted in a fundamental human love for the land. He argues that we are "at odds with progress" and that this aversion is illustrated through efforts to protect the land from exploitation. But, .Wallach argues, our loyalty to the land is cloaked in "disguises" of efficiency, social welfare, and scientific ecology.

Thomas sets the stage of the book by identifying ten enduring characteristics of western politics (p. 8). The book provides a good insight into the Canadian positions during the Free Trade Agreement (FTA) negotiations, the concerns and expectations of key industry groups in the Prairies, and a good review of several quantitative studies that 74 estimated the impacts of bilateral trade liberalization in Canada. Brett Fairbairn and colleagues book about cooperatives reintroduces an old strategy for community development. Their concept is that cooperatives are an "alternative kind of development"-well-suited to the needs of rural communities. The book is derived from the authors' concern for community development in Saskatchewan.

The Tenth Great Plains Wildlife Damage Control Workshop (GPWDCW) was held 15-18 April 1991 in Lincoln, Nebraska. The goal was to provide a forum for individuals involved in wildlife damage management to discuss new ideas and recent advances in ecology, technology, public education, and policy. The format allowed for interaction and exchange on current issues, damage control techniques, priority areas for research, public education, and extension activities. The GPWDCW is one of three national conferences (including the Vertebrate Pest Conference and the Eastern Wildlife Damage Control Conference) that deal specifically with wildlife damage management.
